ORDINANCE NO. 04-09

AN ORDINANCE TO PROVIDE ONE-TIME ISSUANCE OF FOUR $20.00 VOUCHERS TO EACH RESIDENT OR BUSINESS THAT HAS A WATER METER LOCATED IN THE VILLAGE AS OF MAY 1, 2009

WHEREAS, the Council of the Village of Granville has determined that it is necessary to provide the residents of the Village and businesses located within the Village a one-time issuance of four $20.00 vouchers, for a total value of $80.00, in order to encourage economic development and to improve the welfare of all such individuals and businesses; and
 
WHEREAS, the Council of the Village of Granville recommends that all businesses located within the Village accept the vouchers in a effort to further economic activity in the area; and
 
WHEREAS, the Council of the Village of Granville intends to direct the Granville Village staff to create the vouchers, distribute the vouchers, and create a way for businesses to redeem the vouchers.

NOW THEREFORE, BE IT ORDAINED by the Council of Granville, Ohio, that:
 
Section 1

(a)  The Village shall issue four $20.00 vouchers, for a total value of $80.00, to each residential and business customer that purchases water through the Village of Granville Water Division.  For purposes of this provision, "residential and business customers" shall mean any person or entity situated in the Village of Granville on May 1, 2009 to whom a water bill is sent.  The total value of vouchers sent to any one person or entity shall not exceed one hundred sixty dollars ($160.00), regardless of how many vouchers any person or entity might otherwise be entitled to under this Section.
 
(b) Any owner of a Non-Serviced Housing Unit as of June 1, 2009 that does not otherwise receive vouchers pursuant to this Section may apply to receive vouchers on or before July 1, 2009.  Any application made  under this Section shall be made to the Village Manager, who shall 
determine whether the applicant is eligible to receive vouchers.  The Village Manager shall establish rules to ensure the orderly and fair execution of this provision.

The Village shall issue four $20.00 vouchers, for a total value of $80.00, to any owner of a Non-Serviced Housing Unit whose application is approved by the Village Manager, provided that only one such amount shall be paid with respect to each Non-Serviced Housing Unit and such single amount shall be paid jointly to all owners of a single Non-Serviced Housing Unit having multiple owners, and further provided that the total amount paid to any one person or entity under this Section, as shown on the records of the Water Division, if any, shall not exceed $160.  As used in this paragraph, the term "Non-Serviced Housing Unit" shall mean a habitable single-family residential structure, which structure is located within the Village, and to which the Water Division of the Municipality does not provide water for household use.
 
(c) The Village Manager shall adopt and promulgate any rules necessary to implement the voucher system set forth in this Section.
 
(d) The vouchers provided for in this Section shall be paid from the General Fund of the Village and shall apply for calendar year 2009 only.
 
Section 2
 
(a) The vouchers may be redeemed at participating Village of Granville businesses between June 1, 2009 and August 30, 2009.
 
(b) The Village Manager shall adopt and promulgate any rules necessary to implement a system for redeeming the vouchers as set forth in this Section. Said rules shall include provisions establishing the method and timing of payments for redeemed vouchers.
 
(c) The Village shall not redeem any vouchers after October 31, 2009.   
 
Section 3.  This Ordinance shall take effect upon the earliest date permitted by law.
