ORDINANCE NO. 06-09
TO AMEND ORDINANCE NO. 17-08 TO PROVIDE FOR ADJUSTMENTS OF THE ANNUAL BUDGET FOR FISCAL YEAR 2009 AND TO REVISE SUMS FOR OPERATING EXPENSES
WHEREAS, pursuant to the provisions of Section 2.08 of Article II of the Charter of the Village of Granville, Ohio, the Village Council is authorized to adopt the Municipal Budget for the fiscal year beginning January 1, 2009 and ending December 31, 2009, and;
WHEREAS, in accordance with the financial policies previously adopted by the Council, the Village has considered requests for funding from nonprofit organizations that provide an overall benefit to the Granville community; and
WHEREAS, by the approval of Resolution No. 09-28, the Council has stated its intent to allocate $8,000 to the Robbins Hunter Museum of Granville in support of the preservation of the Avery Downer House and the provision of cultural and educational programs and exhibits as a free history museum for the residents of Granville contingent upon the Robbins Hunter Museum raising $16,000 for the purchase of a heating / air conditioning / climate control system; and
WHEREAS, by the approval of Resolution No. 09-29, the Council has stated its intent to allocate $7,000 to the Granville Historical Society to transform the Old Academy Building into a functioning free museum; and
WHEREAS, by the approval of Resolution No. 09-30, the Council has stated its intent to allocate $1,500 to the Granville Fellowship to establish health and wellness programs for Granville seniors; and
WHEREAS, by the approval of Resolution No. 09-31, the Council has stated its intent to allocate $7,000 to the Granville Federation for the Appreciation of the Blues in support of the annual Hot Licks Bluesfest to be held on September 19, 2009 with said allocation to be in the form of an interest-free loan that may be forgivable but only if the production and associated costs for the Bluesfest exceed the income generated from the Bluesfest; and
WHEREAS, the allocations provided by the above resolutions were contingent upon the adoption of a companion ordinance that would appropriate funds to cover those intended expenditures.
NOW, THEREFORE, be it ordained by the Council of Granville, Ohio, that:
Section I: The annual budget of the Village of Granville, as established by Ordinance No. 17-08, is hereby amended by the Council to include the following additional appropriations for the community services outlined in the resolutions listed above.
Section II: To provide for Operating Expenditures during the fiscal year ending December 31, 2009, the following additional appropriations are hereby made for the Contractual Services line item in the Community Services program for additional funding for community organizations:
