            Application #2010-164, submitted by Johne and Leigh Brennan for the property located at 126 West Elm Street.  The request is for architectural review and approval of the following exterior modifications:

            Application #2010-168, submitted by Gail McConnon for the property located at 222 South Prospect Street.  The request is for architectural review and approval of the following items:

Public Hearings - Village Council - Wednesday, October 20

VILLAGE OF GRANVILLE - NOTICE OF PUBLIC HEARING 

At its regular meeting on October 6, 2010, the Granville Village Council scheduled a public hearing and request for public comment for October 20, 2010 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

Ordinance No. 16-10, An Ordinance Providing for the Issuance of Not to Exceed $463,000 of Notes by the Village of Granville, Ohio, in Anticipation of the Issuance of Bonds for the Purpose of Paying Part of the Cost of Acquiring the Mansion Building Property Located at 537 Jones Road for Village Purposes

This ordinance would authorize the issuance of bond anticipation notes for the partial financing of the purchase of the Bryn Du Mansion located at 537 Jones Road.  The current notes, which are scheduled to mature on December 1, are in the amount of $551,000.  The new notes would be issued for the remaining balance of $463,000.

Ordinance No. 17-10, An Ordinance to Permit the Demolition of a Single Story House, Wooden Shed and Mini Storage Buildings 

This ordinance authorizes the demolition of a single story house, a wooden shed and metal mini storage buildings at 877 River Road and 1919 Lancaster Road.  The owners of the property will be seeking approval to build a new development on the property.  The Granville Historical Society concluded that the buildings do not represent anything of significant historical interest.  The Village Manager recommended that the Village Council approve the demolition of the structures.  The Planning Commission will be reviewing the plans of the proposed development.

PUBLIC NOTICE

The Granville Village Council adopted the following legislation at the October 6, 2010 regular meeting:

a. Resolution No. 10-41, A Resolution to Award the Contract for the Purchase of Water Treatment Chemicals to Mid-Ohio Valley Lime Inc.

This resolution awards the contract for the purchase of water treatment chemicals (lime) to Mid-Ohio Valley Lime, Inc. Three bids were received. Mid-Ohio Valley Lime was the low bidder at $130.00 per ton. (The bid price for 2010 was $125.00 per ton.)  The three other bids that were received were significantly higher.

b. Resolution No. 10-42, A Resolution to Authorize the Village Manager to Advertise for Bids for Repaving a Portion of Newark-Granville Road

This resolution authorizes the Village Manager to advertise for bids for resurfacing a portion of Newark Granville Road.

Notice to Accept Public Comment - Proposed Demolition of Mill District Buildings 

VILLAGE OF GRANVILLE
NOTICE TO ACCEPT PUBLIC COMMENT

The Village Manager will be accepting public comment through October 4th regarding the proposed demolition of a single story wood frame house and storage shed at 877 River Road and the two storage unit buildings at 1919 Lancaster Road.  The structures are part of the newly annexed Mill District property along South Main Street and River Road.  The structures are being demolished in order to build a new building. 

Village Code allows the Village Manager to accept comments regarding the proposed demolition prior to forwarding legislation to Village Council for their approval. 

Village residents may submit comments in writing to the Village Manager at PO Box 514, drop them off at the Village Office at 141 East Broadway, or via email to village@granville.oh.us.

The demolition application is available for review at the Village Office during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Office are located at 141 East Broadway.

Adopted Legislation - Village Council - Wednesday, September 15

PUBLIC NOTICE
VILLAGE OF GRANVILLE

The Granville Village Council adopted the following legislation at the September 15, 2010 regular meeting:

a. Ordinance No. 13-2010, An Ordinance to Amend Section 921.07 of the Codified Ordinances to Adjust Sewer Regulations and Charges

This ordinance increases the base sewer rate from $3.90 to $5.30 per one thousand gallons.  That rate adjustment would be effective for wastewater usage beginning on November 1, 2010.  That usage would be reflected in the meter readings beginning December 1, 2010 and reflected in the bills sent out on January 1, 2011.  This legislation, along with the water rate, increases the combined wastewater and water base rate to $8.85 per one thousand gallons.

The wastewater and water funds are enterprise funds, which mean that they are self-supporting and must produce sufficient revenue to cover their expenses.  The Village has not had a utility rate increase since 2005.  During that period, the costs of operating the utility plants have increased due to the price of fuel, chemicals, electricity, supplies, personnel, and insurance.  These increases are needed to ensure that the water and wastewater funds remain self-supporting.

b. Ordinance No. 14-2010, An Ordinance to Amend Section 925.18 of the Codified Ordinances to Adjust Water Regulations and Charges

This ordinance increases the base water rate from $3.40 to $3.55 per one thousand gallons.  That rate adjustment would be effective for water usage beginning on November 1, 2010.  That usage would be reflected in the meter readings beginning December 1, 2010 and reflected in the bills sent out on January 1, 2011.  This legislation, along with the wastewater rate, increases the combined water and wastewater base rate to $8.85 per one thousand gallons.

c. Resolution No. 2010-39, A Resolution Authorizing the Village Manager to Prepare and Submit an Application to Participate in the Ohio Public Works Commission State Capital Improvement Program and to Execute Contracts as Required

This resolution authorizes the Village Manager to submit and application to the Ohio Public Works Commission, as part of the Issue 2 capital improvement program, for funding assistance for the Village’s 2011 roadway resurfacing projects.  Those scheduled projects include:  Glyn Tawel Drive, Bedwyn Bach Lane, Westgate Drive, West College Street (from Thresher to the end), Thresher Street and Merywen Circle.  These listed streets are proposed to be milled and paved at an estimated cost of $425,000.

d. Resolution No. 2010-40, A Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor

The annual resolution is required to accept the inside property tax millage (2.5 mills) and estimated revenues that were determined by the Licking County Budget Commission.  (Inside Millage is unvoted millage that is within the 10-mill statutory limitation on unvoted property taxes.)  The millage is unchanged from prior years and will generate approximately $408,000 in revenue for the Village.

Adopted Legislation - Village Council - Wednesday, September 1

PUBLIC NOTICE
VILLAGE OF GRANVILLE

The Granville Village Council adopted the following legislation at the September 1, 2010 regular meeting:

a. Ordinance No. 15-2010, An Ordinance to Amend Ordinance No. 20-09 to Provide for Adjustments to the Annual Budget for the Fiscal Year 2010 and to Revise Sums for Operating Expenses for Legal Expenses and Mayor’s Court

This ordinance increases the appropriations for legal services in the Mayor’s Court account and in the Law account.  Staff was too conservative in preparing the budget with regard to legal services for 2010.  In 2009, $90,000 was budgeted after spending between $82,000 to $85,000 in 2007 and 2008.  However, this year only $65,000 was budgeted and that appropriation is almost exhausted.  Legal services are running higher than anticipated this year due to costs associated with the police negotiations that carried over into 2010 and participation in a fact finding session during those negotiations.  There is also an increase of $18,000 for contractual services in the Mayor’s Court account.

b.  Resolution No. 2010-37, A Resolution to Authorize the Village Manager to Advertise for Bids for the Purchase of Water Treatment Chemicals

This resolution authorizes the Village Manager to advertise for bids for the purchase of water treatment chemicals.  Advertising for bids at this time provides the necessary information to include the cost of these chemicals as part of the 2011 operating budget.

c. Resolution No. 2010-38, A Resolution to Authorize the Village Manager to Advertise for Bids for the Construction of Water and Sewer Lines to Serve the Recently Annexed Mill District Properties

The resolution authorizes the Village Manager to advertise for bids for the extension of water and sewer lines to the newly annexed Mill District properties.  The extension of those lines is required by the annexation agreement.  This resolution only seeks bids, the actual awarding of a contract would need to be approved by Council.
