Legislation Adopted by Village Council - May 5

VILLAGE OF GRANVILLE

The Granville Village Council adopted the following legislation at the May 5, 2010 regular meeting:

Ordinance No. 07-10, An Ordinance to Permit the Demolition of a Single-Story Accessory Structure at 101 Washington Drive, a Part of Denison University

This ordinance authorizes the demolition of a single-story accessory structure at 101 Washington Drive on the Denison University campus.  The accessory structure is being demolished in order to accommodate the relocation of Bancroft Drive; a project done in conjunction with the expansion of the athletic center.  The Granville Historical Society has concluded that the barn does not represent anything of significant historical interest. 

Resolution No. 10-28, A Resolution to Declare, with the Granville Township Trustees, that Operation and Maintenance of the Union Cemetery, Under the Provisions of Section 759.27 of the Ohio Revised Code, Continue and to Fill an Expired Term on the Union Cemetery Board of Trustees

This resolution continues the operation of the Old Colony burying Ground as a Union Cemetery for an additional year.  The resolution also appoints Councilmember Constance Barsky as the Village representative to the Union Cemetery Board.  Councilmember Barsky is replacing Councilmember Steve Mershon, whose term on the Board expires on May 31, 2010.  Councilmember Barsky’s term will expire on May 31, 2013.

Resolution No. 10-29, A Resolution to Authorize the Village Manager to Advertise for Bids for Towing and Impounding

This resolution authorizes the Village Manager to advertise for bids for services related to the towing and impounding of vehicles within the Village.  The current contract with M & P Towing is scheduled to expire on July 16, 2010.

Public Hearing - Village Council - May 5

VILLAGE OF GRANVILLE - NOTICE OF PUBLIC HEARING    

At its regular meeting on April 21, 2010, the Granville Village Council scheduled a public hearing and request for public comment for May 5, 2010 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

a.  Ordinance No. 07-10, An Ordinance to Permit the Demolition of the Single-Story Accessory Structure at 101 Washington Drive, a Part of Denison University

The Granville Village Council adopted the following legislation at the April 21, 2010 regular meeting:

Ordinance No. 05-10, An Ordinance to Enact New Sections 1501.01, 1501.02, 1501.03, 1501.04, 1511.01, 1511.02, 1511.03, 1511.04, 1511.05 and 1511.99 of the Codified Ordinances of the Village of Granville and to Repeal Existing Sections 1501.01, 1501.02, 1505.01, 1505.02, 1505.03, 1505.04, 1505.99, 1509.01, 1509.02, 1509.03, 1509.04 and 1509.99 of the Codified Ordinances of the Village of Granville  

This ordinance amends various sections of the Fire Prevention Code to bring those sections in line with current codes and practices.  The proposed amendments are related to:

•    The adoption of the provisions of the 2007 Ohio Fire code;
•    The designation of the Chief of the Granville Township Fire Department and designated Certified Fire Safety Instructors as the enforcement officials within the Village; and
•    The revision of the open burning regulations to comply with current Ohio EPA laws.

Ordinance No. 06-10, An Ordinance to Amend Sections 1307.01, 1309.01, 1309.03, 1311.01, 1311.02 and 1311.03 of the Codified Ordinance of Granville, Ohio and to Repeal Existing Sections 1309.06 and 1311.04 of the Codified Ordinances of Granville, Ohio

This ordinance amends various sections of the Building code provisions to bring those sections into line with current codes and practices.  The proposed amendments are related primarily to:

•    The adoption of the provisions of the 2006 Residential Code of Ohio; and
•    An update to the provisions requiring the display of address numbers on buildings within the Village.

Resolution No. 10-23, A Resolution to Ratify the Decision by the Village council to Allocate $92,000 in Support of the Grant Application to the Ohio Department of Transportation for the Raccoon Creek Bridge Project

This resolution ratifies the decision by the Village Council at their April 7th, 2010 meeting to allocate $92,000 from the Village’s Pathway Fund in support of the grant application to the Ohio Department of Transportation for Transportation Enhancement funding for the Raccoon Creek Bridge that would connect the TJ Evans Trail to the Raccoon Valley Park.  The resolution also indicates the Village’s willingness to be listed as a co-sponsor of the bridge application.

Resolution No. 10-24, A Resolution to Appoint Members to the Bryn Du Governance Commission

This resolution reappoints current Commission members Stewart Dyke and Jurgen Pape, whose terms are due to expire on April 30, 2010.  Due to the resignation of current Commission member Keith Myers effective April 30, 2010, this resolution also appoints Vincent Engel as the newest Bryn Du Governance Commission member.

Resolution No. 10-25, A Resolution to Express Appreciation to Keith Myers for Service on the Bryn Du Governance Commission

This resolution expresses Council’s appreciation to Keith Myers for his service on the Bryn Du Governance Commission from April 7, 2004 to April 30, 2010.

Resolution No. 10-26, A Resolution to Establish an Identity Theft Policy for the Village of Granville

This resolution approves an administrative policy that establishes rules and procedures that help secure sensitive information maintained by the Village.  The resolution charges the Village Manager with the responsibility of implementing the policy and to make periodic modifications to the policy when deemed necessary to improve the security of sensitive information.  This policy is the result of the Fair and Accurate Credit Transactions Act of 2003, which was an amendment to the Fair Credit Reporting Act.  The regulations of the Federal Trade Commission require that the Village prepare and adopt rules that cover the handling of sensitive information in order to reduce the threat of identity theft.

At its regular meeting on April 7, 2010, the Granville Village Council scheduled a public hearing and request for public comment for April 21, 2010 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

Ordinance No. 05-10, An Ordinance to Enact new Sections 1501.01, 1501.02, 1501.03, 1501.04, 1511.01, 1511.02, 1511.03, 1511.04, 1511.05 and 1511.99 of the Codified Ordinances of the Village of Granville and to Repeal Existing Sections 1501.01, 1501.02, 1505.01, 1505.02, 1505.03, 1505.04, 1505.99, 1509.01, 1509.02, 1509.03, 1509.04 and 1509.99 of the Codified Ordinances of the Village of Granville

Legislation Adopted by Village Council on April 7

The Granville Village Council adopted the following legislation at the April 7, 2010 regular meeting:

Ordinance No. 03-10, An Ordinance to Permit the Demolition of a Detached Barn at 418 West Broadway

This ordinance authorizes the demolition of a detached two-story barn at 418 West Broadway.  The owners of the property have indicated that the structural integrity of the existing barn is questionable.  The property owner would like to construct a deeper barn building.  The Granville Historical Society has concluded that the barn does not represent anything of significant historical interest.  The Granville Planning Commission recommended that Village Council approve the demolition of the barn after reviewing and approving the plans for a new barn to be built in the rear yard area.  The BZBA also approved a variance to allow the new barn to be built on the site.

Ordinance No. 04-10, An Ordinance Assuming maintenance Responsibility for Lancaster road, Old River Road, and River Road Upon Annexation of Certain Territory in the Township of Granville to the Village of Granville, Agreeing to Cooperate in the Maintenance of Said Roadways, and Indemnifying the Township of Granville

This ordinance is required under the State of Ohio annexation laws.  When a proposed annexation divides or segments an existing street or highway, the municipality must agree, as a condition of the annexation, to assume maintenance responsibility for that street or highway to the nearest intersection.  This proposed ordinance states the Village's intention to assume the maintenance responsibility for Lancaster Road (from the existing Village limits to the right-of-way for State Route 16), all of Old River Road, and River Road (from Lancaster Road east to State Route 16).

Resolution No. 10-22, A Resolution Authorizing the Village manager, Finance Director, and Police Chief to Execute an Agreement Between the Village of Granville and the Fraternal Order of Police, Ohio Labor Council Inc., Representing the Full-time Police Officers and Police Sergeants, Which Agreement Will be Effective for the Period From January 1, 2010 Through December 31, 2012

This resolution authorizes the Village Manager, Finance Director, and Police Chief to execute the agreement with the Fraternal Order of Police, representing the full-time police officers and police sergeants.  There are few substantive changes from the prior agreement, with the exception of the wage adjustments.
