Legislation Adopted March 7, 2012

The Granville Village Council adopted the following legislation at the March 7, 2012 regular meeting:

Ordinance No. 01-2012, An Ordinance to Amend Section 1189 of the Village Codified Ordinances to Delete the TCOD Sign Code Provisions 

This ordinance amends the current language related to Section 1189.05, Table 1189B of the Sign Code.  The Planning Commission reviewed the modifications to the sign provisions in an effort to reduce the granting of variances by the Planning Commission related to signage.  The current language includes sign provisions related to the Transportation Corridor Overlay District (TCOD), which applies to most of the major arterials and commercial areas within the Village, except for the downtown Village Business District area and the area south of SR16 along Cherry Valley Road.  The TCOD language has been viewed as highly restrictive by businesses as it conflicts with the majority of underlying zoning district sign regulations, and is confusing to applicants, administrators, Board members and other parties.  The intent of these proposed changes is to streamline the process, while providing clarity to applicants, regarding sign regulations within the Village.  The Planning Commission reviewed the proposed changes on September 12, 2011 and September 26, 2011 and recommended their approval to the Village Council on October 24, 2011.  The Village Council then reviewed the Planning Commission's proposed language at two separate Council meetings on January 4, 2012 and February 1, 2012, and made a decision to move forward with minor modifications to the proposed language.

Resolution No. 2012-15, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 130 North Prospect in Front of the Business Known as the “Greek Eats” for the Calendar Year 2012, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Greek Eats at 130 North Prospect.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.  

Resolution No. 2012-16, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 122 East Broadway in Front of the Business Known as the “Aladdin” for Calendar Year 2012, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Aladdin at 122 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.    

Resolution No. 2012-17, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 126 East Broadway in Front of the Business Known as the “Broadway Pub” for the Calendar Year 2012 Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Broadway Pub at 126 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012 but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.     

Resolution No. 2012-18, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 128 East Broadway in Front of the Business Known as “Bella” for Calendar Year 2012, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Bella at 128 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.    

Resolution No. 2012-19, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 132 East Broadway in Front of the Business Known as the “Village Coffee Company” for the Calendar Year 2012, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Village Coffee Company at 132 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.   

Resolution No. 2012-20, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 138 East Broadway in Front of the Business Known as the “Day Y Noche” for the Calendar Year 2012, Subject to Restrictions

This resolution authorizes a sidewalk café to be located in front of the Day Y Noche at 134 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.      

Resolution No. 2012-21, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 138 East Broadway in Front of the Business Known as the “Whit’s Frozen Custard” for the Calendar Year 2012, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Whit’s Frozen Custard at 138 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2012, but can be extended by staff for an additional period of time provided that the extension does not go beyond December 31, 2012.  All conditions in the resolution are similar to those required for calendar year 2011.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.    

Resolution No. 2012-22, A Resolution to Fill Vacancies on the Granville Arts Commission 

This resolution appoints two new members to the Granville Arts Commission – a Community-at-Large member appointed by Village Council and a member recommended by the Granville Recreation District.  The Granville Recreation District recommended Neal Zimmers as their representative.  Village Council appointed Maggie Sobataka could fill the Community-at-Large position. 

Resolution No. 2012-23, A Resolution to (Re) Appoint a Member to the Board of Trustees for the Granville Recreation District 

This resolution reappointed Kate Barrett to the Granville Recreation District as the Village Council representative.  Kate Barrett is the Village’s current representative.  Her new term will expire on January 31, 2015.
