RESOLUTION NO. 08-26

A RESOLUTION TO AMEND THE MANAGEMENT PLAN OF THE COSHOCTON-FAIRFIELD-LICKING-PERRY SOLID WASTE MANAGEMENT DISTRICT

WHEREAS, the Coshocton-Fairfield-Licking-Perry Solid Waste Management District is operating under a solid waste management plan approved by the State of Ohio on June 21, 2004; and

WHEREAS, the approved plan includes an increase in the Tier I (in-district) and Tier III (out-of-state) disposal fees on January 1, 2009; and

WHEREAS, the combination of lower-than-anticipated expenditures and higher-than-anticipated revenues will allow the solid waste management district to meet its programmatic obligations without the scheduled increase; and

WHEREAS, the Policy Committee of the Coshocton-Fairfield-Licking-Perry Solid Waste Management District, after holding public hearings on the proposed amendment in all four counties of the district, has resolved that the management plan be amended so that the in-district and out-of-state disposal fees will not be increased on January 1, 2009; and 

WHEREAS, it is the judgment of the Policy Committee that the amendment will benefit the solid waste district by providing sufficient revenue for plan implementation without accumulating excess funds. 

NOW, THEREFORE, be it resolved by the Council of the Village Granville, Ohio, that:

Section 1: District disposal fees shall remain at $1 per ton for in-district waste, $4 per ton for out-of-district waste and $1 per ton for out-of-state waste and shall not be increased on January 1, 2009 as scheduled.

Section 2: The Clerk of Council for this legislative authority is hereby authorized and directed to mail or otherwise deliver promptly a certified copy of this resolution to the Policy Committee.

Section 3: This resolution shall take effect and be in full force immediately upon passage.
