AGREEMENT BETWEEN THE VILLAGE OF GRANVILLE, OHIO AND
THE BOARD OF GRANVILLE TOWNSHIP TRUSTEES WITH REGARD TO ADDITIONAL POLICE PROTECTION
This agreement is made and entered into at Granville, Ohio, this 4th day of February, 2009 by and between the Village of Granville, Ohio, a municipal corporation, (hereinafter referred to as “the Village”) and The Board of Granville Township Trustees, an unincorporated municipal township, (hereinafter referred to as “the Township”).
RECITALS
WHEREAS, Section 505.43 of the Ohio Revised Code authorizes a township to obtain additional police protection by entering into a contract with a municipal corporation; and
WHEREAS, it is the desire of Granville Township to contract with the Village of Granville to provide police protection for the Granville Intermediate School which is located within the Township but less than a mile from the Granville corporation limits; and
WHEREAS, it is the desire of Granville Township to contract with the Village of Granville to provide police protection for certain parcels owned by the Granville Exempted Village School District that are located in the Township but are adjacent to the Granville High School and adjacent to the Granville corporation limits; and
WHEREAS, it is the desire of Granville Township to contract with the Village of Granville to provide police protection for certain parcels owned by Denison University that are located in the Township but are adjacent to other Denison parcels that are located within the Village limits; and
WHEREAS, Granville Township and the Village of Granville support these adjustments in police protection because they will add clarity and consistency to the police services that are provided for the properties owned by the Granville Exempted Village School District and Denison University; and
WHEREAS, Granville Township and the Village of Granville also support these adjustments because they should also result in quicker response times to those properties that will be affected by the contract; and
WHEREAS, these adjustments will not add significantly to the number of calls for service processed by the Granville Police Department.
NOW, THEREFORE, in consideration of the conditions, agreements, and mutual covenants contained herein, the Village of Granville, Ohio, by and through the undersigned authorized parties, and the Board of Granville Township Trustees, by and through the undersigned authorized parties, do hereby agree as follows:
1. Upon the effective date of this agreement, the Village of Granville Police Department shall provide law enforcement services to the Granville Intermediate School property, as shown on Exhibit A-1, as a first responder and in the same manner as though that property were located within the corporate limits of the Village of Granville.
2. Upon the effective date of this agreement, the Village of Granville Police Department shall provide law enforcement services to other certain properties owned by the Granville Exempted Village School District, as shown on Exhibit A-2, as a first responder and in the same manner as though those properties were located within the corporate limits of the Village of Granville.
3. Upon the effective date of this agreement, the Village of Granville Police Department shall provide law enforcement services to other certain properties owned by Denison University, as shown on Exhibit A-3, as a first responder and in the same manner as though those properties were located within the corporate limits of the Village of Granville.
4. The Village and the Township agree that there shall be no compensation paid by the Township to the Village for the services provided in accordance with paragraphs 1, 2 and 3 above.
5. The Village Manager and the Village Police Chief are hereby authorized to take all reasonable steps necessary to effectively and efficiently carry out the intent of this agreement.
6. This agreement shall be effective from and after the date first written above and may be cancelled by either party by giving thirty (30) days written notice to the other party. .
IN WITNESS WHEREOF, the Village and the Township have executed this agreement on the day and year first written above.
