&nbsp;<br />&nbsp;&nbsp; &nbsp;WHEREAS the current organization of council, <br />specifically its committee <br />structure, complicates the timely completion of work and <br />the formulation of <br />policies addressing the challenges facing the community;<br /><br /><br />&nbsp;&nbsp; &nbsp;NOW, THEREFORE, be it resolved by the Council of <br />Granville, Ohio that:<br /><br />Section I.&nbsp; Committees of Council<br /><br />&nbsp;&nbsp; &nbsp;1.&nbsp;&nbsp; &nbsp;Committees of Council shall be:<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;a.&nbsp;&nbsp; &nbsp;Economic, Finance and Personnel <br />Committee<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;b.&nbsp;&nbsp; &nbsp;Streets, Sidewalks, Safety, <br />Utilities and Lights<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;c.&nbsp;&nbsp; &nbsp;Planning and Zoning<br /><br />&nbsp;&nbsp; &nbsp;2.&nbsp;&nbsp; &nbsp;Membership<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;a.&nbsp;&nbsp; &nbsp;Each committee shall consist of <br />three members of Council each.<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;b.&nbsp;&nbsp; &nbsp;The mayor shall appoint members of <br />standing committees.<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;c.&nbsp;&nbsp; &nbsp; The mayor may be a member of any <br />committee but cannot chair a &nbsp;&nbsp; &nbsp;WHEREAS, Mandated by Congress under the Clean <br />Water Act, the National Pollutant Discharge Elimination <br />System Storm Water Program is a comprehensive two-phased <br />national program for addressing the non-agricultural <br />sources of storm water discharges which adversely affect <br />the quality of our nation&rsquo;s waters; and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The Program uses the National Pollutant <br />Discharge Elimination System (NPDES) permitting mechanism <br />to require the implementation of controls designed to <br />prevent harmful pollutants from being washed by storm <br />water runoff into local water bodies; and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, Certain communities and townships within <br />Licking County are required to submit a Storm Water <br />Management Plan in compliance with OEPA by March 10, 2003; <br />and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The Licking County Commissioners feel <br />that a joint partnership with the communities and <br />townships designated, would be a more efficient and cost <br />effective approach for all involved; and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The Board of County Commissioners <br />contracted with Jobes Henderson&nbsp; Associates, Inc. to make <br />NPDES Phase II permit application for Licking County as <br />well as ten other political subdivisions, Resolution Jr. <br />#40 Page 219 on January 16, 2003; and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The Village of Granville participated in <br />funding proportionate to specific size and scope of <br />application; and, <br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The permitting process is complete and an <br />Annual Report must be filed by June 23, 2004 with the <br />OEPA; and,<br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, The Licking County Commissioners will <br />contract with Jobes Henderson &amp; Associates, Inc. for <br />additional services including preparing and submitting <br />Annual Reports for compliance.<br /><br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, <br />OHIO, that:<br /><br />Section&nbsp;&nbsp; I:&nbsp;&nbsp; &nbsp;We do hereby commit funding in the amount <br />of $1,254, which is 13.2% of our fair share, to be paid to <br />the Licking County Commissioners, for the continuation of <br />these services as necessary for complying with the NPDES <br />Phase II permit as required by law.<br /><br />Section&nbsp; &nbsp;&nbsp;&nbsp;&nbsp; A PUBLIC HEARING FOR THE 2004 MUNICIPAL BUDGET<br />&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp; AS PROPOSED BY THE VILLAGE MANAGER.<br /><br /><br />&nbsp;&nbsp; &nbsp;WHEREAS, Article VI, Section 6.06, of the Charter <br />of the Village of Granville, Ohio, establishes a procedure <br />for public hearing and inspection of the annual budget.<br /><br />&nbsp;&nbsp; &nbsp;NOW, THEREFORE, be it resolved by the Council of <br />Granville, Ohio, that a public hearing on the proposed <br />budget for the fiscal year 2004 be held at 7:30 p.m., <br />Wednesday, December 3, 2003, in the Council Chambers, 141 <br />East Broadway, Granville.<br /><br />&nbsp;&nbsp; &nbsp;BE IT FURTHER RESOLVED, that the Manager shall <br />have on file in his office a copy of said proposed budget, <br />and it shall be available for public inspection during <br />regular office hours.<br /><br /><br /><br /></span></p>]]></content></entry></feed>
