Resolution 04-37

 WHEREAS, The Grand Prix Bicycle Race will take place in
Granville, Ohio on
June 25, 2004; and

    WHEREAS, The Grand Prix Bicycle Race has requested
that the Village help sponsor this event by contributing
$2500; and  

    WHEREAS, The Village Council finds that the
sponsoring of this event will directly benefit the
residents of the Village of Granville.

    BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO,
that:

Section   I:    This Resolution authorizes the expenditure
of $2,500 from the 2004 Budget to sponsor the Grand Prix
Bicycle Race to be held in Granville on June 25, 2004.    

Section II:     This Resolution shall take effect
immediately upon passage.

Resolution 04-33

 BE IT RESOLVED by the Council of Granville, Ohio that:

Section      I:    The bid award for towing and storage of
motor vehicles for the Police Department, as per
specification, be awarded to Yonker’s Towing and Auto
Care, Inc., as lowest and best bidder.

Section     II:    The Manager should be and hereby is
authorized on behalf of the Village of Granville to enter
into 3 –year contract agreement (enclosed Attachment A)
with Yonker’s Towing and Auto Care, Inc.,.

Section    III:    This resolution shall take effect
immediately upon passage.

Resolution 04-32

 
    WHEREAS, the Planning Commission of the Village of
Granville approved Application Number 04-010 in favor of
the applicants, Genesis Land Development and Dr. Lewis;
and


    WHEREAS, Gilbert Krone and Joan Krone, residents
of Milner Road, appealed the decision of the Planning
Commission pursuant to Section 1137.01 of the Codified
Ordinances of the Village of Granville; and


WHEREAS, the appeal hearing was conducted on March 17,
2004; and


    WHEREAS, during the Granville Village Council
meeting of April 7, 2004, the Council voted upon motion to
remand the matter to the Planning Commission with specific
criteria, as authorized by Section 1137.01(j) of the
Codified Ordinances of the Village of Granville.  


NOW, THEREFORE, BE IT RESOLVED by the Council of the
Village of Granville, Ohio, a majority of the elected
members concurring, that:


Section 1:    Planning Commission Application Number 04-
010 is hereby remanded to the Planning Commission pursuant
to Section 1137.01(j) of the Codified Ordinances of the
Village of Granville with instructions to make specific
findings as to the questions delineated in Section 2
herein, review the evidence within the context of those
findings and render a written decision with findings of
fact and a statement of reasons for the decision reached
pursuant to Section 1141.05 of the Codified Ordinances of
Granville

Section 2:    The Planning Commission is directed to
make specific findings as to the following questions and
to consider the answers to these questions in its review
of the evidence and rendering of a decision: 1) What is
the definition of a minor collector; 2) Does the
definition of a minor collector include traffic volume; 3)
Is Milner Road considered to be a minor collector; 4) Is
the Village obligated to adhere to any Licking County
regulations; and 5) Should the Village consider both the
north and south sides of Milner Road (to clarify this is
not an adhoc decision).

       Section 3:    This Resolution shall take effect
immediately upon

Resolution 04-31

 WHEREAS, Clifton Crais served as a member of Village
Council of the Village of Granville, Ohio, since
December,1999; and

    WHEREAS, Clifton Crais served as Vice Mayor for
the Village of Granville from December, 2003 to April 7,
2004; and

     WHEREAS, Clifton Crais served in some capacity on
various committees including Strategic Land Acquisition
Committee, Economic Development Committee, JEDD Committee,
the Planning & Zoning Committee, and created the Granville
Arts Council; and

    WHEREAS, in such positions, Clifton Crais
generously and selflessly gave his time and talents to
further the interests of the Village’s residents, and to
promote the interests of the Village with officials from
Granville and neighboring townships, the Granville
Exempted Village School District and its employees, and
other neighboring municipalities; and

    WHEREAS, Clifton Crais sought to protect residents
against the development pressures that threaten our common
vision for the Village, has sought to address the other
difficult issues with which the Village is faced, and has
sought thereby to promote the common weal; and

    WHEREAS, in these and other efforts, Clifton Crais
has provided considered, thoughtful and measured counsel
and commentary to Council, Village management and staff,
and to the citizenry, all with a remarkable spirit of
collegiality, and has thereby exemplified the ideal of
public service.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
GRANVILLE, OHIO, that:

    Section   I:    On behalf of the citizens of the
Village of Granville, Ohio, Village Council hereby offers
its gratitude and appreciation to Clifton Crais for his
years of service, dedication and efforts on behalf of the
members of the Granville community as members of the
Granville Village Council.

Section  II:    This resolution shall take effect
immediately upon passage.

Resolution 04-30

 BE IT RESOLVED by the Council of Granville, Ohio, a
majority of the elected members concurring that:

Section  I:     Council hereby appoints the Bryn Du
Governance Commission.

Section II:     The Committee shall be comprised of three
(3) members directly appointed by Council for an initial
term of three years, two (2) members appointed by the
Council upon the recommendation and nomination of the
Granville Township Trustees for an initial term of two
years, and two (2) members appointed by the Council upon
the recommendation and nomination of the Granville Area
Chamber of Commerce for an initial term of one year as
follows:
