Resolution No. 2012-32

RESOLUTION NO. 2012-32 

A RESOLUTION TO ESTABLISH A PAY GRADE POSITION FOR UTILITIES DIRECTOR AS RECOMMENDED BY THE VILLAGE MANAGER 

WHEREAS, Section 4.04 of the Granville Charter provides that the Village Manager shall have the authority to appoint all municipal employees; and 

WHEREAS, Section 4.04 of the Granville Charter further provides that the establishment of a Utilities Director shall be with the advice and consent of the Village Council; and 

WHEREAS, the Village Manager has expressed his intent to re-establish the position of Village Utilities Director; and

WHEREAS, the Village Manager has determined that the knowledge, education, licensure and skills of a Utilities Director are needed to maintain the Village’s water and wastewater treatment plants; and 

WHEREAS, the pay grades and ranges effective for the fiscal year 2012 established by resolution No. 2012-13 are hereby amended to add the position of Utilities Director to Pay Grade J as incorporated in Attachment A herein. 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Granville, Ohio that: 

Section 1: The Village Council hereby provides its consent to re-establish the position of Utilities Director and set the pay grade for that position at Pay Grade J. 

Section 2: This resolution shall take effect and be in full force immediately upon passage.

Resolution No. 2012-31

RESOLUTION NO.  2012-31 

A RESOLUTION TO DECLARE WITH THE GRANVILLE TOWNSHIP TRUSTEES THAT OPERATION AND MAINTENANCE OF THE UNION CEMETERY, UNDER THE PROVISIONS OF SECTION 759.27 OF THE OHIO REVISED CODE, SHALL CONTINUE 

WHEREAS, the Village of Granville and Granville Township have agreed that the Old Colony Burying Ground, located on the east side of South Main Street in Granville, is a site of community interest and historical value, and; 

WHEREAS, the Village of Granville owns and collaborates with Granville Township to maintain the Old Colony Burying Ground site, and; 

WHEREAS, Granville Township owns and maintains Maple Grove and other township cemeteries, and; 

WHEREAS, the Village of Granville and Granville Township deem it appropriate that the best interests of the Old Colony Burying Ground are and continue to be most appropriately served by a union for cemetery purposes. 

NOW, THEREFORE, be it resolved by the Village Council of Granville, Ohio, that: 

Section   I: The Old Colony Burying Ground located on the east side of South Main Street in the Village of Granville shall remain a Union Cemetery in accordance with the provisions of Section 759.27 of the Ohio Revised Code. 

Section II: The Granville Village Council hereby accepts the Union Cemetery reports as submitted and joins with the Township to request a 2012 final operation report and a 2013 budget, which takes into account the reduced local government funds for both the Village and the Township. 

Section III: This resolution shall take effect and be in force immediately upon passage.

Resolution No. 2012-30

RESOLUTION NO.  2012-30 

A RESOLUTION TO APPOINT A MEMBER TO THE UNION CEMETERY BOARD OF TRUSTEES 

WHEREAS, Granville Village and Granville Township have agreed that the Old Colony Burying Ground, located on the east side of South Main Street in Granville, is a site of community interest and historical value, and; 

WHEREAS, Granville Village and Granville Township deem it appropriate that the best interests of the Old Colony Burying Ground are and continue to be most appropriately served by a union for cemetery purposes, and; 

WHEREAS, the term of Board member Robert Drake expires on May 31, 2012 and he has indicated his intent to resign from the Board. 

NOW, THEREFORE, be it resolved by the Village Council of Granville, Ohio, that: 

Section I:  Lyn Boone be and hereby is appointed to a term as a Union Cemetery Trustee, which term will commence on June 1, 2012 and expire on May 31, 2015. 

Section II:  BE IT FURTHER NOTED that the Union Cemetery Board is as follows with terms as indicated:

Resolution No. 2012-29

RESOLUTION NO. 2012-29 

A RESOLUTION TO EXPRESS APPRECIATION TO ROBERT DRAKE FOR SERVICE ON THE UNION CEMETERY BOARD 

WHEREAS, Robert Drake served as a member of the Union Cemetery Board from March 16, 2006 to May 31, 2012; and 

WHEREAS, during those years of service, Mr. Drake gave faithfully of his time, talents and resources to help maintain and preserve the Old Colony Burying Ground; and 

WHEREAS, Robert Drake has directed the activities of the Board and of numerous volunteers for over six years and participated in the restoration of the memorial stones, the construction of storage facilities, pathways and seating areas in the cemetery and the provision of walking and guided tours through the grounds; and 

WHEREAS, through Robert Drake’s efforts and others, the Old Colony Burying Ground has been recognized by inclusion in the national Register of Historic Places and, more importantly, provides a daily reminder of the connection between Granville’s past and its future; and 

WHEREAS, the Granville Township Trustees, Village Council of Granville and his fellow Union Cemetery Board members desire to honor and thank Robert Drake for his contributions to the fabric of our community by his efforts as described herein. 

NOW, THEREFORE, BE IT RESOLVED that: 

Section 1. On behalf of the citizens of the Village of Granville, the Village Council, the Granville Township Trustees and the Union Cemetery Board members hereby extend our gratitude and appreciation to Robert Drake for all that he has done to preserve and enhance our community through his efforts to restore and preserve the Old Colony Burying Ground. 

Section 2. By this Resolution, we hereby offer to Robert Drake our gratitude and that of the people of the entire Granville, Ohio community for his activities in these regards. 

Section 3.  This resolution shall take effect immediately upon passage.

Resolution No. 2012-28

RESOLUTION NO. 2012-28 

A RESOLUTION TO PERMIT THE DEMOLITION OF A WOODEN GARAGE AT 226 SOUTH MULBERRY STREET 

WHEREAS, the Village of Granville adopted Chapter 1162 of the Granville Zoning Code in order to protect the aesthetic quality of the community and protect the significant viewsheds and corridors, and; 

WHEREAS, upon review of the request for demolition, the Village of Granville finds that the demolition of this wooden garage would in no way diminish the quality of life for the community and its residents. 

NOW, THEREFORE, be it resolved by the Council of Granville, Ohio, that: 

Section I: The Village of Granville authorizes the demolition of a wooden garage located on the property at 226 South Mulberry Street, which is identified in Exhibit A that is attached hereto. 

Section II: In accordance with Section 1162.05 of the Codified Ordinances, the applicant shall furnish a surety bond in the amount of $700 to guarantee the approved demolition. Any future construction plans or landscaping that has not been commenced in a time period deemed sufficient by the Village Manager will result in the forfeiture of the surety bond.   

Section III: This resolution shall take effect immediately upon passage.
