Boards / Commissions Under the Direction of Village Council

The Village accepts application for certain boards/commissions year round to ensure we have a bench of candidates ready in case a vacancy occurs. Applications may be found here.

Board of Building & Zoning Appeals

Established by:   Section 8.02 of Village Charter and Section 1139 of the Village of Granville Zoning Code.

Membership:  Five members who are citizens holding no other Village office or employment.  Members serve three year terms.  The Board elects a chair, vice-chair and secretary annually.  The Board meets on the second Thursday of every month at 5:30pm in Council Chambers.

The zoning board is responsible for the review and approval of variance requests from within the Village.  The Board considers the facts of each case and input and comments received from citizens at public hearings. 

Bryn Du Commission

Established by:  Resolution No. 2004-14 

Membership:  The Commission shall be comprised of seven members - three (3) members directly appointed by Village Council for a three-year term, two (2) members appointed by Village Council upon the recommendation and nomination of the Granville Township Trustees for a three-year term and two (2) members appointed by Village Council upon the recommendation and nomination of the Granville Area Chamber of Commerce for a three-year term and a representative from Village Council acts as an ex-officio member on this Commission and reports back to Council.. This Commission meets the fourth Thursday of every month at 7:00pm in the Bryn Du Mansion, 537 Jones Road. 

The Bryn Du Commission is responsible for managing the everyday operations of the Bryn Du Mansion, implementing the development plan, and planning for the future of the property to ensure that the public purpose remains a priority.            

Granville Arts Commission

Established by:   Resolution No. 2004-19, Resolution No. 2004-50 and Resolution No. 2009-09

Membership:  The Commission is comprised of nine voting members - one member appointed by Village Council and eight members appointed by Village Council upon the recommendation and nomination by the Granville Township Trustees (1), Granville Area Chamber of Commerce (1), Granville Historical Society (1), the Bryn Du Commission (1), Granville Recreation District (1), the Granville Foundation (1), one(1) community-at-large member and one (1) member appointed by Denison University and a representative from Village Council acts as an ex-officio member on this Commission and reports back to Council. The Commission generally meets the third Monday of each month at 7:00pm at Granville Center for the Arts, 119 W. Broadway.

This Commission is a community-based organization dedicated to the enhancement of cultural arts, community character and community interaction. The Village of Granville strives to encourage the appreciation, participation and accessibility of the fine arts.  The Commission reviews and grants funding for community cultural art events and programs. 

Granville Planning Commission

Established by:   Section 8.01 of Village Charter and Section 1141 of the Village of Granville Zoning Code.

Membership:  Five members who are citizens holding no other Village office or employment.  Members serve three-year terms. The Granville Village Exempted School District appoints an ex-officio member to the Commission and a representative from Village Council acts as an ex-officio member on this Commission and reports back to Council. The Commission meets the second and fourth Monday of each month at 6:00pm in Council Chambers.

The Planning Commission is responsible for the review and approval of rezoning requests, subdivision development, site and architectural plan reviews. 

Tree & Landscape Commission

Established by:   Resolution No. 1967-24

Membership:  Five members, who are citizens holding no other Village office or employment.  Members serve six-year terms. A representative from Village Council acts as an ex-officio member on this Commission and reports back to Council. The Commission meets the second Tuesday of each month at 7:00pm in Council Chambers.

The Tree & Landscape Commission is responsible for reviewing landscape development plans, directing the planting of trees in the Village, the annual Arbor Day celebration, the Village Memorial Tree program and the annual Tree City USA program.

 Union Cemetery Board

Established by:   Section 759.27 and Sections 759.27 through 759.43 of the Ohio Revised Code

Membership:  Three members – a Village Council member, a Granville Township Trustee and one resident. A representative from Village Council is appointed as a member to this Board and reports back to Council.

The Old Colony Burial Ground is maintained and administered by the Village of Granville and the Granville Township Board of Trustees.  Each entity appoints a representative along with a community member to the Union Cemetery Board.  This Board oversees the maintenance and restoration of the cemetery.

Environmental Sustainability Committee

Established by: Resolution No. 2022-36

Membership: one member of Council, one member of Village staff and one community member acting as the PCFO point of contact. Members serve three year terms. The committee meets the second Tuesday of the month at 3:15pm in Council Chambers.

The Village participates in Power a Clean Future Ohio. The committee is responsible to create a sustainability plan consistent with scientific consensus on what is necessary to limit climate change and includes specific goals to move the Village of Granville forward in reducing greenhouse gas emissions, based on PCFO’s initial Greenhouse Gas Inventory. The committee provides annual feedback to Council.

 Village Council Subcommittees

Economic, Finance  Personnel Committee

This Committee is currently a committee of the whole.  Issues regarding Village finances such as the budget are reviewed as well as personnel issues and any other economic issues involving the Village. Meets September 12, 2024 and December 18, 2024 at 5:00pm, Village Hall in Council Chambers

Lights, Streets/Sidewalks, and Utilities Committee

This three-member committee advises Council on issues regarding pathways and sidewalks, Village lighting, Village services such as clean-up / fix-up week, leaf and brush collection, and issues involving the upkeep and maintenance of the water and wastewater treatment plants. Meets April 17, 2024, August 21, 2024 and December 4, 2024 at 6:30pm, Village Hall in Council Chambers.

Planning and Zoning Committee

This three-member committee advises Council on land use, planning issues and proposed zoning code amendments. Also reviews zoning and conditional use matters, plats and development plans. Meets March 20,2024. June 5, 2024, September 18, 2024 and Decembers 18, 2024 at 6:30pm, Village Hall in Council Chambers.

Comprehensive Plan Steering Committee

This Committee is made up of three members of Village Council and three Township representatives.  The Granville Village Exempted School District Superintendent and a Denison University representative are ex-officio members.  The Committee is tasked with developing a plan that will be a guide for community improvements and development for a 10 to 15-year period focusing on land-use, transportation and public facilities planning.

Granville Education Foundation

The Granville Education Foundation’s mission is to enrich and enhance the quality of life in our community by building and maintaining stewardship of a community trust to provide funding for superior, innovative, and educational programs that exceed our District’s financial resources.  The foundation’s intent is to enrich programs and instruction by collecting charitable contributions to benefit Granville schools.  The foundation provides funds for programs through a grant process, open to all teachers and staff in the Granville School District. A representative from Village Council is appointed as an ex-officio member to this Board.

Granville Foundation

The Granville Foundation solicits tax-deductible charitable gifts to support non-profit organizations and individuals dedicated to making Granville, Ohio a stronger and better community. The Granville Foundation was incorporated in 1971 to address the charitable needs of the community.  The Granville Foundation Board of Trustees is comprised of thirteen directors, nine of whom are elected by the Granville Foundation membership and one representative each from the Granville Board of Township Trustees, the Granville Village Council, the Granville Exempted Village School District Board of Education, and the fourth nominated by the president of Denison University from the university's administrative staff.  A representative from Village Council is appointed as a member to this Board and reports back to Council.

Open Space Commission

Granville Township has an Open Space Acquisition program supported by two property tax levies approved by Village and Township voters. Based upon recommendations of this Commission made up of a cross-section of Village and Township residents, the Trustees acquire either the title to the property or purchase the development rights on properties to prevent properties from being developed in the future. These acquisitions are designed to maintain open vistas and limit development. A representative from Village Council is appointed as a member to this Board for a three year term and reports back to Council. 

Granville Joint Recreation District

The mission of the Granville Recreation District is to develop, manage, and coordinate recreational, educational, social, cultural and athletic activities and facilities for citizens of all ages within the Granville Recreation District in an efficient, effective and sustainable manner.  A representative from Village Council acts as an ex-officio member on this Commission and reports back to Council.

Munson Springs Steering Committee

The Munson Springs Steering Committee was formed by Village Council in 2021 to provide recommendations for use of the 57.51-acre Munson Springs property on Newark-Granville Road owned by the Village. The Munson Springs Steering Committee has voted to recommend that at least 35(+/-) acres should be allocated for a nature preserve and historic site for public use.
