The purpose of tdnight' s Special Meeting is to take action upon legislation claring the de- collapse of the East College Street storm sewer a public disaster, appropriating funds for Capital Expenditures in the General Fund, authorization
for the Village Manager to enter into a purchase agreement for the property
at 204 Sunrise Street, and; authorization for the Village Manager to obtain house removal, excavation and repair services in the open market without competition.

Councilmember Schnaidt moved to excuse absentee members Garrett, Davison, aRnaddeVr.illage Law Director, Robert N. Drake. Motion seconded by Councilmember Motion carried.
Ordinance No. 5-85, A"n Ordinance To Amend Ordinance No. 368-4 And Appropriate Funds For Capital Expenditures In The General Fund And To Authorize The Village Manager To Enter Into A Purchase Agreement For The Property At 204 Sunrise Street And Declaring An Emergency"w,as introduced and title read in its entirety by Councilmember Eisenberg.
Councilmember Eisenberg moved for passhge of the Emergency Clause, Section III, and read this section in its entirety. Motion seconded by Councilmember Rader. Roll call voteE:,isenbergy-es, Radery-es, Schnaidty-es, Averyy-es, Gallanty-es, Garretta-bsent, Davisona-bsent. Five yes votes, two members absent. Motion carried. Emergency Clause, Section III duly passed.
Councilmember Eisenberg moved for adoption of Ordinance No. 5-85. Motion
seconded by Councilmember Avery. Roll call vote: Eisenbergy-es, Averyy-es, Radery-es, Schnaidty-es, Gallanty-es, Garretta-bsent, Davisona-bsent. Five yes votes, two members absent. Motion carried. Ordinance No. 5-85 duly adopted.

During a brief discussion, Councilmember Schnaidt suggested that a cash bond
be required from the company or person who demol ishes the house at 204 Sunrise
Street to ensure that the building is removed promptly.
Motion for passage of Resolution passed. No. 85-9 carried. Resolution No. 859- duly
With no further business to discuss, Councilmember Rader moved that the meeting be adjourned. Motion seconded by Councilmember Schnaidt. Motion carried.
