VILLAGE OF GRANVILLE
AUGUST 20, 196
CALL TO ORDER
Mayor Gallant called the meeting to order at 7: 30 p.m..
ROLL CALL
Responding to roll call were:
Councilmember Avery
Councilmember Eisenberg
Vice Mayor Davison
Mayor Gallant
Law Director -Drake
Also Presen: Byron Miesse, Village Service Director, sitting in
for Manager Plunkett.
Vice Mayor Davison moved to excuse absentee members: Garrett,
Schnaidt, and Rader, and; Manager Plunkett. Motion seconded by
Councilmember Avery. Motion carried.
MINUTES
August 6, 1986 -Regular Council Meeting -Vice Mayor Davison
moved that the minutes be approved as distributed. Motion
seconded by Councilmember Eisenberg. Motion carried.
August 11, 1986 -Special Council Meeting -Councilmember
Eisenberg moved that the minutes be approved as submitted.
Motion seconded by Councilmember Avery. Motion carried.

MAYOR' S REPORT
The Mayor' s Report for the month of July was presented and
reviewed. A copy of that report is hereby attached as part of
these minutes.
Mr. Davison was interested in knowing what plans and
recommendations have been made by the Police Department as far as
advising Denison Students about Village ordinances, to help
alleviate problems for residents this year.
Mr. Miesse stated that there was some discussion on this
matter in June but to his knowledge nothing specific has been
discussed since then. Mr. Miesse said he would ask Chief Cartnal

and get back with Council.
Mr. Gallant gave a brief summary of what plans were in the
making as far as meetings with landlords, students, and Village
residents, to help with these problems.
With no further questions asked, Mayor Gallant directed to
Clerk to file the report. A copy of that report is hereby
attached as part of these minutes.
MANAGER' S REPORT
The Manager' s Report for the month of July was presented and
reviewed. Mr. Miesse gave a current status report on work being
done on New Burg Street by Village employees before the road is
paved, and commented that bids for paving this street were
received August 19.. Mr. Miesse added, that he was pleased with
the bids, which came in a little lower than estimated. The two
bids received were from Newark Asphalt at $16, 815, and; Gene Cox
Sons at $17,873. Mr. Miesse said this price of does not
include labor already performed by employees.
Mr. Miesse said the Water Department is in pretty good
shape as far as leaks are concerned. However, Owens-Corning has
used quite a lot of water this month.
Following review of the Manageros Report, Councilmember
Avery moved that the report be approved. Motion seconded by
Councilmember Eisenberg. A copy of that report is hereby attached
as part of these minutes.
Mayor Gallant thanked Mr. Miesse for his comments.
COMMITTEE REPORTS
Development Commission -Councilmember Avery reported on the
Commission' s meeting held July 31. Final approvals were granted
to Bernard Williams for his proposed new commercial building off
South Main Street, and; the Raker/ Karaffa Phase II plan for
their commercial building at the corner of South Main and East
Elm Street. An exterior remodeling application was also approved.
Mr. Bob Kent was present at the meeting to let the Commission
know of his plans to purchase the Granville Golf Course and
land adjacent to the east, and; plans for that property.

campaign. Council has invited some people to the meeting who
have worked on successful passage of school levies.
ADJOURNMENT
Councilmember Avery moved that the meeting adjourn. Motion
seconded by Vice Mayor Davison. Motion carried.
