Mayor Gallant called the meeting to order at 7: 30 p.m..

PUBLIC HEARING
Public hearings were held on the following items:
Ordinance No. 24-86 -An Ordinance To Amend Sections 171. 10 And
171. 19 Of The Codified Ordinances Of The Village Of Granville By
Reducing The Credit Allowed For Tax Paid In Another Municipality
As Of January 1, 1987, And Modifying The Collections At Source
Provisions As Of January 1, 1987.
No one appeared to speak for or against this ordinance. public
hearing closed at 7: 33 p.m..Action on this ordinance was held
for old business.
Ordinance No. 25-86 -An Ordinance To Amend Ordinance No. 23-85
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1986 And Revising Sums For Operating Expenses.
No one appeared to speak for or against this ordinance. Public
hearing closed at 7: 34 p.m..Action on this ordinance was held
for old business.
Acknowledge Receipt Of The Manager' s Proposed 1987 Municipal
Budget.
Councilmember Garrett moved that Council acknowledge receipt of
the Manager' s proposed 1987 Municipal Budget. Motion seconded by
Councilmember Rader. Motion carried.

Consensus of members was that this hearing be delayed until later
on in the agenda at the conclusion of new business.

moved that the minutes be accepted as corrected. Motion seconded
by Councilmember Garrett. Motion carried.
CITIZENS' COMMENTS
Those who signed the register were:

Paul Treece, President of the Granville Recreation ,Commission,
appeared this evening to re-affirm to Council their need for the
Village' s support. Mr. Treece said Council' s support has been
greatly appreciated in the past and hope that they can count
on their support in the future. He distributed copies of the
Recreation' s proposed budget for 1987 to members and explained
the budget in detail. He said the Commission was out of balance
in 1986 and will be even greater in 1987.
Ms. Sara Jean Wilhelm, past president of the Recreation
Commission explained to members that the 1987 proposed budget is
a bare bone budget, and that they are going to need additional
funding to meet their goals. Ms. Constance (Cookie) Jiran,
Treasurer for 1987, added her input to the discussion, and said
at some point the Commission will have a real cash flow problem.
Following discussion with the Recreation Commission members,
consensus of members was, that they would consider the Commission'
s request, and explained to them that in two weeks they would
have another public hearing prior to the adoption of the 1987
budget. A copy of the Commission' s proposed 1987 budget and a
letter from Mr. Treece explaining' the Commission' s financial
situation is hereby attached as part of these minutes.
COMMITTEE REPORTS
Personnel Committee -Councilmember< Eisenberg reported that the
Personnel Committee met November 19, 1986to,, discuss salaries
and possible cost-of-living adjustment for village employees.
The Committee compared positions and salaries of other municipalities
similar to Village positions, and felt that Village
employees ·were paid well. The Committee decided on a 1-1/2%
cost-of-living increase across the board for all employees.

171. 19 Of The
24-86, "An Ordinance To Amend Sections 171. 10 And
Codified Ordinances Of The Village Of Granville By
Reducing The Credit Allowed For Tax Paid In Another Municipallty
As Of January 1, 1987, And Modifying The Collections At Source
provisions As Of January 1, 1987".
Councilmember barrett moved to amend Ordinance No. 24-86 by
adding to the ordinance' s title declaring an emergency and an
emergency clause in Section Iv and read the amendments in their
entirety. Motion seconded by Councilmember Avery. Roll call
vote: Garrett-yes, Avery-yes, Eisenberg-yes, Rader-yes, Davisonyes,
Gallant-yes, Schnaidt-absent. Six yes votes, one member
absent. Motion carried. Emergency Clause duly passed.
Councilmember Garrett moved for adoption of Ordinance No.
24-86 as amended. Motion seconded by Vice Mayor Davison. Roll
call vote: Garrett-yes, Davison-yes, Eisenberg- yes, Avery-yes,
Rader-yes, Gallant-yes, Schnaidt-absent. Six yes votes, one
member absent. Motion carried. Ordinance No. 24-86 duly adopted.
Ordinance No. 25-86, "An Ordinance To Amend Ordinance No. 23-85
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1986 And Revising Sums For Operating Expenses",was moved
for adoption by Councilmember Avery. Motion seconded by Councilmember
Eisenberg. Roll call vote: Avery-yes, Eisenberg-yes,
Rader-yes, Garrett-yes, Davison- yes, Gallant-yes, Schnaidtabsent.
Six yes votes, one member absent. Motion carried.
Ordinance No. 25-86 duly adopted.
NEW BUSINESS
Ordinance No. 26-86, ' An Ordinance To Establish The Manager' s
Salary For 1987",was introduced and title read in its entirety
by Councilmember Rader. A public hearing for this ordinance was
scheduled for December 17, 1986, at 7: 30 p.m..
Ordinance No. 27-86, "An Ordinance To Make Appropriations For
Current Expenses And Other Expenditures Of The Village Of
Granville, State Of Ohio, During The Fiscal Year Ending December
31, 1987",was introduced and title read in its entirety by Vice
Mayor Davison. A public hearing for this ordinance was scheduled
for December 17, 1987, at 7: 30 p.m..
Resolution No. 86-31, "A Resolution To Establish The Level Of
Municipal Funding Of Group Health Insurance For Village
Employees", was introduced and read in its entirety by Councilmember
Eisenberg.

Councilmember Eisenberg moved for passage of Resolution No.
86-31. Motion seconded by Councilmember Rader. Motion carried.
Resolution No. 86-31 duly passed.
Councilmember Garrett brought up a recent memo to Council from
the Village Manager outlining a policy with regard to Section
1305. 03 of the Granville Codified Ordinances on the subject
public use fees. He asked if Manager Plunkett required Council' s
blessing.
Following a brief discussion on the matter, the consensus of
members was that they agreed with the Manager' s recommendation
and such policy should be followed. A copy of this policy is
hereby attached as part of these minutes
1987 Municipal Budget
No one appeared to speak for or against the proposed 1987
Municipal Budget. Manager Plunkett reviewed the proposed budget
in detail with Council. When reviewing proposed appropriations
of the revenue sharing balance, members felt that it should be
left as proposed.
At this time, Councilmember Rader moved that Council go into
Executive Session for the purpose of the Manager' s evaluation.
Motion seconded by Vice Mayor Davison. Motion carried. Time 9: 26
P.m..
Motion to return to regular session was made by Vice Mayor
Davison, seconded by Councilmember Rader. Motion carried. Time
10: 06 p.m..
Motion for adjournment was made by Councilmember Rader, seconded
by Councilmember Garrett. Motion carried.
Meeting adjourned at 10: 07 p.m..
