GRANVILLE DEVELOPMENT COMMISSION
March 26, 1987
The meeting was called to order at 8:05 p.m. by B. Wernet, chairman.
Members present were: H. Sargent, H. Shapiro, P. Sargent, J. Morey, B. Wernet.
Also present was B. Miesse, Village Services Director.
Visitors present were:

D. L. Shumway. Jill Dennison- Butt, Edith Rucker, Jackie
Mary Jane Dennison, Marie Palmer, Neal Hartfield, Sue Hartfield, Robert
Malcuit, Mary Ann Malcuit, Ned Roberts, Patricia Zimmer, Eric S. Hirshler.

New Business:
Dixon &Elizabeth Miller made application to add an addition to their home at
203 E. Elm Street, VRD. Ned Roberts, Contractor, was present to answer questions.
The drawings that were submitted were very clear and it was determined that there
is enough lot clearance for this addition. This application was approved on a motion
by P. Sargent, seconded by H. Sargent.
This was a public hearing for a Conditional Use of 127 S. Mulberry Street, VRD, for
a Bed and Breakfast. 'None of the visitors present spoke against the Conditional
Use as a Bed and Breakfast. The application was approved on a motion by J. Morey,
seconded by H. Sargent. The application was approved with the following conditions:
only 2 rooms were to be used for B& B bedrooms; no more than 5 persons would be
permitted at one time as patrons; these rooms were for intermittant use only; 3
additional off-street spaces were to be provided for parking. These conditions were
acceptable to Mary Jane Dennison, the applicant.
This was the first of two public hearings concerning changes in the Village Architectural
Review District and the creation of a new Suburban Business District.
Chairman Wernet and Service Director Miesse displayed a map showing the present
boundary lines of the Village Architectural Review District and then had an overlay
showing the changes that are being considered. There was some concern on the part of
Mr. Eric Hirshler that if the area were expanded the lot size requirements in this
area would change and he was correct. The Commission will take this into consideration.
Mary Ann Malcuit said that this change was long overdue. Mr. Hartfield had
some concern about restrictions that would apply to the area of the Ohio Operating
Engineers' former property with the creation of the Suburban Business District
and related Architectural Review provisions if adopted. It was explained that this
area would operate under a "grandfather clause" - what is there is permitted.
The text and revised map stating details of these proposed changes are available for
public inspection at the Village offices during business hours. There will be another
public hearing regarding these changes on April 23 and tbe date for this will be
published as required.
There was a question regarding the codified version of the Village Zoning Ordinance.
Mr. Wernet explained that this does not change the ordinance. This is only putting it into a simpler form, i.e.,using numbers instead of Roman numerals.

The Commission informally discussed the boundaries of the Village Residential
District with Architectural Review,'the Village Suburban District, and the
Suburban Business District with related Architectural Review. The public notice
for the April 23 Bublic Hearing will outline these areas.
On April 9, there will be a Public Hearing regarding Bob Kent' s development off
the Newark- Granville Road, adjacent to the golf course. Mr. Kent should have the
plot plans.
The meeting was adjourned at 10: 10 p.m.
