SPECIAL COUNCIL MEETING MINUTES
VILLAGE OF GRANVILLE
MAY 27, 1987
CALL TO ORDER
Mayor Gallant called the meeting to order at 7: 30 p.m..
APPOINTMENT OF TEMPORARY CLERK
Councilmember Schnaidt moved to appoint Shirley Robertson as
temporary clerk. Motion seconded by Vice Mayor Davison. Motion
carried.
ROLL CALL
Responding to roll call were:

Vice Mayor Davison moved to excuse absentee members Eisenberg
and Rader, and Law Director Drake. Motion seconded by Councilmember
Garrett. Motion carried.
PUBLIC HEARING
A public hearing was held at this time for:
Ordinance No. 5-87, "An Ordinance Accepting An Application For
Annexation Of Territory And Establishing Certain Zoning
Districts."
Robert Kent, owner and developer of the territory proposed for
annexation, appeared this evening to review with those in
attendance his project known as "Bryn Du Hills" and to explain
some changes he would like to make in his original plan. He offered to answer- any questions or concerns anyone might have. Mrs. Robert (Joan) Kent, stated at this time to Council
that she would like the proposed development to be called "Bryn
Du Woods", instead of Bryn Du Hills. No objections to the -change were voiced at that time.

OLD BUSINESS
Ordinance No. 5-87, "An Ordinance Accepting An Application For
Annexation Of Territory And Establishing Certain Zoning
Districts".
Councilmember Schnaidt moved to amend Ordinance No. 5-87,
Section v, to read: That the Development Plan for Bryn Du Woods
as approved by the Granville Development Commission, the Covenant
therefore hereto attached and marked Exhibit "A",be and hereby
is approved. Motion seconded by Vice Mayor Davison. Roll call
vote: Schnaidt-yes, Davison- yes, Avery-yes, Garrett-yes, Gallantyes,
Eisenberg-absent, Rader-absent. Five yes votes, two members
absent. Motion carried. Ordinance No. 5-87 duly amended.
Councilmember Avery moved for adoption of Ordinance No.
5-87 as amended. Motion seconded by Councilmember Garrett. Roll
call vote: Avery-yes, Garrett-yes, Schnaidt- yes, Davison-yes,
Gallant-yes, Rader-absent, Eisenberg-absent. Five yes votes, two
members absent. Motion carried. Ordinance No. 5-87 duly adopted.
NEW BUSINESS
Ordinance No. 9-87, "An Ordinance To Amend Ordinance No. 19-81
As Amended, By Amending The Development Plan For Hilengreen",
was introduced and title read in its entirety by Councilmember
Schnaidt.
A public hearing for this ordinance was scheduled at this
time for June 17, 1987, at 7: 30.
Councilmember Schnaidt said he would like to see this
ordinance amended to include an emergency section, hold the
public hearing tonight, and vote on it, so that this project get going, and made that recommendation can to members. No one attending objected to this recommendation.
The public hearing previously set for this ordinance was rescinded at this time.
Councilmember Schnaidt moved to amend Ordinance No. 9-87 to read in the title: AN ORDINANCE ACCEPTING AN APPLICATION FOR ANNEXATION OF TERRITORY AND ESTABLISHING CERTAIN ZONING DISTRICTS,
AND DECLARING AN EMERGENCY, and; to include an emergency section on page 2 of Ordinance No. 9-87. Motion seconded by Vice Mayor Davison. Roll call vote: Schnaidty-es, Davisony-es, Gallanty-es, Averyy-es, Garretty-es, Radera-bsent, Eisenberg- daublsyent. Five yes votes, two members absent. Ordinance No. 9-87 amended.
Consensus of members was, that the public hearing on this ordinance be conducted this evening.
Councilmember Garrett requested at this time that the minutes reflect that no persons attending this evening' s meeting objected to Ordinance No. 9-87 being amended to include the emergency clause, nor, that the public hearing be held this

evening.
SECOND PUBLIC HEARING
A public hearing was then held on Ordinance No. 9-87, "An
Ordinance To Amend Ordinance No. 19-81 As Amended, By Amending
The Development Plan For Hilengreen, And Declaring, An Emergency."
During the public hearing, it was recommended by Councilmember
Schnaidt that Mr. Kent come back to Council with his
proposed changes for street width in Bryn Du Woods in a combined
meeting with the Development Commission. project. Consensus of
Council was that a worksession be scheduled soon, perhaps June
17, 1987, for this purpose.
Others to speak at this time on the proposed amendment to the
Hilengreen PUD were:

With no .further comments, questions, or concerns voiced this matter, the public hearing on closed at 8: 40 p.m..
