CALL TO ORDER
Mayor Gallant called the meeting to order at 7: 30 p.m..

Councilmember Rader moved to excuse absentee members Garrett and
Eisenberg, and; Law Director Munro. Motion seconded by Councilmember
Schnaidt. Motion carried.
Mayor Gallant extended congratulations to Mary Ann Malcuit,
Timothy 0. Hughes, and; Ben Rader on their successful campaign.
Manager Plunkett commented to members of Council that C.
Arthur Morrow was out of state and unable to attend tonight' meeting. s
PUBLIC HEARING
Ordinance No. 28-87, "An Ordinance To Amend Ordinance No. 27-86
Providing For Adjustments Of The Annual Budget For The Fiscal
Year '1987 And Revising Sums For Operating Expenses."
No one appeared to speak for or against this ordinance. Public
hearing closed at 7: 35 p.m..Action on this ordinance was held
for old business.
MINUTES
October 21, 1987 -Regular Council Meeting -Vice Mayor Davison moved that the minutes be approved as submitted. Motion seconded by Councilmember Rader. Motion carried.

COMMITTEE REPORTS
Development Commission -Councilmember Avery reported on the
Commission' s meeting of October 22, 1987. At that meeting, the
Commission approved a request from Bernard Williams to erect
a spot light for his Elms Complex Sign on South Main Street, and
a remodeling application for the rear portion of the Elms
Complex building. The remodeling will consist of changing a
large door and adding awnings to the existing windows and
doors.
Manager Plunkett pointed out that Mr. Williams still needs
to make changes in the rear parking lot and moving the dumpster
to its approved location. A certified letter was mailed to Mr.
Williams today alerting him that these items still needed to be
addressed.
Mr. Avery continued with his report on the Commission' s
meeting. He stated that a majority of their discussion centered
on Gary Price' s request to change a granted permit to construct
a 4-unit condominium on Donald Ross Drive to a 3-unit condominium.
There were a lot of citizens at the meeting expressing
discontent with Mr. Price. Consensus of members was, that Mr.
Price be granted the request to construct a three unit condominium
in place of a four-unit, with conditions. The Commission
further requested that Mr. Price submit to the Commission complete a up-to-date as built drawings of the Hilengreen PUD.
OLD BUSINESS
Ordinance No. 28-87, "An Ordinance To Amend Ordinance No. 27-86 Providing For Adjustments Of The Annual Budget For The Fiscal Year 1987 And Revising Sums For Operating Expenses". Vice Mayor Davison moved to amend Ordinance No. 28-87 as follows: Section I: Account No. El-5-F-250 should read: Water DistributionC- apital Outlay $10, 570. 00, and; Section II: Account No. C2-5-A-250 should read: Sewer Construction-Capital Outlay
43, 573. 00. Motion seconded by Councilmember Rader. Roll call vote: Davison- yes, Rader-yes, Avery-yes, Schnaidt-yes, Gallant- yes, Eisenberga- bsent, Garretta-bsent. Five yes votes, two members absent. Motion carried. Ordinance No. 28-87 duly amended. Vice Mayor Davison moved for adoption of Ordinance No. 288-7 as amended. Motion seconded by Councilmember Avery. NEW BUSINESS
Ordinance No. 29-87, "An Ordinance To Amend Ordinance No. 27-86
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1987 And Revising Sums For Operating Expenses", was introduced
and title read in its entirety by Councilmember Schnaidt.
A public hearing on this ordinance was scheduled for November
18, 1987, at 7: 30 p.m..
Ordinance No. 30-87, "An Ordinance Accepting The Proposal Of
Ohio Power Company To Furnish Electric Energy For The Operation
Of The Street Lighting System Of The Village Of Granville, Ohio,
And Authorizing The Execution Of A Contract", was introduced and
title read in its entirety by Councilmember Avery. A public
hearing on this ordinance was scheduled for NovembBr 18, 1987,
at 7: 30 p.m..
Manager Plunkett mentioned a letter he received from the Ohio
Department of Transportation requesting permission to detour
traffic through the village for approximately 30 days to repair
a bridge located on U.S. 62, approximately 4-1/2 miles northeast
of Johnstown.
Following a brief discussion, consensus of Council was to
go ahead with the detour.
