Councilmember Rader moved to excuse the Village Law Director Ann
Munro, Motion seconded by Councilmember Morrow. Motion carried.

May 18, 1988 -Regular Council Meeting -Councilmember Schnaidt
moved that the minutes be approved as submitted. Motion seconded
by Councilmember Rader. Motion carried.

COMMITTEE REPORTS
Development Commission -Mary Ann Malcuit reported on the
Commissions' meeting of May 25, 1988. The application of Robert
N. Kent Granville Inn, Inc.,for his proposed expansion of
the Inn' s Great Hall room was approved. The Orr' s brick circle in
public right-of-way was approved as well. Mark Zarbaugh,
Granville Zoning Inspector recommended that a new way be devised
to inform people that they should check with the Village Office
to see if they needed Zoning approval for any construction or remodeling they might be planning. The Commission also recommended
that Council remove from the table the Commissions'
proposal to expand the Architectural Review area. It was noted at this time, that Council was not receiving copies of the Development Commission minutes. The Clerk said she would see that they got copies.

Joint Governance Committee -Councilmember Morrow reported that
the Committee met at 8: 15 p.m.,at the Granville High School.
There was only one public participant present. The Committee are
still discussing avenues to protect the integrity of the
Granville School District. Mr. Morrow commented that he hoped
after all the deliberations and studies are complete that they
have a report with recommendations. Their next meeting will be
July 21, 1988, at 7: 30 p.m..
Mr. Morrow mentioned that a study had been done by a
Committee in 1959 with a report issued in 1961, as to whether it
would be advisable, to annex with the. townshipT.h,e. matter went- to
ballot for the township only, and they tuned it down. He said a
good bit of time was spent on that particular study at the
meeting.
Personnel -A brief discussion was conducted regarding the Clerk
of Court duties along with the Dispatching and Receptionist
duties. It was noted that there needed to be a way to free up
some time for this position to handle the backlog of work in the
Clerk of Court portion of this position. Manager Plunkett
commented that it is very hard to get any work done when you are
answering phones all day. Several suggestions were made to
possibly help the situation, but no definite solution was made at
this time. Further discussion would be needed on the matter
before a permanent solution could be made. A meeting was planned
with Mayor Eisenberg, Vice Mayor Schnaidt, Chief Cartnal,
Melonie Mosholder, and Manager Plunkett some time in the near
future to discuss the matter further.
OLD BUSINESS
Manager Plunkett explained that Don Young did not receive his
notification that Council would hear his appeal on June 1, 1988,
therefore, his attorney was unable to represent him on such
short notice. His attorney will not be available until July 20th.
Following discussion among members of Council the hearing
was rescheduled for July 20, 1988, at 7: 30 p.m..Proper noti- fication to Mr. young will be by hand delivery.
Architectural Review Discussion -Consensus of Council was, that they were not interested in expanding other than correcting some of the oddities, and that they have had exhaustive discussions on the matter and were not interested in starting the discussion
over again unless there would be some public sentiment towards expanding the Architectural Review area. Further, they would not direct the Village Manager to draft legislation on the matter and dropped the tabled discussion. Ms. Malcuit said she would relay Council' s feelings on the matter.

Student Housing

A lengthy discussion was conducted by Council and Manager
Plunkett with regard to the off-campus student housing situation, late night parties, disturbing the peace, and student conduct
off-campus, and; destruction of property. Several suggestions
were made during the discussion to possibly help curb the problem
for next year: 1) to redefine the definition of family, from 3 to 2 persons not related by blood, marriage or adoption; 2) Disturbing
the peace: no warning for a citation after 10:00 p.m., instead of 12: 00 midnight, and; 3_) property maintenance: adopt a pr6perty maintenance code.
Mayor Eisenberg stated that he was going to be much more restrictive in handing out sentences on first offenders on disturbing· the peace and other iqsues, starting next school year. It was noted that Denison has been more cooperative this
year. Also, Denison has requested notification every time a student is cited into court.
Further discussion will be needed before considering a property maintenance code and other measures that might be taken to help alleviate the problems which exists with the
students in consideration of village residents.
1,2 and 3 Building Code -A lengthy discussion was conducted by members of Council and Manager plunkett regarding a possible
1,2, and 3 building code. Discussion then led to whether the Village would hire a part-time inspector or contract the work
out to the City of Newark. Further discussion on this subject is expected when more information is obtained.
Water Tank Facility -Manager Plunkett stated that the bids for the new water tank facility will be opened June 7, 1988, at 12: 00 noon. Discussion followed on whether Council would hold a special meeting to award this bid or wait until the next regular meeting. Mr. Turner of C.F.Bird &R.J.Bull, Ltd.,would not have the bid canvass completed until June 9th or 10th. It was decided that members could pick up a bid canvass on Friday June 10th. for review and be ready to vote, on the bid award June 15th.
It was suggested that the village Manager might invite Bill Sharp to the June 15th meeting when Council considers the bid award for the new water tank facility.

88-24. Motion seconded by Councilmember Morrow. Motion carried.
Resolution No. 88-24 duly passed.
Ordinance No. 5-88, "An Ordinance To Amend Ordinance No. 32-87
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1988 And Revising Sums For Operating Expenses", was introduced
and title read in its entirety by Councilmember Morrow. A
public hearing on this ordinance was scheduled for June 15, 1988,
Walter Forsythe Appeal -Council scheduled the Walter Forsythe
Appeal Hearing for June 15, 1988, at 7: 30 p.m..
