Mayor Eisenberg called the meeting to order at 7: 30 p.m..

Councilmember Rader moved to excuse absentee member Avery. Motion
seconded by Councilmember Morrow. Motion carried.
MINUTES
October 18, 1989 -Regular Council Meeting -Councilmember Morrow
moved that the minutes be approved as submitted. Motion seconded
by Councilmember Rader. Motion carried.

COMMITTEE REPORTS

JoAnn Morey
Improvement Board -Marc Brockman -talked about a tree
inventory/survey the Improvement Board is doing along with
several volunteers. The group plan to log each tree in the
village, its condition, etc..This survey is hoped to get a
better handle on all the trees to enable the Improvement Board to
set up a more efficient tree maintenance and replacement program.

Development Commission -Councilmember Malcuit reported on the
Commission' s meeting of October 25th. At that meeting the
Commission approved Dr. Wagner' s request to revise an already
approved application to install clapboard on the 216 South Main
Street building to aluminum siding. The newspaper tube issue was
also discussed. Consensus of the Commission was that they needed
more clarification from the Law Director on the newspaper tube
issue. The Commission reviewed and approved an amendment to
Section 1187. 03 (b) of the Codified Zoning ordinance dealing with
fences and plan to submit it to village Council for their
consideration.
Concerns were also expressed about the grass yard at 220 South
Main Street being dug up and replaced with gravel. The Commission
would also like to meet with village Council in a joint
worksession November 8th.
Following a brief discussion among members of Council, it
was found that many could not meet on the 8th of November.
November 15, 1989, at 6: 30 p.m.,was suggested and tentatively
set to meet with the Development Commission.
Personnel Committee -Mayor Eisenberg reported that the Personnel
Committee met and discussed group health insurance benefits for
Village employees for 1990. Mr. Eisenberg said the whole question
with group health insurance is how to deal with the high cost of
providing this benefit. Mr. Eisenberg suggested that the
Committee defer their recommendations until they' ve met once more
and discussed the issue further.
NEW BUSINESS
Ordinance No. 35-89, "An Ordinance To Amend Ordinance No. 21-88
providing For Adjustments Of The Annual Budget For The Fiscal
year 1989 And Revising Sums For Operating Expenses", was
introduced and title read in its entirety by Vice Mayor Schnaidt.
public hearing on this ordinance was set for November 15,
1989, at 7: 30 p.m..
Resolution No. 89-46, "To Authorize The Village Manager To Enter
into A Reformed Lease Agreement With The Thomas J. Evans
Foundation", was introduced, read in its entirety and moved for
passage by Councilmember Rader. Motion seconded by Councilmember
Morrow. Motion carried. Resolution No. 89-46 duly passed.

Proposed 5-Year Capital Improvement Plan -Joe Hickman, Utilities
Director, Mark Zarbaugh, Service Director, and Sam Schwarzkopf,
Zoning Inspector/ Administrative Assistant, presented their
proposal for the Villages updated 5-year Capital Improvement
Plan. The proposal was presented orally and outlined on an easel
for members of Council to view. Following review of the proposal,
the Department Heads plan to finalize the proposed 5-Year Capital
Improvement Plan and submit it to Council at their next regular
meeting for consideration. If the plan is approved by Council it
will then be used for the basis of application for a portion of
Issue 2 monies.

Councilmember Rader moved for adjournment. Motion seconded by
