CALL TO ORDER
Mayor Gallant called the meeting to order at 7:30 p.m..

Councilmember Eisenberg moved to excuse absentee members Garrett
and Rader. Motion seconded by Vice Mayor Davison. Motion
carried.
PUBLIC HEARING
Ordinance No. 4-86 -An Ordinance To Amend Ordinance No. 23-85
And Appropriate Funds For Capital Expenditures In The Equipment
Reserve Fund.
No one appeared to speak for or against Ordinance No. 4-86.
Public hearing closed at 7: 34 p.m..Action on this ordinance
was held for old business.
MINUTES
April 2, 1986 -Regular Council Meeting -Vice Mayor Davison
moved that the minutes be approved as submitted. Motion seconded
by Councilmember Schnaidt. Motion carried.
CITIZENS' COMMENTS
Those who signed the register were:

Larry Sargent
Representatives of the Granville Athletic Boosters appeared this
evening seeking permission from Council to install advertising
signs at the Granville High School' s baseball diamond, along the left field fence. The signs would be 4' x8'. The Athletic
Boosters had presented their application to the Development
Commission at their April 15th meeting. At that time, the
Commission determined that the signs would be considered premises off- signs, and prohibited in the sign code ordinance.
No action was taken by the Development Commission on their application.

In response to the Athletic Booster' s request, Council asked the
Law Director to draft an ordinance to amend the requirements for
temporary signs in the zoning ordinance, to allow such signs to
be erected at schools and recreational facilities, with conditions.
Mr. Drake said he would draft an ordinance for Council as
they continued with the next item on the agenda.
MANAGER' S REPORT
The Manager' s Report for the month of March was presented.
Manager Plunkett reviewed the report with Council. Following
review and discussion, Councilmember Avery moved that the
Manager' s Report for the month of March be approved as submitted.
Motion seconded by Councilmember Eisenberg. Motion carried.
COMMITTEE REPORTS
Development Commission -Councilmember Avery reported on the
Commission' s meeting of April 3rd. At that meeting, new officers
were elected: Sally Debolt, Chairman; Barclay Gano, Vice Chairman,
and Secretary will be on a rotating basis.
The Commission also approved a driveway application for the
Sterretts',for their property on N. Pearl Street, a sign permit
for Linda Hughes, dba Willowood, who will be moving her business
to Broadway above Fuller' s Market. The Commission also approved
Gary Price' s request to convert lot #26 in the Hilengreen
Subdivision, from single family to condominium use, and make that
recommendation to Council for consideration and approval.
OLD BUSINESS
Ordinance No. 4-86, "An Ordinance To Amend Ordinance No. 23-85
And Appropriate Funds For Capital Expenditures In the Equipment
Reserve Fund", was moved for adoption by Councilmember Schnaidt.
Motion seconded by Councilmember Avery. Roll call votes Schnaidtyes,
Avery- yes, Davison- yes, Eisenberg- yes, Gallant-yes, Garrettabsent,
Rader- absent. Five yes votes, two members absent.
Motion carried. Ordinance No. 4-86 duly adopted.
NEW BUSINESS
Ordinance No. 5-86, "An Ordinance To Amend Ordinance No. 19-81
Modifying The Development Plant For Hilengreen", was introduced and title read in its enti rety by Councilmember Avery. A public
hearing was scheduled at this time for May 7, 1986, at 7:30 p.m..

Ordinance No. 6-86, "An Ordinance To Amend Article 33, Section
7, Of Ordinance No. 16-76",was introduced and title read in its
entirety by Councilmember Avery. A public hearing was scheduled
for May 7, 1986, at 7:30 p.m..
Resolution No. 86-12, "A Resolution To Express Appreciation To
Ralph Blackstone", was introduced and read in its entirety by
Mayor Gallant.
Mayor Gallant moved for passage of Resolution No. 86-12.
Motion seconded by Councilmember Schnaidt. Motion carried.
Mr. Blackstone was present for the reading of this resolution.
He thanked everyone for giving him the opportunity to work
for the Village. A copy of this resolution will be presented to
Mr. Blackstone.
Setting Date For Dedication And Open House For The New Sewage
Treatment Plant.
Following a brief discussion among members of Council and
Manager Plunkett, the dedication of the new sewage treatment
plant was set for Saturday, May 24, 1986, at 10:00 a.m..
A committee of twon Vice Mayor Davison and Manager Plunkett,
were appointed to make preparations for the dedication and
invitations to the ceremony.
Additional Items Brought Forth Not On The Agenda
Manager Plunkett mentioned the newly installed Village Hall
bulletin board donated by OwensC-orning Technical Center.
Councilmember Eisenberg made note of the persons responsible
for the design and construction of the bulletin board. They
Darieer:kiMngichael Griffith, Jeri Clark, Bill Beltac, Randy Knee, Tom and Bob Krause. Manager Plunkett said he would send
letters of appreciation to those who participated in the project.
Manager Plunkett directed Council' s attention to their copy of the draft codified ordinance for their reading pleasure.
The new sludge beds at the sewage facility started up April 16th, seeding and plantings are underway and should be completed by the end of the week.
Manager Plunkett said he met with OwensC-orning officials this week and made a proposal with regard to the water storage
facility and annexation, and; will be meeting with Les Hicks Friday, with regard to the water storage facility, and a lift station at Denison' s Steam Plant. 1

Leaks were found on Pearl Street and Raccoon Valley Road.
The Development Commission met last night to consider a demolition
permit application submitted by Jerry McClain for the
Kent/Price office building at 600 Newark Road.
Councilmember Eisenberg asked what was happening on the Pearl
Street project, noting, that several irate citizens had asked.
Manager Plunkett gave a status report on the Pearl Street
Project.
With no further business to discuss, Councilmember Avery moved
for adjournment. Motion seconded by Councilmember Eisenberg.
Motion carried.
Meeting adjourned at 8:43 p.m..
