Mayor Eisenberg called the meeting to order at 7: 35 p.m..

August 1. 1990 -Regular Council Meeting -Vice Mayor Morrow moved that the minutes be approved as submitted. Motion seconded by Councilmember Hughes. Motion carried.

MANAGER' S REPORT
The Manager' s Report for the month of July was presented and reviewed by members of Council. Following review, Vice Morrow moved Mayor to approve the Manager' s Report. Motion seconded by Councilmember Marshall. Motion carried. A copy of that report is hereto attached as part of these minutes.
COMMITTEE REPORTS
Planning Commission -Councilmember Marshall reported on the August 2, 1990 meeting. At that meeting the Commission approved two minor applications. Following regularly scheduled business the Commission continued their review and discussion of the fence ordinance.
OLD BUSINESS
Sidewalk Cafe' -Members discussed the question posed by the Planning Commission at the August 15, 1990 Joint Worksession: whether review and approval of sidewalk cafe' applications would be under their jurisdiction since it would be conducting a business on public property.

Zoning OrdinanceC/omprehensive Plan
Vice Mayor Morrow recommended that Council ask the Village Manager to request proposals from consultants in amending the Granville Zoning Ordinance to implement the recently approved CCoomunprceihl.ensive Plan. Recommendation approved by consensus of

Services of Law Director/ Planning Commission Meetings
Members discussed the request of the Planning the Commission to have Law Director present at their meetings when they feel the need for such services.
Following a brief discussion it was suggested that the Chairman of the Planning Commission meet with the Village Manager and Law Director Hurst to discuss this request.
Councilmember Marshall asked the Village Law Director to rewrite the Fence Ordinance and incorporate amendments recommended by the Planning Commissipn for the next regular Council Meeting.
Councilmember Malcuit who will be leaving on an extended trip with her husband to Australia, said goodbye to all members of Council and staff. She wished Village Council good luck on their deliberation of the Farmington Development Plan proposal, and said she would have liked to be with them during that process. Ms. Malcuit expects to return by October 14th and resume her duties as a member of the Granville Village Council.
Councilmember Marshall stated that he would be gone from September 11th to October 14th.
Farminqton
A brief discussion was conducted on the legal procedure for the Planning Commission to further study the Farmington Development Plan proposal. It was noted by the Village Law Director that further deliberation on that proposal would be considered a continuation of their previous hearing. Therefore, legal notices, and letters to property owners would not have to be furnished. It was suggested that the Planning Commission might want to discuss wamitohng themselves what portions of the plan they have problems The and work out those problems or concerns with the developer. on, mthoerebdeatttaert.he Planning Commission has to base their decision
