CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 30 p.m

Councilmember Malcuit moved to excuse absentee members Morrow
and Rader. Motion seconded by Councilmember Avery. Motion
carried.
PUBLIC HEARING
Proposed 1989 Municipal Budget
No one appeared to speak for or against the proposed 1989
Municipal Budget. Public hearing closed at 7: 35 p.m..
Manager Plunkett inksoduced Sally Macphail. Sally and her
husband Angus are p@rspective buyers of the Granville Sentinel.
MINUTES
November 16, 1988 -Regular Council Meeting -Vice Mayor Schnaidt
moved that the minutes be approved as submitted. Motion seconded
by Councilmember Avery. Motion carried.

COMMITTEE REPORTS
Development Commission -Councilmember Malcuit reported on the
Commission' s meeting of November 23, 1988. At that meeting, the
Commission scheduled a public hearing on a request from Charlene
King, East College Street, for a Conditional Use to allow her to
operate a weaving business in her home. Doug &Wendy Mack' s
exterior remodeling application (Summit Street), was approved.

Ms. Malcuit mentioned the letter from Mr. &Mrs. John Rugg,
Thresher Street. The letter was in regards to the former Ankele' s
Florist shop on Thresher Street and requested that the property
now be designated residential. Ms. Malcuit commented that the
Commission felt they could do nothing on the matter and referred
the issue to Village Council.
A discussion followed among members in regards to the
response written by Calvin Prine, Board of Zoning &Building
Appeals, who received the same letter from Mr. Rugg. Consensus of
members was that Mr. Prine' s letter was an appropriate response
to Mr. Rugg' s letter, and directed Manager Plunkett to respond to
Mr. Rugg accordingly, and; to thank Mr. Prine for his very
capable and accurate statement. A copy of Mr. Rugg' s letter, and
Mr. Prine' s response is hereby attached as part of these minutes.
Granville Recreation Commission -Councilmember Hughes reported
on the recent Recreation Commission meeting. Winter programs are
underway, The Evans Foundation hoped that the Recreation Commission
would use the $4, 000 intended to purchase the West Broadway
property for a shelter house. Bob Hill, Granville Township
Trustee (speaking for himself), was willing to contribute money
for the project. The Long Range Planning Committee is underway,
and they wish to have a representative on the Comprehensive
Planning Committee. The rest of the meeting was going over the
1989 budget. Mr. Hughes said everything is running smoothly with
the Recreation Commission.
A brief discussion among members of Council and Manager
Plunkett was conducted regarding liability insurance on the
proposed shelter house. Vice Mayor Schnaidt felt that if the
Village inherits the liability for such a shelter, then Council
should look at the plans as well as the Village' s insurance
company. Manager Plunkett added, that the shelter house would be
subject to the Village' s Building/ Zoning Code.
Mr. Hughes responded and said the Recreation Commission
realizes this and at this point they don' t know the extent of
what they can build. They are shooting for the best, something
that would be adaptable to additions.
OLD BUSINESS -None
NEW BUSINESS
Resolution No. 88-49, "A Resolution To Award The Bid For The
Purchase Of Water And Sewer Treatment Chemicals",introduced,
read in its entirety and moved for passage by Councilmember
Malcuit. Motion seconded by Councilmember Avery. Motion carried.
Resolution No. 88-49 duly passed.

Resolution No. 88-50, "A Resolution To Amend Pay Classifications
And Salary Rates For The Several Departments Of The Village Of
Granville", was introduced, read in its entirety and moved for
adoption by Councilmember Hughes. Motion seconded by Vice Mayor
Schnaidt. Motion carried. Resoltuion No. 88-50 duly passed.
Ordinance No. 19-88, "An Ordinance To Amend Ordinance No. 32-87
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1988 And Revising Sums For Operating Expenses", was introduced
and title read by Vice Mayor Schnaidt. Public hearing on
this ordinance was scheduled for December 21, 1988, at &30;p.m..
Ordinance No. 20-88, "An Ordinance To Establish The Manager' s
Salary For 1989", was introduced and title read by Councilmember
Avery. Public hearing on this ordinance was scheduled for
December 21, 1988, at 7: 30 p.m..
Ordinance No. 21-88, "An Ordinance To Make Appropriations For
Current Expenses And Other Expenditures Of The Village Of
Granville, State Of Ohio During The Fiscal Year Ending December
31, 1989", was introduced and title read by Vice Mayor Schnaidt.
Public hearing on this ordinance was scheduled for December 21,
1989, at 7: 30 p.m..
Resolution No. 88-51, "A Resolution To Appoint Members To The
Comprehensive Planning Committee", was introduced, read in its
entirety, and moved for adoption by Councilmember Malcuit.
Motion seconded by Councilmember Avery.
A lengthy discussion among members of Council, Law Director
Munro, and Manger Plunkett was conducted in regards to what the
Comprehensive Planning Committee' s responsibilities would be.
Following this discussion, Manager Plunkett was directed to
draft a "Mission Statement",to state their charge and a tentative
schedule, and; to amend the resolution to include the
Mission Statement as Exhibit "A".Motion for passage of resolution
No. 88-51 as amended duly passed.
