Motion beconded by Councilmember Eisenberg. Motion carried.
PUBLIC HEARINGS
Ordinance No. 25-87 -An Ordinance To Establish Chapter 1308 Of
The Code Of Ordinances Of The Village Of Granville Establishing
Regulations Governing Abatement Of Unsafe Buildings.
Dave Kishler, President of the Granville Volunteer Fire Department,
Inc.,and Fire Chief Ronald D. Mack addressed the above
ordinance in a letter dated October 1, 1987 to Mayor Gallant.
Mr. Kishler, Chief Mack, and several other members of the Fire
Department were present for this hearing.
Mayor Gallant read aloud a letter he received from the
Granville Volunteer Fire Department, Inc.,expressing -its
concerns that Ordinance No. 25-87, would inappropriately place
the responsibility of identifying structurally unsafe buildings
with a fire department official beyond the scope of his or her
training and realm of responsibility, and that many of the duties
and responsibilities outlined in the ordinance, require the
skills and knowledge of a certified building inspector than rather the fire inspector. A copy of that letter is hereby attached
Aasctpioanrt of these minutes. Public hearing closed at 7: 42 p.m.. on this ordinance was held for old business.
Ordinance No. 26-87 -An Ordinance To Amend Ordinance No. 27-86 Providing For Adjustments Of The Annual Budget For The Fiscal Year 1987 And Revising Sums For Operating Expenses.
No one appeared to speak for or against this ordinance. Public hearing closed at 7: 45 p.m..Action on this ordinance was held for old business.

MINUTES
September 16, 1987 -Regular Council Meeting -Councilmember
Rader moved that the minutes be approved as submitted. Motion
seconded by Vice Mayor Davison. Motion carried.
CITIZENS' COMMENTS

Sara Jean Wilhelm.,Coordinator Director and Promoter for the
Granville Merchants' Association, appeared this evening to
give a general overview of the Merchants' commitment to promote
Granville. Ms. Wilhelm explained to Council that there will be a
concerted effort by the Merchants to seek funding elsewhere for
the lights and trees for the coming holidays in order to free up funds for this promotion. Not only will the Merchants advertise
What' s new in the business community, but holiday events residents
and visitors can enjoy. Ms. Wilhelm distributed sample
copies of advertising they plan to undertake, which they believe
will benefit everyone, such as a "Granville Business" newsletter.
They also plan to utilize newspapers, magazines, the Columbus
Calendar, etc..The whole idea will be to promote Granville. Ms.
Wilhelm then presented to Council copies of the Merchants
Association' s budget request for 1987 "Granville for the
Holidays". She went over the line items and costs, totaling
3872. Ms. Wilhelm then ask Council for with monetary support, either the total budget or, a part thereof. Ms. Anne Brockman,
Chairperson for the promotion committee gave her support to the discussion. There were other members of the Merchants' Association
present who did not speak but were there to lend their
Support if needed.
Following a lengthy question and answer session, Council
thanked Ms. Wilhelm and Ms. Brockman. Copies of the material Ms. Wilhelm distributed to Council for review are hereby attached as Bpaurstinoesf st.hese minutes. Action on this item was held for New
appeaMreadry Fellebaum speaking for herself and Bruce Harris, this evening to thank Manager Plunkett for all his efforts during their "Olde Granville Antique Fair"S.he also thanked Council and stated that they would like to hold the

fair again next year.
COMMITTEE REPORTS
Utilities -Manager Plumkett first announced that this would be
Tom Galitza' s last mein«g, he will be moving on to work for the
City of Columbus. Tors last day will be Friday October 9th. Mr.
Plunkett said Tom'sw,/ill be a big loss for the Village, and that
he will miss him. Mr. Plunkett said Tom has done a lot for the
Village. He wished him well in his new position.
Mike Atherine, p. E.,of Poggemeyer Design Group, appeared this
evening to explain to Council reasons for the recent Ohio EPA' s
NPDES Suspended Solids violation for the Sewage Treatment Plant
for the month of September. The high suspended solids are
attributable to short circuiting of the feed-well area of the
secondary clarifiers, which are not doing the job they were
designed
Mr. Atherine explained that the main problem is that the
clarifiers have not been doing the job they were designed to do. A
He said he is trying to rectify the problem with the supplier al:wi Atti
at this point has refused to talk any more on the subject. The
supplier has maintained that it is an operational problem, and
Mr. Atherine feels that it is an equipment problem. He also
suspects that Kokosing has not held enough money back from the
sub-contractor, and is not putting enough pressure on him to
correct the situation. Mr. Atherine maintained however, that the
problem is with the equipment and that the engineer is not
responsible for how a piece of equipment is made. He said their
goal is to have the problem solved by the end of this year.
Meanwhile, with the clarifier not working properly, EPA
holds the Village accountable not the contractor nor the
engineers. Manager Plunkett stated that EPA is aware that the
Village is trying to see that the problem is corrected as soon
as possible.
A lengthy question and answer between members of Council
and Mike Atherine followed. At the close of discussion, Mayor
Gallant thanked Mr. Atherine for coming to the meeting and
explaining the situation. Action on this items will be discussed
under old business.

benefitted by his employment greatly and that Council has been
impressed with the Water and Wastewater Plant and its cleanliness.
Mr. Gallant further commented that Tom has brought
honor to the village and congratulated him on his promotion.

OLD BUSINESS
Ordinance No. 25-87, "An Ordinance To Establish Chapter 1308 Of
The Code Of Ordinances Of The Village Of Granville Establishing
Regulations Governing Abatement Of Unsafe Buildings", was moved
for adoption by Councilmember Schnaidt. Motion died for lack of
a second.
Ordinance No. 26-87, "An Ordinance To Amend Ordinance No. 27-86
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1987 And Revising Sums For Operating Expenses", was moved
for adoption by Councilmember Rader. Motion seconded by Councilmember
Eisenberg. Roll call vote: Rader-yes, Eisenberg-yes,
Schnaidt- yes, Avery-yes, Davison- yes, Gallant-yes, Garrettabsent.
Six yes votes. one member absent. Motion carried.
Ordinance No. 26-87 duly adopted.
Bob King/ Brenda Heisey -Ann Munro, Village Law Director,
rendered an opinion with regard to Ms. Heisey' s air conditioning
unit. The unit must be moved because no permit was issued for
the placement of the unit in its present location. The unit has
been rendered a structure and therefore requires the issuance of
a permit. Since Ms. Heisey did not appeal the decision of the
Zoning Inspector to the Board of Zoning &Building Appeals when
originally notified of the problem, she must now apply for the
permit or remove the unit. A copy 6f Ms. Munro' s opinion is
hereby attached as part of these minutes.
With regard to problem with the new Waste Water Facility' s
clarifiers, it was the consensus of Council that the Manager
hold back any monies yet owed the primary contract Kokosing
Construction Co.,until this matter is cleared up and the
equipment is working properly. -
NEW BUSINESS
Ordinance No. 27-87, "An Ordinance To Amend Ordinance No. 27-86
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1987 And Revising Sums For Operating Expenses", was introduced
and title read in its entirety by Councilmember Schnaidt.
A public hearing on this ordinance was scheduled for October 21, 1987, at 7: 30 p.m..

Resolution No. 87-24, "To Authorize Advertise The Village Manager To For Bids For The Construction Of A Replacement Water Main In South Plum Street"w,as introduced and read in its 1 entirety by Councilmember Avery.

Councilmember Avery moved for passage of Resolution No.
87-24. Motion seconded by Vice Mayor Davison. Motion carried.
Resolution No. 87-24 duly passed.
Resolution No. 87-25, "To Award The Bid For The Purchase Of
Water And Sewage Treatment Chemicals", was introduced and read
in its entirety by Councilmember Eisenberg.
Councilmember Eisenberg moved for passage of Resolution No.
87-25. Motion seconded by Councilmember Rader. Motion carried.
Resolution No. 87-25 duly passed.
Beggar' s Night -Vice Mayor Davison moved that Beggar' s Night be
set for Thursday, October 29, 1987, from 5: 30 p.m. to 7: 00 p.m..
Motion seconded by Councilmember Avery. Motion carried.
Merchants' Association Request -Council conducted a brief
discussion on the Merchants' Association' s request for funds.
Councilmember Schnaidt then moved that the balance of
necessary funds to put new lights on the big tree in the West
Broadway median area for the holiday season, and that these
funds be taken from the Bed Tax Funds. Motion seconded by
Councilmember Avery. Motion carried.
Consensus of Council was, that they would invite the
Merchants' Association to come up with a Master Plan for the
Promotion of Granville, and present that to Council for review
and consideration.
Manager Plunkett said he would prepare an appropriation
ordinance for that amount.
Rules were waived by Council to allow Betty Morrison to speak at
this time.
Betty Morrison questioned why the posting of yard sale
signs on telephone poles were removed during the week but
allowed to remain on the weekends.
Manager Plunkett stated that he did not designate someone
to come in on the weekends and pay them overtime, just remove
signs on telephone poles. He said if any are on the poles Monday
they are immediately taken down by the Service Department crew
as they are performing their regular jobs. Mr. Plunkett said he
has not asked the Police Department to do this task as it was not
a safety problem.
