A public hearing was held on the following ordinance:
Ordinance No. 8-91, " An Ordinance To Amend Ordinance No. 26-90
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991 And Revising Sums For Operating Expenses."
No one appeared to speak for or against Ordinance No. 8-91.
Public hearing closed at 7:35 p.m. Action on this ordinance was held for old business.
MINUTES
April 3. 1991 -Regular Council Meeting -Councilmember Malcuit
moved that the minutes be approved as distributed. Motion
seconded by Vice Mayor Morrow. Motion carried.

Robert Farrar, 224 Bryn Du Drive, summarized petition submitted the contents of a to Village Council earlier this week. The petition, signed by 61 Bryn Du Subdivision property owners, requested that Village Council rescind Mr. Wright' s request for an easement for future access from the extreme northwestern
sector of the proposed Farmington Development to undeveloped land to the north. The petitioners contested that granting the

easement for possible future use as an access to the northernmost
property would change Bryn Du Drive (a residential street),into
to an unnecessary major thoroughfare, thereby creating a safety
hazard for residents in a subdivision without street lights or
public sidewalks. Previously, most of the residents adamantly
opposed any access from Bryn Du Subdivision to the Farmington
Development, but now agree that it would be appropriate and
reasonable for the two access drives from Bryn Du Subdivision to
Farmington.
Rodger Asmus, 210 Bryn Du Drive, commented that property
owners should have some peace of mind and a peaceful
neighborhood. He hoped Village Council would give Bryn Du
property owners that peace of mind and consider their concerns.
Following a lengthy discussion, no decision on the request
submitted by the 61 petitioners was made pending solicitation of
opinions from the Granville Volunteer Fire Department,, the
Village' s engineer, planners, etc.,on whether the proposed
easement north of Farmington was necessary. A copy of the
petitions submitted is attached as part of these minutes.
Mayor Eisenberg addressed Mr. Wright and his legal counsel
James Gordon, and stated that Village Council will be going into
Executive Session to discuss procedural steps in the matter of
Farmington. Village Council may decide to take action after the
Executive Session.
MAYOR' S REPORT
The Mayor' s Report for the month of March was presented and
reviewed. Following review, the clerk was directed to file the report. A copy of that report is attached as part of these minutes.
MANAGER' S REPORT
The Manager's Report for the month of March was presented.
Manager Plunkett reviewed with members Items of Special under the Interest WateWr/astewater section of the report. Councilmember Malcuit asked for a clarification of the C" omplaint Activities" column listed in the Police Department section of the report. Mayor Eisenberg noted a decrease in complaints about students· in offc-ampus housing. Following review and discussion, Vice Mayor Morrow moved that the Manager' s Report be approved. Motion seconded by Councilmember Marshall. Motion carried. A copy of 1 that report is attached as part of these minutes.

COMMITTEE REPORTS
Planning Commission -Councilmember Marshall reported that the
Planning Commission was still desirous of getting a fence
ordinance in place, and to reactivate expansion of the
Architectural Review portion of the village to include both sides
of the street, e.g. North Granger Street, Main Street, etc. Vice
Mayor Morrow suggested to Mr. Marshall that the Planning
Commission put together their proposal and send it to the zoning
rewrite consultant.
Curbside Recycling Committee -Councilmember Malcuit reported
that the Curbside Recycling Committee met April 9th in the Old
Academy building. At the invitation of the Committee, Johnson
Disposal gave a presentation of their company's capabilities in
the recycling field.
Ms. Malcuit stated that the Committee did speak to the
Commercial aspect, and after discussing this with Waste
Management at their meeting of April 16th, they had some
questions on legal issues. The questions were given to the
Village' s Law Director Rufus Hurst for an opinion, which he will
share with Village Council later.
Following a brief discussion on matters such as costs, etc.,
Ms. Malcuit noted that the Committee plans to contact Big-0 for presentation April a 23rd. The Committee hopes to present their
recommendations to Village Council the first week in June.
Minutes taken at the meeting of April 9th and April 16th are attached as part of these minutes.
OLD BUSINESS
Ordinance No. 8-91, A"n Ordinance To Amend Ordinance No. 269-0 Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991, And Revising Sums For Operating Expenses,w"as moved for adoption by Councilmember Marshall. Motion seconded by Vice
Mayor Morrow. Roll call vote: Marshally-es, Morrowy-es, Malcuit- yes, Hughesy-es, Freytagy-es, Radery-es, Eisenbergy-es. Seven yes votes. Motion carried. Ordinance No. 8-91 duly adopted.
Councilmember Marshall made a motion to remove from the table Resolution No. 912-1. Motion seconded by Councilmember Malcuit. Five ayes, two nays. Motion to remove from the table passed. 1

Resolution No. 91-21, "To Authorize The Village Manger To Enter
Into A Lease Agreement With The Baptist Foundation, Inc.,For The
Purpose Of Leasing Office Space And Conference Room Facilities At
The American Baptist Churches of Ohio Building For Conduct Of
Municipal Business And Meetings,w"as moved for passage by
Councilmember Marshall. Motion seconded by Councilmember Malcuit.
Discussion: Manager Plunkett noted that Village Council had
postponed a decision on this issue until cost estimates for the
proposed remodeling of the existing village hall and remodeling
at the ABC building were known. Manager Plunkett advised Village
Council of the estimated costs for the remodeling with three
alternates, ranging from a high of $85,000 to a low of $74,000.
Mr. Plunkett also noted that officials at the ABC were anxious to
know whether Village Council was interested in leasing the office
space.
Following a lengthy discussion, and by consensus of Council,
the decision was made to drop the proposal to rent office space
at the ABC building, and to concentrate on remodeling the
existing village hall facility.
Voice vote on the motion for passage of Resolution No. 91-
21: 1 aye, 6 nays. Motion defeated. Resolution No. 91-21 duly
defeated.
Manager Plunkett was directed to seek proposals to remodel
the existing village hall facility.
NEW BUSINESS
Resolution No. 91-26, " A Resolution To Establish Fees Charged By
The Village For Document Copies Sold To The Public," was introduced, read in its entirety, and moved for passage by Vice
Mayor Morrow. Motion seconded by Councilmember Hughes. Motion
carried. Resolution No. 91-26 duly passed.
Resolution No. 91-27, "A Resolution To Authorize The Village
Manager To Seek Proposals For Property And Casualty Insurance For
The Village For The Period July 1, 1991 Through June 30, 1992,"
was introduced, read in its entirety, and moved for passage by Councilmember Hughes. Motion seconded by Vice Mayor Morrow. Following a brief discussion, the motion carried. Resolution No. 91-27 duly passed.
Ordinance No. 9-91, A"n Ordinance To Provide For The Issuance And Sale Of Not To Exceed 1$,200,000 Of Sewer System Mortgage Revenue Bonds Of The Village Of Granville, Ohio Under Section 12, Article XVIII, Of The Ohio Constitution For The Purpose of Advance Refunding Sewer System Mortgage Revenue Bonds Previously Issued For The Purpose Of Improving And Extending The Municipal Sewer System; To Authorize The Execution Of A First Supplemental

Mortgage Of Such System To Secure Such Bonds; And To Declare An
Emergencyw,"as introduced and title read by Vice Mayor Morrow.
Vice Mayor Morrow moved for the adoption of Ordinance No.
9-91. Motion seconded by Councilmember Hughes.
Vice Mayor Morrow moved for adoption of the Emergency Clause
and read Section 19 in its entirety. Motion seconded by
Councilmember Hughes. Roll call vote: Morrowy-es, Hughesy-es,
Radery-es, Freytagy-es, Malcuity-es, Marshally-es, Eisenbergy-es.
Seven yes votes. Motion carried. Emergency Section 19 duly
adopted.
Roll call vote on the motion for passage of Ordinance No.
9-91: Morrowy-es, Hughesy-es, Radery-es, Freytagy-es, Malcuityes,
Marshally-es, Eisenbergy-es. Seven yes votes. Motion
carried. Ordinance No.9-91 duly adopted.
Ordinance No. 11-91, " An Ordinance To Amend Ordinance No. 26-90
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991, And Revising Sums For Operating Expenses,w"as
introduced and title read in its entirety by Vice Mayor Morrow.
A public hearing on this ordinance was scheduled for. May 1, 1991, at 7: 30 p.m.
Mr. Morrow commented that he hoped Granville Township would
match the Village's $10, 000 for the Library Alley project.
Councilmember Marshall stated that he would like to see the
museum try to come up with some money for the project as well.
Executive Session
Councilmember Marshall moved to go into Executive Session to discuss procedural steps in the matter of Farmington. Motion
seconded by Councilmember Malcuit. Motion carried. Time: 8: 48 P.m.
Motion to return to regular session was made by Vice Mayor
