CALL TO ORDER
Vice Mayor Morrow called the meeting to order at 7: 30 p.m.

PUBLIC HEARING
Ordinance No. 239- 1 -An Ordinance To Amend Ordinance No. 269-0 Providing or Adjustments Of The Annual Budget For The Fiscal Year 1991 And Revising Sums For Operating Expenses.
No one appeared to speak for or against this ordinance. Public hearing closed at 7: 32 p.m.A. ction on Ordinance No. 239-1 was held for old business.
MINUTES
August 7. 1991 -Regular Council Meeting -Councilmember Rader moved to approve the minutes as corrected. Motion seconded by Councilmember Marshall. Motion carried.

MANAGER' S REPORT
The Manager's Report for the month of July was presented. Manager
Plunkett reviewed portions of the report. Following review,
Councilmember Rader moved to approve the Manager' s Report. Motion
seconded by Councilmember Marshall. Motion carried. A copy of that report is attached as part of these minutes.
COMMITTEE REPORTS
Planning Commission Councilmember Marshall reported on the meeting of August 15th. At that meeting the Planning Commission approved a recommendation to rezone Fred Palmer' s property, and
that recommendation has now been forwarded to Village Village Council. Law Director Hurst had made a recommendation to the Planning Commission that Mr. Palmer should not have been allowed to build a home on his property with its current zoning, and to try and correct an incorrect procedure and allow him to build a carriage shed would only compound the error. Jack Feid was present at the Planning Commission' s meeting and said it would not be proper to rezone a property without a public hearing.
Roger Sidwell had requested a lot split at his property on East Maple Street. The Planning Commission had approved the lot split application with an amendment.

Following a brief discussion, the Village Law Director was directed to write an opinion on the Planning Commission' s action on this issue.
Personnel Committee
The Personnel Committee met, reviewed, and recommended the following: change in Employees Group HealthL/ife Insurance from Blue CrossB/lue Shield of Ohio to Medical Benefits, and on the Police Special DutyS/pecial Pay matter, the Personnel Committee felt that issue should remain status- quo.

Motion seconded by Councilmember Malcuit. Roll call vote: Morrowyes,
Malcuit- yes, Freytag- yes, Marshall- yes, Hughes- yes, Raderyes,
Eisenberga-bsent. Motion carried. Ordinance No. 239-1 duly adopted.
Planning Commission Reauests:
Reauest To Amend Ordinance No. 17-91 (Fence Ordinance).
Law Director Hurst advised Village Council to table the proposed amendment to the fence ordinance as it was not acceptable in its present form.
Request To Amend Minutes Of June 26, 1991 Joint Worksession Meeting/ Public Hearing
Councilmember Hughes moved that the Worksession minutes of June 26, 1991 be amended as requested by the Planning Commission. Motion seconded by Councilmember Marshall. Motion carried.
NEW BUSINESS
Resolution No. 914- 6, A" Resolution To Accept Phase III Of The Bryn Du Woods Subdivision."
The resolution was introduced, read in its entirety, and moved for passage by Councilmember Marshall. Motion seconded by Councilmember Hughes. Discussion: Councilmember Malcuit asked members if they were going to respond to Joan O'Donnell' s concerns regarding the Emergency Access Road Connector. Ms. O'Donnell claimed she had met with Manger Plunkett, and that it had been her understanding that the emergency access road connector would be closed in the winter and opened in summer. Following a lengthy discussion, by consensus of Council, the issue of the emergency access road connector being opened at any time except for emergencies, was closed. Motion on the question carried. Resolution No. 91-46 duly passed.
Resolution No. 914- 7, R"esolution Accepting The Amounts And Rates As Determined By The Budget Commission And Authorizing The Necessary Tax Levies And Certifying Them To The County Auditor." This resolution was introduced, read in its entirety, and moved for passage by Councilmember Hughes. Motion seconded by Councilmember Malcuit. Roll call vote: Hughesy-es, Malcuity-es, Radery-es, Freytagy-es, Marshally-es, Morrowy-es, Eisenberg- Rabesseonlut.tioSnix yes votes, one member absent. Motion carried. No. 91-47 duly passed.

Councilmember Malcuit introduced, read in its entirety, and moved for passage Resolution No. 914-9. Motion seconded by Councilmember Hughes. Motion carried. Resolution No. 914-9 duly passed.

Joe Magdich, Seasongood &Mayer, financier on this issue, was present to answer any questions Village Council might have. Councilmember Marshall moved for the adoption of the Emergency Clause, Section XI, and read the section in its entirety. Motion seconded by Councilmember Rader. Roll call vote: Marshally-es, Radery-es, Freytagy-es, Hughesy-es, Malcuity-es, MMootrioronwy-es, Eisenberga-bsent. Six yes votes, one member absent. carried. Emergency Clause, Section XI duly adopted. Councilmember Marshall moved for the adoption of Ordinance No. 259-1. Motion seconded by Councilmember Malcuit. Roll call vote: Marshall, yes, Malcuity-es, Freytagy-es, Hughesy-es, Rader- yes, Morrowy-es, Eisenberga-bsent. Six yes votes, one member absent. Motion carried. Ordinance No. 25-91 duly adopted.

Schedule Special Council Meeting, Time. Place &Purgose -Joint
Meeting with the Granville Township Trustees: for the purpose of
establishing general operating rules of a Union Cemetery, and to
create a Board of Union Cemetery Trustees consisting of three
members as set of forth in Ohio Revised Code Section 759.36: one
selected by Granville Village Council, one selected by Granville
Township Trustees, and one selected by both entities.
During a brief discussion, Councilmember Freytag selected to was be Village Council' s representative to serve on the
Union Cemetery Board of Trustees. To comply with the Granville
Village Charter, a special meeting of Village Council was set for August 28, 1991, at 7: 30 p.m.,to be held at the Old Academy
Building, in which Village Council will meet jointly with the Township Trustees as defined in the above paragraph.
