CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 30 p.m.

ordinances was held for old business.

July 17, 1991 Regular Council Meeting -Councilmember Freytag
moved the minutes be approved as corrected. Motion seconded by Councilmember Malcuit. Motion carried.

Jim Gordon spoke in regards to streets widths, flow of traffic
and signs in the Farmington Planned Unit Development. Nelson
Kohman also commented on this issue.
COMMITTEE REPORTS
Planning Commission -Councilmember Marshall reported on the
meeting of August 1st, and highlighted applications reviewed and
approved at that meeting.
Granville Recreation Commission -Councilmember Hughes announced
that the Commission was organizing their fall and winter
programs. Commission members also discussed the possibility of
constructing dugouts for two of the three ballfields earmarked
for reconstruction by the Granville High School.
Curbside Recycling Committee -Councilmember Malcuit reported
that the committee checked with other communities using a
recycling program. Ms. Malcuit said having one hauler to cover
the whole Village would greatly reduce the yearly cost to
residents and reduce the number of trucks using Village streets.
The Curbside Recycling Committee reviewed their proposed bid
specifications with Manager Plunkett, and asked that Village
Council act on the program recommended by its members.
Following review and discussion, Manager Plunkett was
directed by consensus of Village Council to draft legislation
authorizing the letting of bids for curbside recycling on a oneyear
contract basis, in the Village of Granville.
OLD BUSINESS
Ordinance No. 20-91, " An Ordinance To Vary The Road Width And
Storm Sewer Standards In The Farmington Planned Unit
Development."
Councilmember Malcuit moved for adoption of Ordinance No.
20-91. Motion seconded by Councilmember Marshall. Roll call vote:
Malcuity-es, Marshally-es, Hughesn-o, Morrowy-es, Radery-es, Freytag- no, Eisenberg- yes. Five yes votes, two no votes. Motion
carried. Ordinance No. 20-91 duly adopted.
Ordinance No. 219- 1, A"n Ordinance To Amend Ordinance No. 269-0 Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991, And Revising Sums For Operating Expenses."
Councilmember Marshall moved for the adoption of Ordinance

Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991, And Revising Sums For Operating Expensesw,"as
introduced and title read in its entirety by Vice Mayor Morrow. A
public hearing on this ordinance was scheduled for August 21,
1991, at 7:30 p.m.
Ordinance No. 24-91, " An Ordinance To Create Section 311.04 Of
The Granville Codified Ordinances To Prohibit Pedestrians And
Certain Slow- moving Vehicles From Occupying Space Within The
Righto- fw-ay Of A Freeway, And Declaring An Emergencyw,"as introduced and title read in its entirety by Councilmember
Hughes.
Mr. Hughes moved for the adoption of the Emergency Clause,
Section II, and read the section in its entirety. Motion seconded
by Councilmember Freytag. Roll call vote: Hughes- yes, Freytagyes,
Rader- yes, Marshall- yes, Malcuit- yes, Morrow- yes, Eisenbergyes.
Seven yes votes. Motion carried. Emergency Clause, Section
II of Ordinance No. 24-91 duly adopted.
Councilmember Hughes moved for the adoption of Ordinance No. 24-91. Motion seconded by Councilmember Freytag. Roll call vote:
Hughesy-es, Freytagy-es, Malcuity-es, Marshally-es, Radery-es, Morrowy-es, Eisenbergy-es. Seven yes votes. Motion carried.
Ordinance No. 24-91 duly adopted.
OTHER MATTERS DISCUSSED
New Teleohone Exchange -Vice Mayor Morrow discussed the new exchange number 321 to be used for Granville. He recommended that the P.U.C.0. be contacted if a satisfactory agreement with Alltel can't be reached.
