CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 30 p.m.

Councilmember Rader moved to excuse absentee members Hughes and
Morrow, and Law Director Hurst. Motion seconded by Councilmember
Marshall.
PUBLIC HEARING
Ordinance No. 20-91 -An Ordinance To Vary The Road Width And
Storm Sewer Standards In The Farmington Planned Unit Development.
Nelson Kohman, Engineer for the Farmington Development,
questioned the amended paved widths outlined in Ordinance No. 20-
91 and agreed upon at the regular Council meeting of July 3,
1991, for Granby Lane- 27 feet with 18 inch berms, Sutton Lane- 21
feet, with 18 inch berms, and Alley-14 feet, with 18 inch berms.
Following review of these three changes, the ordinance was
corrected as follows: Granby Lane- 24 feet paved width, Open
Swale, parking one side, with 18 inch reinforced berms; Sutton
Lane- 18 feet paved width, plus 18 inch reinforced berms; and
Alley-17 paved feet, one- way, with 18 inch reinforced berms.
Mr. Kohman, on behalf of Mr. Wright, asked if the vote on
Ordinance No. 20-91 might be delayed until all members of Council
were present.
Mayor Eisenberg stated that Council had no problem deferring
the vote on Ordinance No. 20-91. It was noted by Mayor Eisenberg
that it might be a while before all members would be present for
a meeting, due to summertime schedules.
MINUTES
July 3, 1991 -Regular Council Meeting -Following a brief review
of the minutes, Councilmember Marshall moved that the minutes be
approved as corrected. Motion seconded by Councilmember Malcuit.

MAYOR' S REPORT -The Mayor' s Report for the month of June was
presented and reviewed. Following review, Mayor Eisenberg asked
the Clerk to file the report. A copy of that report is attached
as part of these minutes.
MANAGER' S REPORT -The Manager's Report for the month of June was
presented. Manager Plunkett reviewed the report with members of
Council. Following review, Councilmember Malcuit moved to approve
the Manager' s Report. Motion seconded by Councilmember Rader.
Motion carried. A copy of that report is attached as part of
these minutes.
COMMITTEE REPORTS
Planning Commission -Councilmember Marshall announced there had
been no Planning Commission meeting due to the July 4th holiday.
The next regular Planning Commission meeting will be on Thursday,
July 18th.
Recycling Committee -Councilmember Malcuit reported that the
Curbside Recycling Committee will meet tomorrow morning to
discuss bid specifications for curbside recycling.
Personnel Committee -Mayor Eisenberg reported that the Personnel
Committee met to discuss several issues. They were: 1) A change
in Officer Hunt' s part-time position to full-time. Two of the
three member committee (Eisenberg and Morrow), agreed with the
recommended change, Councilmember Rader objected to the proposal.
2) Uniforms for dispatchers -members agreed dispatchers should
be uniformed, but not in police uniforms. 3) Special dutyS/pecial
Duty Pay for Police Officers was discussed. The Personnel
Committee felt that any special duty performed by the Village
Police Department should be under the aegis of the Village. No
decision on this issue was reached. Mayor Eisenberg stated the
Committee needs more consideration on this issue.

OLD BUSINESS
Mayor Eisenberg noted Mr. Kohman's request to defer voting
on Ordinance No. 21-91 until the full Council is in attendance.
No objections were raised to this request.
Councilmember Malcuit asked Mr. Kohman if the Farmington
Plan included sidewalks. Mr. Kohman stated that sidewalks were
included in the Development Plan for the lower portion of the
development, and a bikeway path for the upper portion.
NEW BUSINESS
Ordinance No. 21-91 -An Ordinance To Amend Ordinance No. 26-90
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991 And Revising Sums For Operating Expenses.
Councilmember Marshall introduced and read Ordinance No. 21-
91 by title. A public hearing on this ordinance was scheduled for
August 7, 1991, at 7: 30 p.m.
Ordinance No. 22-91 -An Ordinance To Amend Ordinance No. 26-90
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1991 And Revising Sums For Operating Expenses.
Councilmember Malcuit introduced and read Ordinance No. 22-
91 by title. A public hearing on this ordinance was scheduled for
August 7, 1991, at 7:30 p.m.
Resolution No. 91-42 -To Authorize The Licking County Board Of
Elections To Submit The Question "Shall The Charter Of The
Village Of Granville Be Amended As Recommended By The Village
Council.
Councilmember Marshall introduced Resolution No. 91-41 and
read through Section I, and then members of Council took turns in
reading the lengthy resolution in its entirety.
Councilmember Marshall moved for passage of Resolution No.
91-42. Motion seconded by Councilmember Freytag.
Discussion: Councilmember Malcuit asked that sexist words
such as (he) on page 2, Section I (F) and (G,)be changed to
indicate he/ she or; changed to non- gender, e.g. "the"Mayor or
the Vice- Mayor.
Mayor Eisenberg recommended removing the word "At"Section
VI, (A),and begin the sentence with "The".
Councilmember Rader questioned the date for candidates to
file petitions from 95 days to 75 days before election as
outlined in Section VIII, Article 9. 03 (B).
The Charter Review Commission explained in their
recommendations that such election shall be conducted in
accordance with Title 35 of the Ohio Revised Code.
Manager Plunkett noted that the deadline for filing is
August 22, 1991, at 4: 00 p.m.

Discussion then centered on Section VIII of the resolution,
Article IX, Section 2. 09; Meetings of Council (E),which allows
Council to dispense with two regular meetings in each calendar
year, but not in the same month. A recommendation had been made
earlier in the year by Vice Mayor Morrow about dispensing with
meetings in August. Councilmember Freytag stated that he
preferred the language recommended by the Charter Review
Commission.
Following more discussion, Councilmember Rader moved to
amend Section VII of the resolution, Article IX, Section 2.09, in
the fifth sentence to read: except that Council may dispense with
two regular meetings in each calendar year. Further. to amend
Section I, Article II. Section 2. 14 (F) "He (the Mayor) to "The"
Mayor. and 2. 15 (G) change "he" shall be compensated as Mayor to
the"Vice- Mayor shall be compensated as Mayor. and; the word
At" in the beginning sentence of Section VI. (A) be removed and
begin the sentence with "The".In addition. the typographical
error in Section II: (A) Section 301..be corrected to read
Section 3. 01. Motion seconded by Councilmember Malcuit. Voice
vote on the motion: four ayes, one no, two members absent. Motion
carried. Amendments to Resolution No. 91-42 duly passed. Voice
vote on the motion for passage of Resolution No. 91-42 as
amended: Five yes votes*, two members absent. Motion carried.
Resolution No. 91-42 as amended duly passed.
