CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7:30 p.m.

Vice Mayor Morrow moved to excuse absentee member Marshall.
Motion seconded by Councilmember Hughes. Motion carried.
MINUTES
September 18. 1991 -Regular Council Meeting -Councilmember
Rader moved to approve the minutes as distributed. Motion
seconded by Councilmember Malcuit. Motion carried.
CITIZENS COMMENTS

Marc Shulman (Council Candidate), 435 West College Street, asked
about the possibility of widening the section of road on Burg
Street between ThresherB/urg and West CollegeB/urg, in
conjunction with the water main replacement, if the brick was not
to be reinstalled.
In response to Mr. Shulman' s question, Manager Plunkett
explained reasons for not replacing the brick at the present
time. He recommended that the village wait at least through the
winter and maybe the next before trying to replace the brick.
With regard to widening Burg Street, Mr. Plunkett stated that it
would be an expensive project, one that would require replacement
of retaining walls among other things, and added the question,
whose property should the village take to widen the road?"
Mr. Plunkett said he was afraid the village was stuck with the
status quo at this time.

COMMITTEE REPORTS
Planning Commission -Minutes of the September 19, 1991 meeting
were distributed to members of Council for their review.
Recreation Commission -Councilmember Hughes reported on the
Recreation Commission's meeting of October 1st. The issue of a
levy renewal for 1992 was discussed. The Recreation Commission' s
decision was to wait and see what happens with the school bond
issue. Mr. Hughes didn't think the Recreation Commission would be
asking for an increase now.
OLD BUSINESS
Roger Sidwell Appeal
At the September 18, 1991 meeting, motions were made and
approved on the above issue. The following resolution is a result
of that action:
Resolution No. 91-53 -A Resolution To Reverse The Action Of The
Planning Commission In The Granting Of A Land Subdivision To
Roger Sidwell, And To Affirm The Action Of The Planning
Commission In Denying The Land Subdivision Originally Requested
By Roger Sidwell.
Granville East Water Line Extension
Manager Plunkett stated that he was still working on the
reassessment of the Granville East Water Line Assessments.
Refuse/ Recycling Contract
Vice Mayor Morrow asked for a legal opinion from Mr. Hurst,
Village Law Director, regarding legality of awarding an exclusive
contract to a hauler for village- wide pickup of trash and
recyclables.
Bids seeking such a contract for the village are due October
22, 1991.
NEW BUSINESS
Set Beqqar' s Night -By consensus of Village Council, Beggar's
Night in Granville was set for October 30, 1991, from 5:30 p.m.
to 7: 00 p.m.,to coincide with Newark and Heath' s.

ADDITIONAL COMMENTS
Councilmember Malcuit mentioned that she had received a lot of
calls on Raccoon problems.
It was noted that people need to call the Game Warden when
they have problems with wild animals.
Vice Mayor Morrow added that the village needs to discourage
people who feed the Raccoons.
Councilmember Hughes mentioned that he had heard a lot of
complaints about mud on the street at the High School
construction site.
Manager Plunkett noted that many people tend to drive too
fast on New Burg Street. The contractor has cleaned up the street
when the village has told them to do so.
Executive Session
Councilmember Malcuit moved to go into Executive Session to
discuss potential property acquisition and pending legal matters.
Motion seconded by Councilmember Hughes. Time: 7: 55 p.m.
Councilmember Hughes moved to return to regular session. Motion
seconded by Councilmember Rader. Time: 8: 15 p.m.
Mayor' s Court Magistrate
Mayor Eisenberg appointed Daniel R. Freytag as Mayor' s Court
Magistrate, and administered the oath of office to Mr. Freytag.

ADJOURNMENT
With no further business to discuss, Vice Mayor Morrow moved for
adjournment. Motion seconded by Councilmember Rader. Motion
carried. Meeting adjourned at 8: 17 p.m.
