Vice Mayor Eisenberg called the meeting to order at 7:30 p.m.

Ordinance No. 24-92, "An Ordinance Amending The Granville Zoning Ordinance And Accompanying Map Thereto, By Amending The
Classification Of The Zoning District For A Certain Parcel Of Land
Known As The "Welsh Hills School Property" Described Herein And
Located At 2610 NewarkG- ranville Road From CSD, Community Service District to Institutional District."
No one appeared to speak for or against this ordinance. Public
hearing on Ordinance No. 24-92 closed.
Ordinance No. 259- 2, A"n Ordinance Setting The Speed Limit On NewarkG- ranville Road, A Through Highway, As 35mph, Thereby Amending Granville Codified Ordinance Section 333. 03(b)3(),3 .(1), And (4),And Declaring An Emergency."
Robert Drake, NewarkG- ranville Road resident, spoke in favor of the ordinance, stating that it was now a village street and reduced speed was necessary.

Maxine Montgomery stated that 35mph was too slow for the entire three mile area. It should be reduced to 35mph to Cherry Valley Road and 45mph to the corporate limits.
C. Arthur Morrow and John Noecker each expressed that the speed should be lowered to 45mph and later to 35mph. Chuckie Marcy stated that the speed should be reduced to 25mph instead of 35mph. The public hearing was closed. Mayor Eisenberg thanked the citizens for their input.

Mrs. Esther Coffey read a letter from the Town &County Garden
Club. Mrs. Coffey and the Town &Country Garden Club were opposed
to the closing of the alley claiming it wouldn't be safe to back
out onto Elm Street when cars are parked in library parking area,
because there wouldn't be enough room to turn around. Members of
the library board stated concerned citizens signed a petition
requesting that the alley be closed for pedestrian safety in the
area.

Mike Smith, Troop 18, Boy Scouts, requested permission from Village
Council to paint house numbers on curbs throughout the downtown
areas. He stated this was his public service project toward his
Eagle Scout award. After discussion Council recommended Smith that Mr. poll residents as to their opinion on painting their house numbers on curbs. Council will render their decision at the next Council meeting, September 2nd. If the survey shows negative opinions, Council will help Mr. Smith find another project that will enable him to meet his Eagle Scout requirement.

COMMITTEE REPORTS
Granville Planning Commission GPC) Councilmember Shulman
reported on the most recent meeting of the GPC. All plans submitted
for that meeting were approved, including an application for 124
South Main Street (next to the Village' s Police Department). New
member Eloise DeZwarte had been present but hadn' t vote on
applications. Starting in September Planning Commission meetings
will be held on Monday instead of Thursdays.
Personnel Committee -Manager Plunkett stated that the Personnel
Commission had met and arrived at proposals on wage scale changes.
Streets and Sidewalks -Bid proposals for the Parkway System
Feasibility Study will be advertised in local and Columbus papers.
OLD BUSINESS
Ordinance No. 249- 2, A"n"Ordinance Amending The Granville Zoning
Ordinance And Accompanying Map Thereto, By Amending The
Classification Of The Zoning District For A Certain Parcel Of Land
Known As The "Welsh Hills School Property" Described Herein And
Located At 2610 Newark- Granville Road From CSD, Community Service
District to Institutional District, "was moved for adoption by Vice
Mayor Marshall. Motion seconded by Councilmember Freytag. Roll call
vote: Marshally-es, Freytagy-es, Hermany-es, Garretty-es, Shulmanyes,
Vance- yes, Eisenberg- yes. Seven yes votes. Motion carried.
Ordinance No. 24-92 duly adopted.
Ordinance No. 25-92, " An Ordinance Setting The Speed Limit On
Newark- Granville Road, A Through Highway, At 35mph, Thereby
Amending Granville Codified Ordinance Section 333. 03(b)3(),3 .(1),
And (4),And Declaring An Emergency."
Councilmember Shulman moved for passage of the Emergency
Clause, and read Section III, in its entirety. Motion seconded by
Councilmember Vance. Roll call vote: Shulmany-es, Vance- yes,
Marshally-es, Freytagy-es, Hermany-es, Garretty-es, Eisenbergy-es.
Seven yes votes. Emergency Clause duly adopted.
Discussion: question on emergency clause: 35mph to Cherry
Valley Road and 45mph to corporate line. Councilmembers Freytag,
Shulman said 35mph all the way to the corporate line.
Councilmember Shulman moved for adoption of Ordinance no. 25-
92. Motion seconded by Vice Mayor Marshall. Roll call vote:
Shulmany-es, Marshally-es, Freytagy-es, Hermany-es, Garretty-es,
Eisenberg- yes, Vance- yes. Seven yes votes. Ordinance No. 25-92 duly
adopted.

Ordinance No. 26-92, "An Ordinance Declaring The Library Court
Alley To Be A Fire Lane As Defined With The Provisions Of Ohio Fire
Code Regulation Numbers F.313. 1 And F.313. 2, And Conferring The
Responsibility For Maintenance, Upkeep And Insuring The Said Fire
Lane Upon The Board Of Library Trustees Of The Granville Public
Library."
Following a lengthy discussion on Ordinance No. 26-92, Mayor
Eisenberg tabled the ordinance until the September 2nd meeting.
NEW BUSINESS
Resolution No. 92-45, To change The Name Of The Granville
Improvement Board To The Granville Tree And Landscape Commission,"
was introduced, read in its entirety, and moved for passage by
Councilmember Garrett. Motion seconded by Councilmember Herman.
Motion carried. Resolution No. 92-45 duly passed.
Resolution No. 92-46, "To Authorize The Village Manager To Enter
Into An Agreement with The Board Of Library Trustees Of The
Granville Public Library Assigning The Maintenance, Upkeep, And
Insurance Responsibility For The Library Court Fire Lane To The
Said Board Of Library Trustees."
Scheduled for introduction and some action, the resolution was
deferred until the September 2nd meeting.
Resolution No. 92-47, "To Authorize The Village Manager To Enter
Into An Agreement With The Ohio Department Of Natural Resources For
Management Of A Small Administration Tree Planting Grant, And To
Provide Matching Funds Therefore,"was introduced, read in its
entirety, and moved for passage by Councilmember Shulman. Motion
seconded by Councilmember Freytag. Motion carried. Resolution No.
92-47 duly passed.
Ordinance No. 279-2, A"n Ordinance To Amend Ordinance No. 359-1 Providing For Adjustments Of The Annual Budget For The Fiscal Year 1992 And Revising Sums For Operating Expenses, "was introduced, and titled read by Councilmember Herman.
Mayor Eisenberg set the public hearing on this ordinance was set for September 2, 1992, at 7: 30 p.m.
