Mayor Eisenberg convened the meeting at 7: 30 p.m.

Ordinance No. 46-92-An Ordinance To Amend Ordinance No. 35-91
Providing For Adjustments Of The Annual Budget For The Fiscal Year
1992 And Revising Sums For Operating Expenses.
Art Morrow stated, in his opinion, this study has been going
on too long, therefore, has become an unnecessary major study. He
is in favor of a bike path but feels that $35, 000 is too much
money to spend.
Jim Jung, Don Valdes, Tim Hughes, and Mary Fellabaum also said
that they oppose the study because of the high costs involved.
Mayor Eisenberg closed Public Hearing on Ordinance 46-92 at
8: 00 p.m.
Manager' s 1993 Budget Proposal
Art Morrow addressed the council that there should not be such
high pay raises given to the employees of Granville. He feels that
there are more important things that need to be taken care of in
the Village.
Manager Plunkett informed Mr. Morrow that the 12%increase in
payroll he was seeing is because it reflects newly hired employees,
and that there are 27 weeks instead of 26 in 1993. According to
Mr. Plunkett the increase in wages with out adding new employees
and 26 weeks it is only 4 1/2 percent.
Mayor Eisenberg closed Manager' s 1993 Budget Proposal at 8: 15
P.m.
REVIEW AND APPROVAL OF MINUTES
November 18, 1992 -Regular Council Meeting-Councilmember Garrett
moved that the minutes be approved as corrected. Motion seconded
by Vice Mayor Marshall. Motion carried.

Scott Warren appeared at the meeting to comment on the Denison/
Granville Police Department (GPD) relationship. Mr. Warren,
Denison Dean of students, stated that many of the statements that
appeared in the Denisonian appeared as facts when they were
actually comments. He apologized for that, and stated that any
quotes from a student newspaper should be "taken with a grain of
salt". Mr. Warren assured Council that he wants a good
relationship with the entire community, and that he was just
passing concerns on from the students.
Mayor Eisenberg asked Mr. Warren if he would be interested in
setting up special meetings once a month with the GPD so that
students could "air their beefs",and GPD could make students
understand their positions.
Mayor Eisenberg thanked Mr. Warren for his time.
OLD BUSINESS
Ordinance No. 46-92, " An Ordinance To Amend Ordinance No. 35-91
providing For Adjustments Of The Annual Budget For The Fiscal Year
1992 And Revising Sums For Operating Expenses."
Councilmember Vance announced that there are many
misunderstandings about this ordinance and suggested that Council
table it so that tonight' s input could be considered.
Vice Mayor Marshall moved to adopt Ordinance No. 46-92.
Seconded by Councilmember Freytag.
Councilmember Vance asked that this ordinance be tabled for
two weeks because the 1993 Budget will have an effect on it.
Roll call vote was taken: Garrett no, Shulman yes, Herman
sustained, Vance yes, Freytag no, Marshall no, Mayor no. Motion
denied. Ordinance No. 46-92 not adopted.
NEW BUSINESS
Ordinance No. 47-92, " An Ordinance To Amend Ordinance No. 35-91
Providing For Adjustments Of The Annual Budget For The Fiscal Year
1992 And Revising Sums For Operating Expenses," was introduced by
Councilmember Garrett. Public hearing on this ordinance was set
for December 16, 1992, at 7: 30 p.m.

Ordinance No. 48-92, " An Ordinance To Establish The Manager' s
Salary For 1993, "was introduced by Councilmember Marshall. Public
hearing on this ordinance was set for December 16, 1992, at 7: 30
P.m.
Ordinance No. 49-92, "An Ordinance To Make Appropriations For
Current Expenses And Other Expenditures Of The Village Of
Granville, State Of Ohio, During The Fiscal Year Ending December
31, 1993, "was introduced by Councilmember Herman. Public hearing
on this ordinance was set for December 16, 1992, at 7: 30 p.m.
Ordinance No. 509-2, A"n Ordinance To Amend Sections Of The Code Of
Ordinances Establishing Sewer Regulations And Charges And To Repeal
Existing Sections Of the Code Of Ordinances,"was introduced by
Councilmember Freytag. Public hearing on this ordinance was set
for December 16, 1992, at 7: 30 p.m.
Resolution No. 92-62, "A Resolution To Create A Village Parking
Study Update Committee And To Authorize The Mayor To Appoint
members Thereto," was introduced and moved for passage by Vice-
Mayor Marshall. Motion seconded by Councilmember Freytag. Motion
carried. Resolution No. 92-62 passed.
Resolution No. 92-63, "A Resolution To Amend Pay Classifications
And Salary Rates For The Several Departments For The Village Of
Granville," was introduced and moved for passage by Councilmember
Garrett. Councilmember Shulman moved to table this resolution.
Councilmember Vance seconded. Resolution opposed and will be
discussed the same time as the budget.
MEETING ANNOUNCEMENTS
Councilmember Vance asked for special meeting to be held to discuss
the 1993 budget. Mayor Eisenberg set special meeting for December
9, 1992, at 7: 30 p.m.,at Council Chambers.
ADJOURNMENT
Motion to adjourn was made by Councilmember Vance, seconded by
Vice- Mayor Marshall. Motion carried. Me ng adjourned at 9: 10
P.m.
