CALL TO ORDER
Vice Mayor Marshall convened the meeting at 7: 30 p.m.

Councilmember Vance moved to excuse absentee members Eisenberg
and Garrett. Motion seconded by Councilmember Herman. Motion
carried.
OATH OF OFFICE
Vice Mayor Marshall administered the oath of office to the
following new appointments:
Ashlin Caravana -Board of Zoning &Building Appeals
Jurgen Pape Granville Planning Commission
Jim Harf Granville Planning Commission
PUBLIC HEARING
Ordinance No. 4-92 An Ordinance To Amend Ordinance No. 35-91
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1992 And Revising Sums For Operating Expenses.
No one appeared to speak for or against Ordinance Public No. 4-92. hearing closed at 7: 44 p.m. Action on this ordinance was held for old business.
Ordinance No. 5-92 -An Ordinance Providing For The Issuance And Sale Of $415, 000 Of General Obligation Bonds Of The Village Of Granville, Ohio, For The Purpose Of Acquiring Land And A Building Located Thereon For Village Purposes, And Declaring An Emergency. No one appeared to speak for or against Ordinance No. 5-92. Public hearing closed at 7: 46 pp.m. Action on this ordinance was held for old business.

MAYOR' S REPORT
The Mayor' s Report for January, 1992, was presented and reviewed.
Following review the Clerk was directed to file the report. A
copy of that report is attached as part of these minutes.
MANAGER'S REPORT
The Manager' s Report for January, 1992, was presented. Manager
Plunkett reviewed the report with members of Council. Following
review, Councilmember Vance moved to approve the Manager' Report. Motion seconded by Councilmember s Shulman. Motion carried.
A copy of that report is attached as part of these minutes.

OLD BUSINESS
Ordinance No. 4-92, A"n Ordinance To Amend Ordinance No. 359-1 Providing For Adjustments Of The Annual Budget For The Fiscal

Joe Magdich, Seasongood &Mayer Financier, was on hand to
explain the interest rate on the bonds, and to answer any
questions members might have. Following discussion, Councilmember
Freytag moved for adoption of the "Emergency Clause Section 12",
and read the section in its entirety. Motion seconded by
Councilmember Vance. Roll call vote: Freytag- yes, Vance- yes,
Marshally-es, Hermany-es, Shulmany-es, Eisenberga-bsent, Garrettabsent.
Five yes votes, two members absent. Motion carried.
Emergency Clause Section 12 duly adopted.
Councilmember Freytag moved for adoption of Ordinance No.
5-92. Motion seconded by Councilmember Vance. Roll call vote:
Freytagy-es, Vancey-es, Marshally-es, Hermany-es, Shulmany-es, Eisenberg- absent, Garrett-absent. Five yes votes, two members
absent. Motion carried. Ordinance No. 5-92 duly adopted.
NEW BUSINESS
Resolution No. 92-11, " A Resolution Of Appreciation To Harold
Buck) Sargent," was introduced and read in its entirety by
Councilmember Freytag.
Councilmember Freytag moved for passage of Resolution No.
92-11. Motion seconded by Councilmember Vance. Motion carried.
Resolution no. 92-11 duly passed. [a framed copy of this
resolution will be presented to Mr. Sargent at a later date]
Resolution No. 921- 2, A" Resolution Of Appreciation To Calvin K. Prine," was introduced and read in its entirety by Councilmember Herman.
Councilmember Herman moved for the passage of Resolution no. 921-2. Motion seconded by Councilmember Vance. Motion carried. Resolution No. 92-12 duly passed. [a framed copy of this
resolution will be presented to Mr. Prine at a later date]
Resolution No. 921-3, A" Resolution To Authorize The Village
Manager To Enter Into An Agreement With Public Administration
Service To Conduct A Wage &Classification Study Covering Granville' s Municipal Employees and to Report To the Village Council Thereonw,"as introduced and read in its entirety by Vice Mayor Marshall.
Discussion: Manager Plunkett stated that the Personnel Committee reviewed all five proposals for the wage and classification study and felt that the proposal from Public Administration Service was the best proposal for the money, and recommended that the firm be awarded the contract for the study. Mr. Plunkett also noted that he didn' t have a copy of the agreement but the firm plans to FAX a copy to him. Members asked that they see a copy of the agreement before it' s signed. 1

Vice Mayor Marshall moved for the passage of Resolution No.
92-13. Motion seconded by Councilmember Freytag. Motion carried
with four ayes and one nay cast by Councilmember Vance.
Resolution No. 92-13 duly passed.
Recreation Commission Request
Manager Plunkett stated that the Granville Recreation Commission
have requested permission from Village Council to conduct a
Bingo Event" in the Opera House Park during the July 4th
Celebration. The event had been held at the Marathon Station but
was not held in 1991 because of inadequate parking facilities in
that area.
Vice Mayor Marshall asked if the Improvement Board was aware
of the request, and if they had made any comment on the matter.
Manager Plunkett said no. Following a brief discussion the
Manager was directed to contact the Improvement Board and ask for
their comment on the request, and if they had no objections then
the request was granted by consensus of Council.
Cub Scout Pack #3 Request
Manager Plunkett stated that he received a letter from Michael
Spaul seeking permission to close North Main Street from Broadway
to College on Saturday, April 18th, from 8 a.m. to 5 behalf of Cub Scout p.m.,on Pack #3 to conduct their "Cubmobile Derby". Vice Mayor Marshall noted that this was something Council
had done in the past and had no objections to the request.
Following discussion, the request was approved by consensus of Council.
MEETING ANNOUNCEMENTS
Manager Plunkett noted that he was getting more information on Flood Plain Regulations and felt a joint worksession between Village Council and the Granville Planning Commission to be in order so on this issue. Discussion followed on a tentative date
Cfoormma ismsieoenting. Councilmember Shulman will check with the Planning on a date.
A Streets &Sidewalks Committee Meeting will be scheduled soon. Manager Plunkett noted the letter from Kimberly Salvage expressing again her interest in either sidewalks or a bikepath being constructed along NewarkG- ranville Road from Bryn Du Subdivision to Fern Hill. Ms. Salvage also expressed an interest in serving on the Streets &Sidewalks Committee. Mr. Plunkett recommended that the Streets &Sidewalks Committee invite Ms. Salvage as an exo-fficio consultant. He also recommended that Mark Zarbaugh be invited since he was in charge of sidewalk requests and improvements.

OTHER ITEMS DISCUSSED. BUT NOT ON AGENDA
Ohio Power Circuit Line Clearance/ Tree Trimming
Members discussed a memo from Mark Zarbaugh regarding Ohio
Power's commercial line circuit clearance. A copy of Mr.
Zarbaugh's memo is attached as part of these minutes.
Prooosal For A New Sign At The New Village Offices Building
Members discussed a proposal from Kessler Sign Company for a
new sign at the new Village offices building at 141 East Broadway
Ohio Baptist Convention building). Several members felt that the
Village legislators should set a precedent on signs in the
Village. Consensus of Council felt that huge signs in general
were not necessary in the Village, and recommended that when the
old sign on the Ohio Baptist Convention building is removed that
the area be painted over and a small sign be painted on the glass
over the main entrance (similar to Alltel' s),or no sign at all.

Councilmember Vance moved for adjournment, seconded by Councilmember Herman. Motion carried.
