CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 30 p.m.

Vice Mayor Marshall moved to excuse absentee member Herman.
Motion seconded by Councilmember Vance. Motion carried.
PUBLIC HEARING
Ordinance No. 12-92 -An Ordinance To Amend Sections Of The Code
Of Ordinances Of The Village Of Granville Establishing Zoning
Regulations And To Repeal Existing Sections Of The Code Of
Ordinances.
No one appeared to speak for or against Ordinance No. 12-92.
Public hearing closed at 7:35 p.m..Action on the ordinance was held for old business.
Ordinance No. 19-92 -An Ordinance To Amend Ordinance No. 35-91
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1992, And Revising Sums For Operating Expenses.
No one appeared to speak for or against Ordinance No. 19-92.
Public hearing closed at 7: 36 p.m..Action held for old business. on the ordinance was
MINUTES June 3, 1992 -Regular*Council Meeting -Following review of the minutes, Councilmember Vance moved to approve the minutes as corrected. Motion seconded by Vice Mayor Marshall. Motion carried.

COMMITTEE REPORTS
Planning Commission -Councilmember Shulman reported on the
meeting of June 6, 1992. A general discussion was conducted on
parking and traffic issues. Members plan to pursue this issue at
a later date. There was continued discussion on Erinwood's
preliminary plat, and; the Planning Commission plans to vote on Farmington's final plat at the next regular meeting. Applications
reviewed and approved: fenceM/ilner Road and a sign and awning
permit for a bakeryE/lm' s Complex.
Safety &Health -Councilmember Garrett reported that she did not attend the meeting of June 11, 1992, account notification of the
meeting came too late. She gave a brief summation of June 11th' s agenda.
MAYOR' S REPORT
The Mayor' s Report for the month of May was presented and
reviewed. Following review the clerk was directed to file the report.
MANAGER'S REPORT
The Manager' s Report for the month of May was presented. Following review, Councilmember Garrett moved to approve the MMaontiaognerc' sarRrieepdo.rt. Motion seconded by Councilmember Freytag.
OLD BUSINESS
Ordinance No. 129- 2, A"n Ordinance To Amend Sections Of The Code Of Ordinances Of The Village Of Granville Establishing Zoning Regulations And To Repeal Existing Sections Of The Code Of Ordinancesw,"as moved for adoption by Vice Mayor Marshall. Motion seconded by Councilmember Freytag. Roll call vote: Marshally-es, Freytagy-es, Shulmany-es, Vancey-es, Garretty-es, Eisenbergy-es, Hermana-bsent. Six yes votes, one member absent. Motion carried. Ordinance No. 12-92 duly adopted.

Ordinance No. 19-92, "An Ordinance To Amend Ordinance No. 35-91
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1992, And Revising Sums For Operating Expenses,w"as moved
for adoption by Councilmember Freytag. Motion seconded by Vice
Mayor Marshall. Following a brief discussion, a roll call vote
was taken on the question: Freytag- yes, Marshall- yes, Vance- yes,
Garretty-es, Shulmany-es, Eisenbergy-es, Hermana-bsent. Six yes
votes, one member absent. Motion carried. Ordinance No. 19-92
duly adopted.
NEW BUSINESS
Resolution No. 92-33, "A Resolution To Award The Bid For Street
Resurfacing, Stormsewer, And Water Improvements On Granger And
Summit Streets, And To Authorize The Village Manager To Enter
Into A Contract With G&M Construction,w"as introduced, read in
its entirety, and moved for passage by Vice Mayor Marshall,
seconded by Councilmember Freytag. Review and discussion of the
RFP for the above project was conducted following Councilmember
Vance' s question on whether the Village reserves the right to
award a section of the contract to each of the two contractors.
Mr. Vance stated that by doing so the Village could save a considerable amount of money. Though both bids totalled out nearly equal, broken down individually, amounts differed
substantially. Following review it was found that the two areas to be improved could not be awarded individually. Motion on the question carried. Resolution No. 92-33 duly passed.
Resolution No. 923- 4, T"o Award The Bid For Conduct Of A Traffic Study Of The NewarkG- ranville And Cherry Valley Road Corridors To Traffic Engineering Services, Inc.w,a"s introduced, read in its entirety, and moved for passage by Garrett.
Councilmember Garrett moved to correct errors in the
resolution. Motion seconded by Vice Mayor Marshall. Motion carried.
Councilmember Garrett moved for the passage of Resolution No. 923-4. Motion seconded by Freytag. Motion carried. Resolution No. 92-34 duly passed.
Resolution No. 923- 5, T"o Authorize The Village Manager To File An Application And Enter Into An Agreement With The Ohio Department Of Natural Resources For The Purpose of Acquiring Funds Through The Division Of Forestry' s Urban Forestry Assistance Programw,"as introduced, read in its entirety, and moved for passage by Councilmember Freytag. Motion seconded by pCaosusnecdilm. ember Garrett. Motion carried. Resolution No. 923-5 duly

Resolution No. 92-36, "To Authorize The Village Manager To Apply
For The Ohio Environmental Protection Agency's Emergency Village
Capital Improvements Special Account Programw,"as introduced,
read in its entirety, and moved for passage by Councilmember
Shulman. Motion seconded by Councilmember Freytag. Motion
carried. Resolution No. 92-36 duly passed.
Resolution No. 92-37, "To Award The Bid For An Emergency
Generator For Granville' s Water Utility,"was introduced, read in
its entirety, and moved for passage by Councilmember Shulman.
Motion seconded by Councilmember Vance. Motion carried.
Ordinance No. 209- 2A,n" Ordinance To Amend Ordinance No. 359-1
Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1992, And Revising Sums For Operating Expenses, And Declaring An Emergencyw,"as introduced and title read in its
entirety by Vice Mayor Marshall.
Vice Mayor Marshall moved for passage of the Emergency
Clause, Section II, and read the section in its entirety. Motion
seconded by Councilmember Freytag. Roll call vote: Marshally-es, Freytagy-es, Vancey-es, Garretty-es, Shulmany-es, Eisenbergy-es, Herman- absent. Six yes votes, one member absent. Motion carried.
Emergency Clause, Section II of Ordinance No. 209-2 duly passed. Vice Mayor Marshall moved for adoption of Ordinance No. 20-
92. Motion seconded by Councilmember Freytag. Roll call vote: Marshally-es, Freytagy-es, Vancey-es, Garretty-es, Shulmany-es, Eisenbergy-es, Hermana-bsent. Six yes votes, one member absent. Ordinance No. 20-92 duly adopted.
Ordinance No. 219- 2, A"n Ordinance To Amend Ordinance No. 359-1 Providing For Adjustments Of The Annual Budget For The Fiscal
Year 1992, And Revising Sums For Operating Expensesw,"as introduced, and title read in its entirety by Councilmember
Garrett. Public hearing on this ordinance was set for July 1, 1992, at 7:30 p.m.
Dispatcher- Larry Doyle/ Letter of Commendation
Mayor Eisenberg acknowledged Steve Cartnal, Granville Police Chief's, L"etter of Commendation"to Dispatcher Larry Doyle for his act of kindness and compassion above and beyond his duties. Mr. Eisenberg said it would be nice if the Sentinel would mention the commendation in the paper as well. A copy of the L"etter of Commendation"to Larry Doyle is attached as part of these minutes.

Summit Street Block Party/ Dorothy Brown
A request to close Summit Street between Pearl and Prospect
Streets was reviewed. Following review the request to close
Summit Street from Pearl and Prospect Streets on Sunday, June 28,
1992, from 6-12 p.m.,was approved by consensus of Council.
