CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 32 p.m.
APPOINTMENT OF TEMPORARY CLERK
Mayor Eisenberg appointed Carie Miller temporary Clerk of Council
at 7: 33 p.m.

Ben Mason, 37 Donald Ross Drive, voiced his opinion on the cable
service issue in Granville. Mr. Mason stated that Dimension has
not done anything that they promised as far as service is
concerned, and that customer service personnel are rude and
unhelpful. Mr. Mason stated that the only bright spot is that
service technicians, in general, are pleasant.
Mary Fellabaum, of the GBPA addressed the Council, stating that
the village Christmas tree is going to need lights strung.
Denison University, which usually had helped in the stringing,
suggested that the Village now take that responsibility, since
they now have equipment to do so. Mr. Plunkett stated that it
would cost the village extra money to pay the service workers
overtime. Mayor Eisenberg motioned that the Village decorate the
tree. Motion seconded by Councilmember Vance. Motion carried.
COMMITTEE REPORTS
Planning Commission -Councilmember Shulman reported on the
Planning Commission' s November 16th meeting. At that meeting,
three Architectural Review applications were reviewed and
approved.

OLD BUSINESS
Ordinance No. 41-92, "An Ordinance To Allow The Construction Of
An Architectural Wall At The Premises Known As 233 East Broadway,
Within The Public Right- Of Way, As Recommended By The Granville
Planning Commission"w,as asked to be removed from the table by
Councilmember Vance. Councilmember Herman voiced that he would
like to have this Ordinance approved for its adoption. Seconded
by Garrett. Council vote; Garrett yes, Herman yes, Shulman yes,
Vance Yes, Freytag yes, Marshall yes, Eisenberg yes. Ordinance
approved.
Dimension Cable Franchise, Judith Pierce asked if Village Council
would now deal with the subject of the franchise renewal. Since
the current franchise agreement won' t expire until June 1, 1994,
Councilmembers didn' t see it as something to act upon until later
in 1993. Mayor Eisenberg thanked Ms. Pierce for her time and
presentation.
East Granville Sewage Study- Jerry Turner, Bird &Bull,
presented his report on the revised Granville east sewer study.
Jerry proposed conduction of a trunk sewer to run along the bike
path and State Route 16. Jerry admitted that would be expensive
but well worth it in the future. Mayor Eisenberg suggested
Council defer further discussion until budget proposal is
reviewed. Motion seconded by Councilmember Vance. Mayor
Eisenberg thanked Jerry for his time and presentation.
NEW BUSINESS
Resolution 92-58, "A Resolution To Award The Bid For The Purchase
Of Water And Sewage Treatment Chemicals"was moved for adoption
by Councilmember Garrett. Mayor suggested to hold a public
hearing on December 2, 1992. Motion seconded by councilmember
Marshall. Motion carried.
Resolution No. 92-59, " A Resolution To Authorize The Village
Manager To Enter In to A Contract With Bohn NBBJ For Conduct Of A
Feasibility Study On Parkways In Granville."No action was taken
on this resolution.
Resolution No. 92-60, "A Resolution To Establish The Time And
Place Of A Public Hearing For The 1993 Municipal Budget As
Proposed By The Village Manager"w,as moved for adoption by
Councilmember Freytag. Motion seconded by Councilmember Vance.
Motion carried.
Resolution No. 92-61, " A Resolution Authorizing The Village
Manager To Enter Into A Mutual Aid Compact Agreement With Other
Political Subdivisions In Licking County, Ohio, To Provide For
Mutual Assistance By The Interchange And Use Of Police Department

Personnel And Equipment Declaring An Emergency,w"as motioned for
adoption by Councilmember Marshall. Motioned seconded by
Councilmember Garrett. Motion carried.
ADDITIONAL ITEMS DISCUSSED BUT NOT ON THE AGENDA
Councilmember Garrett suggested that the right north bound lane
on Cherry Valley Road at State Route 16, be a right-turn and
straight ahead lane. Mr. Plunkett stated that this was not
possible, and that he would have more information at the next
meeting for her.
Village Manager noted that Evelyn Frolking, Head of Welsh Hills
School did not attend the meeting to argue her case concerning
the Munson House move. Mayor Eisenberg made a motion that we
bill her for labor and relieve use of the cost for the service
vehicle. Councilmember Shulman seconded. Motion carried.
ADJOURNMENT
Councilmember Vance moved for adjournment, seconded by Vice Mayor
Marshall. Motion carried.
Meeting adjourned at 10: 25 p.m.
