CALL TO ORDER
Mayor Eisenberg called the meeting to order at 7: 30 a.m.
ROLL CALL
Responding to roll call were:

Councilmember Herman moved to excuse absentee member Garrett.
Motion seconded by Councilmember Vance. Motion carried.
NEW BUSINESS
Ordinance No. 339-2, A"n Ordinance Providing For The Issuance Of
590,000 Of Notes By The Village Of Granville, Ohio, In
Anticipation Of The Issuance Of Bonds For The Purpose Of Paying
Part Of The Costs Of Constructing Improvements To The Waterworks
System, And Declaring An Emergencyw,"as introduced and title
read by Vice Mayor Marshall.
Vice Mayor Marshall moved for the adoption of the Emergency
Clause, Section 12, and read the section in its entirety. Motion
seconded by Councilmember Vance. Roll call vote: Marshall- yes,
Vancey-es, Hermany-es, Freytagy-es, Shulmany-es, Eisenbergy-es, Garrett- absent. Six yes votes, one member absent. Motion carried.
Emergency Clause, Section 12, duly adopted.
Vice Mayor Marshall moved for the adoption of Ordinance No.
33-92. Motion seconded by Councilmember Vance. Roll call vote:
Marshally-es, Vancey-es, Hermany-es, Freytagy-es, Shulmany-es, Eisenberg- yes, Garrett- absent. Six yes votes, one member absent.
Motion carried. Ordinance No. 33-92 duly adopted.
Ordinance No. 349-2, A"n Ordinance To Approve And Adopt Current
Replacement Pages To The Codified Ordinances; And Declaring An
Emergency,w"as introduced and title read in its entirety by
Councilmember Freytag.
Councilmember Freytag moved for adoption of the Emergency
Clause, Section III, and read the section in its entirety. Motion
seconded by Councilmember Herman. Roll call vote: Freytag- yes,
Hermany-es, Vancey-es, Shulmany-es, Marshally-es, Eisenbergy-es, Garrett- absent. Six yes votes, one member absent. Motion carried. Emergency Clause, Section III, duly adopted.

Councilmember Freytag moved for the adoption of Ordinance
No. 34-92. Motion seconded by Vice Mayor Marshall. Roll call
vote: Freytagy-es, Marshally-es, Hermany-es, Vancey-es, Shulmanyes,
Eisenberg- yes, Garrett- absent. Six yes votes, one member
absent. Motion carried. Ordinance No. 34-92 duly adopted.
MEETING ANNOUNCEMENTS
Manager Plunkett announced that he had a call from Dan Pallante
who lives on the south side of Newark- Granville Road between
Fairview and the Spring Hills Baptist Church property. Mr.
Plunkett said Mr. Pallante stated he and several of his neighbors
are interested in discussing steps required in preparing for an
annexation. Mr. Plunkett said he scheduled the worksession for
Wednesday, October 14, 1992, at 7: 00 p.m.,in Village Council
Chambers.
Members questioned whether annexing that portion would make
the Village a city.
Manager Plunkett responded and said, no, noting that the
college population couldn't be used to go over the 5,000 mark to
make a village a city.
ADJOURNMENT
Vice Mayor Marshall moved for adjournment. Motion seconded by
Councilmember Vance. Motion carried.
Meeting adjourned at 7: 44 a.m.
