CALL TO ORDER (by Mayor Hartfield at 9:25am) 

ROLL CALL

Those responding to the roll call were Councilmembers Johnson, Lerner, McGowan, Montgomery, O'Keefe, Vice Mayor Barsky, Mayor Hartfield, Manager Stilwell and Law Director King. 

NEW BUSINESS 

Manager Stilwell welcomed everyone to the Council Retreat.  Manager Stilwell explained that this meeting would be a work session with no decisions made by Council.  Public in attendance was welcome to the event, but would not be able to participate or comment.  Manager Stilwell indicated that he would report the results of the meeting to Council during the February 19th meeting and to the media. 

Manager Stilwell provided Council with a PowerPoint presentation listing the goals Council set at the 2012 retreat, completed accomplishments and anticipated projects for 2014.  A copy of that presentation would be attached to the final draft of these minutes. 

Manager Stilwell led Council in identifying the following as possible goals to work toward over the next two year.  (These goals are listed in the order in which they were suggested.) 

  1. Street, sidewalk, central business district beautification
  2. Determine future of the Granville Golf Course
  3. Work with Township to encourage Economic Development
  4. Identify what types of businesses Granville should solicit
  5. Develop a plan for recruitment of new businesses to the area
  6. Central Business District multi-level parking garage
  7. Paperless Council packets
  8. Expand the variety of businesses in the Central Business District
  9. Resolve lime lagoon issue
  10. Address building improvement concerns in Central Business District
  11. Educate & involve community with and about emergency management plan
  12. Efficiency in spending to lower costs
  13. Develop environmental standards and practices for municipality
  14. Property maintenance
  15. Balance regulations with financial costs for both private and public sectors
  16. Build a sidewalk for Burg Street
  17. Develop a community group to assist neighbors
  18. Maintain sustainability of Village financials
  19. Encourage development of senior housing
  20. Sensitivity to events in Central Business District
  21. Encourage environmental measures as part of the zoning code
  22. Encourage investment in the upgrading of the electrical distribution system including the installation of higher poles (55’)
  23. Continue to build collaboration between Village and Township
  24. Expand funding for Tree & Landscape Commission for tree replacement
  25. Enhance communication with community
  26. Encourage greater citizen participation in local government
  27. Maintain drinking water quality
  28. Sidewalk maintenance in Central Business District

Each Councilmember selected ten of these goals and ranked them from ten to one, with ten being the most important. 

Council’s ranking exercise established the following goals as the most important. (These goals were ranked in the order of importance. 

  1. Street, sidewalk, central business district beautification
  2. Develop a plan for recruitment of new businesses to the area
  3. Determine future of the Granville Golf Course
  4. Encourage greater citizen participation in Village government
  5. Maintain sustainability of Village financials
  6. Property maintenance
  7. Work with Township to encourage Economic Development

Council reviewed additional material provided by staff including the growth of the Village school district, future zoning code amendments and potential capital improvement projects. 

Council’s goals and objectives would be presented to Council and the community at the February 19, 2014 Council meeting.
