AN ORDINANCE TO ADD SECTION 925.07 (j) TO THE CODIFIED
ORDINANCES OF THE VILLAGE OF GRANVILLE TO PROVIDE MEANS FOR
PROTECTING THE PUBLIC WATER SYSTEM FROM CONTAMINATION DUE TO THE
BACKFLOW OF CONTAMINANTS THROUGH THE WATER SERVICE CONNECTION
INTO THE PUBLIC WATER SYSTEM.
WHEREAS, Section 6109. 13 of the Ohio Revised Code requires
protection of the public water system from contamination through
any connection whereby water from a private, auxiliary, or
emergency water system may enter the public water system; and
WHEREAS, Section 3745-95 of the Ohio Administrative Code
requires protection of the public water system from contamination
due to backflow of contaminants through the water service
connection; and
WHEREAS, the Ohio Environmental Protection Agency requires
the maintenance of a continuing program of cross- connection
control which will systematically and effectively prevent the
contamination of all potable water systems; and
WHEREAS, in order to accomplish these goals it is necessary
to introduce restrictions that go beyond usual plumbing code
requirements;
NOW, THEREFORE, be it ordained by the council of the Village of
Granville, State of Ohio that:

Backflow prevention and cross- connection control
is hereby adopted by the Village of Granville, for
the purpose of preventing backflow and providing
cross-connection control in the public water
system, Rules 3745-95-01 through 3745-95-08 of the
Ohio Environmental Protection Agency Rules and
Regulations for Public Water Systems, as were
effective November 26, 1980, save and except that
Director"as defined in Rule 3745-95-01(W) shall
mean the Director of Utilities of the Village of
Granville or his duly authorized representative and,
further provide that "Public Water System"as
defined in rule 3745-95-01(T) shall mean the Village
of Granville's Public Water System.
This ordinance shall take effect and be in full
force from and after the earliest period allowed by
law.
