2610 Newark-Granville Rd. – Welsh Hills School- Application #2012-02
Institutional District (ID) The request is for review and approval of a detached accessory structure (garden shed).
Swearing in of Witnesses – Mr. Ryan swore in John Meiser, Michelle Lerner and Debi Walker.
John Meiser, Head of School, Welsh Hills School, 2610 Newark-Granville Road, introduced the proposed project to the Commissioners. He indicated they are proposing the installation of a new garden shed to be located near the existing greenhouse at the southwestern corner of the main building.
Mr. Ryan inquired as to the proposed location of the garden shed and whether or not it could be sited to align with the existing greenhouse.
Mr. Meiser responded that the shed was sited as a result of drainage issues adjacent to the greenhouse and the location of a compost pile. A swale is located to the south of the greenhouse and is visible on the aerial photograph included in the submittal.
Ms. Hoyt asked about the area directly behind the greenhouse as a possible location. Ms. Lerner indicated that the area Ms. Hoyt was referring to was already occupied by raised planting beds and tables.
Mr. Ryan further inquired as to whether the shed would be visible from Newark-Granville Road. Ms. Lerner shared that the shed would be painted white with green trim to match the school building. Mr. Meiser stated that the evergreen trees visible in the aerial photo have grown significantly and that there would be additional screening provided by the evergreen trees closer to Newark-Granville Road.
Mr. Hawk inquired as to the distance between the edge of the paved parking lot and the proposed shed. Ms. Walker offered that the distance appeared to be approximately 8-10 feet based on the aerial mapping. Mr. Meiser contributed that there was a need to have the shed relatively close to the parking lot in order to utilize a wheelbarrow to move and load things into the shed and that a ramp of some type will eventually be needed.
Mr. Mitchell made a motion to approve Application #2012-02 as presented. Seconded by Mr. Hawk. Roll Call Vote to Approve Application #2012- 02 : Mitchell (yes), Hawk (yes), Hoyt (yes), Ryan (yes). Motion carried 4-0.
Finding of Fact Approvals:
Application #2012-02: Welsh Hills School; 2610 Newark-Granville Road; Exterior Modifications
Approve Findings of Fact and Associated Standards and Criteria.
The Planning Commission found the request to be consistent with The Granville Codified Ordinances Chapter 1169, Institutional District and hereby gives their approval of Application #2012-02 as submitted by the applicant.
Mr. Mitchell moved to approve the Findings of Fact for Application #2012-02. Seconded by Mr. Johnson. Roll Call Vote: Mitchell (yes), Johnson (yes), Hawk (yes), Ryan (yes). Motion carried 4-0.
Motion to approve absent Planning Commission Member:
Mr. Hawk moved to excuse Jack Burriss from the January 23, 2012 Planning Commission meeting. Seconded by Mr. Mitchell. Motion carried 4-0.
Motion to approve meeting minutes for the January 9, 2012 Planning Commission Meeting:
The Planning Commission had just received a draft copy of the meeting minutes and agreed to review them at the February 13, 2012 meeting.
Motion to approve the Planning Commission Rules & Regulations for 2012:
Mt. Mitchell moved to approve the Planning Commission Rules & Regulations for 2012, seconded by Mr. Hawk. Motion carried 4-0.
Mr. Mitchell moved to adjourn the Planning Commission meeting, seconded by Mr. Hawk. Motion carried 4-0.
