Call to Order:  Mr. Hawk (Chair) called the meeting to order at 7 p.m.

Members Present:   Mr. Hawk, Mr. Burris, Mr. Wilken, Mr. Potaracke, Rob Montgomery (ex-officio member Village Council, Non-Voting) Tim Klingler (ex-officio member GEVSD, Non-Voting)

Members Absent:  Mr. Eklof.

Staff Present: Debi Walker, Acting Village Planner; Mike King, Village Law Director

Also Present: Robert and Caterina Musick, Jodi Melfi

Citizens’ Comments:  None.

New Business: (33.785) acre parcel located on Township Road 133 (also known as Hallie Lane Road) (OSD); Parcel No. 200212020045703; Robert Musick; Application #2015-170:

The applicant proposes the following:

  1. In relationship to Lot Split 2; there are also two (2) adjacent property transfers;
  2. A point six-seven-six (0.676) acre parcel that will be combined with Licking County Auditors Parcel No. 200605310015501 (also known as 1947 Hallie Lane) located in Union Township; and
  3. A point five-five-four (0.554) acre parcel that will be combined with a pending lot split of nine-point-two-three-eight (9.238) acres located in Union Township to form a ten-point-four six-eight (10.468) acre parcel with access to Hallie Lane Road.

The subject 33.785 acre parcel is located within the Granville Open Space District (OSD).     

Swearing in of Witnesses: Mr. Hawk swore in Robert Musick and Debi Walker.

Discussion: Mr. Robert Musick, 1767 Hallie Lane Road, stated:

He and his partner of Misty Hollow LLC, purchased the property located on Township Road 133, in both Union and Granville Townships, and would like to split the 33.785 acre parcel into two lots.  The resulting acreage for each parcel would be 15.667 acres (Lot #1) and 16.897 acres (Lot #2), which they then plan to sell. Mr. Musick also stated Union Township has already approved the lot split, and now the split is just pending Granville’s approval.

The Planning Commission reviewed the standards and criteria pertaining to Application #2015-170; Chapter 1113.02 Subdivision without plat (Lot split) and affirmed Staff findings as to compliance with the requirements.

Mr. Wilken made a motion to approve Application #2015-170 as submitted.  Second by Mr. Potaracke.  Roll Call Vote to Approve Application #2015-170:  Burriss (Yes), Potaracke (Yes), Wilken (Yes), Hawk (Yes).  Motion Carried 4-0.

127 South Main Street; Application #2015-173; Nate Fouty, of Mickey’s Roofing, on behalf Daryl Tulimieri; Roofing Materials Change: The request is for architectural review and approval for the removal of three-tab asphaltic shingle and replacement with Owens Corning Duration dimensional asphaltic shingles in Oakridge. The property is zoned Village Residential District (VRD) and is located within the Architectural Review Overlay District (AROD).

Discussion: Debi Walker, Acting Village Planner, stated:

Ms. Walker represented the application as Mr. Tulimieri and his contractor were unable to attend the Planning Commission hearing. She stated the applicant is asking to replace the upper roof only with Owens Corning Duration shingles in an Oakridge color, and that the project is in keeping with other projects approved in the District.

The Planning Commission reviewed the standards and criteria pertaining to Application #2015-173:

  1. Is stylistically compatible with other new, renovated and old structures in the Village District?  Mr. Burris stated TRUE, the proposed improvements are consistent with other projects approved in the District.  All other members concurred with Mr. Burris.
  2. Contributes to the improvement and upgrading of the historical character of the Village District.  Mr. Burris stated TRUE, the proposed materials, design and appearance are appropriate and contribute to the upgrading of the area and the District overall.  All other members concurred with Mr. Burris.
  3. Contributes to the continuing vitality of the District.  Mr. Burris stated TRUE, that, as above in item b, the proposed design and materials are consistent and therefore contribute to the vitality of the District overall.  All other members concurred with Mr. Burris.
  4.  Protects and enhances examples of the physical surroundings in which past generations lived.  Mr. Burris stated TRUE, the proposed improvements are consistent and historically correct with other projects previously approved in the district, thereby protecting the physical surroundings in which past generations lived.  All other members concurred with Mr. Burris.

Mr. Wilken made a motion to approve Application #2015-173, as submitted. Second by Mr. Potaracke.  Roll Call Vote to Approve Application #2014-173:   Potaracke (Yes), Burriss (Yes), Wilken (Yes), Hawk (Yes).  Motion Carried 4-0.

134 North Prospect Street; Application #2015-177; Jodi Melfi of Jodi Melfi Design, on behalf of The Creative Coop; Window Signs:  The request is for architectural review and approval of six (6) small window signs. The property is zoned Village Business District (VBD) and is located within the Architectural Review Overlay District (AROD).

Discussion: Jodi Melfi, 130 North Prospect Street - #K stated:

She would like a total of five store front window and door signs.  The signs would all be an identical translucent sign, and they would have a sandblasted appearance.  The size of the signs would be a total of 7.777 square feet, which is under the allowed 8 square feet size.

The Planning Commission reviewed the standards and criteria pertaining to Application #2015-177:

  1. Is stylistically compatible with other new, renovated and old structures in the Village District?  Mr. Burris stated TRUE, the proposed improvements are consistent with other projects approved in the District.  All other members concurred with Mr. Burris.
  2. Contributes to the improvement and upgrading of the historical character of the Village District.  Mr. Burris stated TRUE, the proposed materials, design and appearance are appropriate and contribute to the upgrading of the area and the District overall.  All other members concurred with Mr. Burris.
  3. Contributes to the continuing vitality of the District.  Mr. Burris stated TRUE, that, as above in item b, the proposed design and materials are consistent and therefore contribute to the vitality of the District overall.  All other members concurred with Mr. Burris.

136 North Prospect Street; Application #2015-178; Jodi Melfi of Jodi Melfi Design, on behalf of Mathnasium (Diane Curtis); Window Signs: . The request is for architectural review and approval of two (2) window signs. The property is zoned Village Business District (VBD) and is located within the Architectural Review Overlay District (AROD).

Swearing in of Witnesses: Mr. Hawk swore in Jodi Melfi and Debi Walker

Discussion: Jodi Melfi, 130 North Prospect Street - #K stated:

She would like to apply two window signs to the windows of the space occupied by Mathnasium.  Both would be a white and red vinyl. One sign centered on the three large windows, and the other would be similar in appearance and be placed on the door.

The Planning Commission reviewed the standards and criteria pertaining to Application #2015-178:

  1. Is stylistically compatible with other new, renovated and old structures in the Village District?  Mr. Burris stated TRUE, the proposed improvements are consistent with other projects approved in the District.  All other members concurred with Mr. Burris.
  2. Contributes to the improvement and upgrading of the historical character of the Village District.  Mr. Burris stated TRUE, the proposed materials, design and appearance are appropriate and contribute to the upgrading of the area and the District overall.  All other members concurred with Mr. Burris.
  3. Contributes to the continuing vitality of the District.  Mr. Burris stated TRUE, that, as above in item b, the proposed design and materials are consistent and therefore contribute to the vitality of the District overall.  All other members concurred with Mr. Burris.

136 North Prospect Street; Application #2015-179; Jodi Melfi of Jodi Melfi Design, on behalf of Mathnasium (Diane Curtis); Sidewalk Sign: The request is for architectural review and approval of a sidewalk sign.  The property is zoned Village Business District (VBD) and is located within the Architectural Review Overlay District (AROD).

Discussion: Jodi Melfi, 130 North Prospect Street - #K stated: She would like to have a two sided white sandwich board displayed near  Mathnasium  at 136 North Prospect Street. The intention is to display the sidewalk sign as illustrated - against the building wall, so clients can see where the business is located from East Broadway. The sign currently exists. The applicant has been advised she is unable to utilize it prior to approval and understands it is to be displayed during business hours only.  Mr. Montgomery asked if sign would interfere with pedestrian walk way. He was informed that it would not because the sign does not cross the crease in the sidewalk. It was noted Ms. Melfi would also have to receive approval from the BZBA, because the building would be increasing the number of sidewalk signs from one (1) to two (2) signs.

The Planning Commission reviewed the standards and criteria pertaining to Application #2015-179:

  1. Is stylistically compatible with other new, renovated and old structures in the Village District?  Mr. Burris stated TRUE, the proposed improvements are consistent with other projects approved in the District.  All other members concurred with Mr. Burris.
  2. Contributes to the improvement and upgrading of the historical character of the Village District.  Mr. Burris stated TRUE, the proposed materials, design and appearance are appropriate and contribute to the upgrading of the area and the District overall.  All other members concurred with Mr. Burris.
  3. Contributes to the continuing vitality of the District.  Mr. Burris stated TRUE, that, as above in item b, the proposed design and materials are consistent and therefore contribute to the vitality of the District overall.  All other members concurred with Mr. Burris.
  4.  Protects and enhances examples of the physical surroundings in which past generations lived.  Mr. Burris stated TRUE, the proposed improvements are consistent and historically correct with other projects previously approved in the district, thereby protecting the physical surroundings in which past generations lived.  All other members concurred with Mr. Burris.

Mr. Wilken made a motion to approve Application #2015-179, as submitted, with the condition the applicant receive the required variance from the BZBA. Second by Mr. Potaracke.  Roll Call Vote to Approve Application #2014-179: Burriss (Yes), Potaracke (Yes) Wilken, (Yes) Hawk (Yes).  Motion Carried 4-0.

Finding of Fact Approvals:

New Business:

Application #2015-170; (33.785) acre parcel located on Township Road 133 (also known as Hallie Lane Road) (OSD); Parcel No. 200212020045703; Robert Musick; Lot Split: Approve Findings of Fact and Associated Standards and Criteria.  The Planning Commission found the request to be consistent Chapter 1113, Procedure for Plat Approval, Chapter 1165, Open Space District (OSD) , and Chapter 1196 Access Management Plan and Guidelines and Standards, and hereby gives approval of Application #2015-170. 

Mr. Burris moved to approve the Findings of Fact for Application #2015-171. Second by Mr. Wilken. Burriss (Yes), Potaracke (Yes), Wilken (Yes), Hawk (Yes). Motion Carried 4-0.

Application #2015-173: Nate Fouty of Mickey’s Roofing for Daryl Tulimieri; 127 South Main; Roofing Materials Change: The Planning Commission found the request to be consistent with Chapter 1159, Village Residential District, and Chapter 1161, Architectural Review Overlay District (AROD), and hereby gives approval of Application #2015-173. 

Mr. Burris moved to approve the Findings of Fact for Application #2015-173.  Second by Mr. Wilken. Potaracke (Yes), Wilken (Yes), Burriss (Yes), Hawk (Yes). Motion Carried 4-0.

Application #2015-177: Jodi Melfi of Jodi Melfi Design, on behalf of Creative Coop; 134 North Prospect Street; Window Signs: The Planning Commission found the request to be consistent with Chapter 1161, Architectural Review Overlay District (AROD) and Chapter 1189, Signs, and hereby gives approval of Application #2015-177.   

Mr. Burris moved to approve the Findings of Fact for Application #2015-177.  Second by Mr. Potaracke. Wilken (Yes), Burriss (Yes), Potaracke (Yes), Hawk (Yes). Motion Carried 4-0.

Application #2015-178: Jodi Melfi of Jodi Melfi Design, on behalf of Mathnasium (Diane Curtis); 136 North Prospect Street; Window Sign: The Planning Commission found the request to be consistent with Chapter 1161, Architectural Review Overlay District (AROD) and Chapter 1189, Signs, and hereby gives approval of Application #2015-178.   

Mr. Burris moved to approve the Findings of Fact for Application #2015-178.  Second by Mr. Wilken. Burriss (Yes), Potaracke (Yes), Wilken (Yes), Hawk (Yes). Motion Carried 4-0.

Application #2015-179: Jodi Melfi of Jodi Melfi Design, on behalf of Mathnasium (Diane Curtis); 136 North Prospect Street; Sidewalk Sign: The Planning Commission found the request to be consistent with Chapter 1161, Architectural Review Overlay District (AROD) and Chapter 1189, Signs, and hereby gives approval of Application #2015-179.   

Mr. Burris moved to approve the Findings of Fact for Application #2015-179.  Second by Mr. Wilken. Wilken (Yes), Burriss (Yes), Potaracke (Yes), Hawk (Yes). Motion Carried 4-0.

Motion to approve absent Commission Member (if necessary):  Mr. Wilken made a motion to excuse the absence of Mr. Eklof.  Second by Mr. Potaracke.  Burriss (Yes), Potaracke (Yes), Wilken (Yes) and Hawk (Yes).  Motion Carried 4-0.

Motion to approve the Planning Commission Meeting Minutes from December 14th, 2015 Planning Commission hearing:  Mr. Potaracke made a motion to approve the minutes from the December 14th, 2015 Planning Commission Meeting.  Mr. Wilken Second.  All in favor voice vote:  Motion carried 4-0.
