Legislation Adopted January 3, 2018

The Granville Village Council adopted the following legislation at the January 3, 2018 regular meeting:

Ordinance No. 18-2017, An Ordinance Approving a Joint Public Improvement Project Between the Village of Granville and Granville Township, and Authorizing a Real Property Lease to Facilitate the Construction of a Township Fire Department Located on Village Property at 1833 Lancaster Road

This ordinance permits the Township to lease property from the Village at 1833 Lancaster Road for the building of a fire department.

Resolution No. 2018-01, A Resolution Authorizing the Village Manager to Advertise for Bids for Various Village Projects and Items Throughout 2018

This resolution requests Council’s permission to proceed with advertising for bids for items or projects for the entire year.  The Village complies with all local and state purchasing rules and regulations.  These projects and items were approved expenditures in the 2018 budget.  Providing staff with approval to advertise for bids with one resolution streamlines the bidding process and Council agendas.  The projects or items that need to go through the bid process for 2018 include street improvement project, the purchase of water chemicals, lime sludge removal, SCADA System equipment, South Cherry Street improvements and Cedar Street water main upgrade.

Resolution No. 2018-02, A Resolution Authorizing the Village Manager to Execute an Agreement Between the Village of Granville and the American Federation of State, County and Municipal Employees (AFSCME), Ohio Council 8, Representing the Full-Time Service, Utility and Maintenance Workers and the Full-Time Police Dispatchers, an Agreement Effective for the Period From January 1, 2018, Through Decembers 31, 2020

The union membership ratified a proposed labor agreement for the period beginning January 1, 2018 until December 31, 2020.  The proposed agreement is in compliance with instructions from the Village Council. As a relatively new labor agreement, there were not many issues that needed to be re-negotiated. There were a number of clarifications and language changes necessary to bring the agreement into compliance with state law.  Contract wage increases were negotiated at rates of 2% for 2018, 1.75% for 2019 and 1.75% for 2020.

All legislation is available for review at the Village office during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village office is located at 141 East Broadway.
