Legislation Adopted September 5, 2018

The Granville Village Council adopted the following legislation at the September 5, 2018 regular meeting:

Ordinance No. 12-2018, An Ordinance to Amend Ordinance No. 15-2017 Providing for Adjustments of the Annual Budget for the Fiscal Year 2018, and Revising Sums of Operating Expenses

This ordinance establishes a supplemental appropriation to allocate funds for the construction of a new service department complex on Columbus Road allocating $2.9 million toward this project and the purchase of a new server for the police department for $13,000.

Ordinance No. 13-2018, An Ordinance Providing for the Issuance of Not to Exceed $2,900,000 of Notes by the Village of Granville, Ohio, in Anticipation of the Issuance of Bonds for the Purpose of Paying Part of the Cost of Constructing a Service Department Complex

The ordinance authorizes the issuance of bond anticipation notes in the amount of $2,900,000 for financing to build a new Village service department complex located along Columbus Road. The notes are in the amount of $2,900,000 and carry a current annual interest rate of +/- 2.0%. 

Resolution No. 2018-42, A Resolution to Award the Contract for the Collection, Transportation, and Processing of Residential Refuse, Recyclables, and Yard Waste to Waste Away Systems, as Per Specifications, and to Authorize the Village Manager to Enter into an Agreement Therefor

This resolution awards the contract for the collection of refuse and recycling to Waste Away Systems.  Waste Away was the low and best bidder with a monthly rate of $20.00 per household and a monthly rate of $18.50 per senior household.  Waste Away Systems will replace Republic Services as the Village’s refuse hauler.  Pick-up day will change to a two-day process.  Additional information regarding the transition will be mailed to residents shortly.

Resolution No. 2018-43, A Resolution to Award the Contract for the Purchase of Water Treatment Chemicals to Mid-Ohio Valley Lime, Inc.

This resolution awards the contract for the purchase of water treatment chemicals (lime) for 2019 to Mid-Ohio Valley Lime, Inc.  Four bids were received with Mid-Ohio being the lowest bidder at $16800 per ton. The other bids ranged from $192.58 per ton to $251.38 per ton. (Previous contract prices were $137.24 per ton in 2018, $137.24 per ton in 2017, $142.50 per ton in 2016, $141.50 per ton in 2015, $137.00 per ton in 2014, $137.00 per ton in 2013, and $135.00 per ton in 2012.) 

Resolution No. 2018-44, A Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor

The annual resolution is required to accept the inside property tax millage (2.5 mills) and estimated revenues that were determined by the Licking County Budget Commission.  (Inside Millage is un-voted millage that is within the 10-mill statutory limitation on un-voted property taxes.)  The millage is unchanged from prior years and will generate approximately $482,630 in revenue for the Village.  This resolution also authorizes the County Auditor to levy that inside millage on behalf of the Village.

             Resolution No. 2018-45, A Resolution to Award the Contract for the Construction of the New Village Service Department Complex to Robertson Construction, as Per Specifications, and to Authorize the Village Manager   to Enter into an Agreement Therefor

This resolution awards the contract to Robertson Construction to construct the new service department complex for a cost of up to $2,900,000 on leased property from Granville Township along Columbus Road.

All legislation is available for review at the Village Offices during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Offices are located at 141 East Broadway.
