At its regular meeting on November 15, 2017, the Granville Village Council scheduled a hearing for December 6, 2017 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following

Ordinance No. 16-2017, An Ordinance to Authorize the Village Manager to Enter into a Lease Agreement with the Board of Granville Township Trustees for the Lease of Property Located at 1554 Columbus Road

This ordinance would permit the Village to lease property at the Township’s 1554 Columbus Road service complex for the building of a Village service complex

            Ordinance No. 17-2017, An Ordinance to Amend Ordinance No. 09-2016 Providing for Adjustment of the Annual Budget for the Fiscal Year 2017 and Revising Sums for Operating Expenses

Ordinance No. 17-2017 is a supplemental appropriation ordinance to amend the 2017 annual operating budget to account for a substantial income tax refund

The Granville Village Council adopted the following legislation at the November 15, 2017 regular meeting:

Resolution No. 2017-50, A Resolution to Adjust Mayor’s Court Fines and Costs in Accordance with Granville Codified Ordinances Section 501.99

This resolutions updates the fines and costs for Mayor’s Court.  The Village of Granville current fines do not cover the costs associated with Mayor’s Court.  The last increase in Mayor’s Court costs was in 2004.

Ordinance No. 15-2017, An Ordinance to Make Appropriations for Current Expenses and Other Expenditures of the Village of Granville, State of Ohio, During the Fiscal Year ending December 31, 2018

This ordinance establishes the budget appropriations for Village operations and capital improvement projects for 2018.

Legislation Adopted October 18, 2017

The Granville Village Council adopted the following legislation at the October 18, 2017 regular meeting:

Resolution No. 2017-49, A Resolution Authorizing the Village Manager and Village Law Director to Join a Coalition of Ohio Municipalities Retaining Special Counsel for the Purpose of Challenging the Constitutionality of Amendments to Chapter 718 of the Ohio Revised Code Relating to Municipal Income Tax

This resolution approves the Village joining a coalition to file a mandamus action in the Ohio Supreme Court or injunctive judgment in a Court of Common Pleas against the municipal income tax provisions as set forth in House Bill 49 as well as the original legislation comprehensively rewriting the municipal income tax statue House Bill 5 enacted in 2014.

Legislation Adopted October 4, 2017

The Granville Village Council adopted the following legislation at the October 4, 2017 regular meeting:

Ordinance No. 13-2017,  An Ordinance Consenting to Annexation of Certain Real Property Located at 1536 Newark-Granville Road in Granville Township, Owned by S. R. Larsen Trustee

This ordinance approves the annexation of property owned by S. R. Larsen Trustee at 1536 Newark-Granville Road for the construction of a cluster housing development.

Ordinance No. 14-2017,  An Ordinance Authorizing the Village Manager to Grant a General Permit to Arnold Joseph to License the Use of the Village Right-of-Way at 224 East College Street, Unit B

This ordinance authorizes the Village Manger to enter into an agreement with Arnold Joseph to allow for an encroachment easement of five feet (5’) into Village right-of-way to replace front steps to his home at 224 East College Street, Unit B

Resolution No. 2017-48, A Resolution to Establish the Time and Place of a Public Hearing for the 2018 Municipal Budget as Proposed by the Village Manager

Section 6.06 of the Village Charter requires Council to set a date and time for the public hearing of the budget.  Budget hearing Resolution No. 2017-48 would schedule a public hearing to review the 2018 budget for Wednesday, November 1, 2017 at 7:30pm.  The 2018 budget ordinance will be introduced at the October 18, 2017 Council meeting.

At its regular meeting on September 20, 2017, the Granville Village Council scheduled a hearing for October 4, 2017 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

Ordinance No. 13-2017, An Ordinance Consenting to Annexation of Certain Real Property Located at 1536 Newark-Granville Road in Granville Township, Owned by S. R. Larsen Trustee

This Ordinance would approve the annexation of 1536 Newark-Granville Road, owned by S. R. Larsen Trustee, into the Village to allow the developer to access Village utility services.  This property is being proposed for a development of 37 cluster homes referred to as the Glenshire development.

Ordinance No. 14-2017, An Ordinance Authorizing the Village Manager to Grant a General Permit to Arnold Joseph to License the Use of the Village Right-of-Way at 224 East College Street, Unit B

This Ordinance would grant Arnold Joseph a permit for the replacement of limestone entrance steps with composite steps that encroach onto the Village right-of-way at 224 East College Street, Unit B.  The encroachment would be approximately five-feet into the East College Street right-of-way.

The Granville Village Council adopted the following legislation at the September 20, 2017 regular meeting:

Ordinance No. 11-2017,  An Ordinance Authorizing the Village Manager to Enter into an Annexation Agreement Describing the Intentions of the Parties to Annex Certain Real Property Located Along Weaver Drive in GranvilleTownship, Owned by Raccoon Creek Senior Housing, LLC

This ordinance approves the Village Manager to sign an annexation agreement for the proposed annexation of property owned by Raccoon Creek Senior Housing, LLC on Weaver Drive for the additional development of senior housing.

Ordinance No. 12-2017,  An Ordinance to amend Ordinance No. 09-2016 Providing for Adjustments of the Annual Budget for the Fiscal Year 2017 and Revising Sums for Operating Expenses

This ordinance is a supplemental appropriation ordinance to amend the 2017 annual operating budget to account for the benefit pay-outs for an outgoing employee, K9 units, Cedar Street water line engineering, tax refunds and subdivision inspection costs.

Resolution No. 2017-47, A Resolution to Permit the Demolition of a One-Story, Single-Family Home at 347 East Maple Street

This resolution authorizes the demolition of a one-story, single-family home at 347 East Maple Street.  The Planning Commission reviewed the demolition information and recommended demolition. The Granville Historical Society indicated that the home has no historic significance and has no objection to the demolition.

Ordinance No. 11-2017, An Ordinance Authorizing the Village Manager to Enter into an Annexation Agreement Describing the Intentions of the Parties to Annex Certain Real Property Located Along Weaver Drive in Granville Township, Owned by Raccoon Creek, LLC

Metropolitan Partners has requested annexation of an additional property on Weaver Drive – the parcel to the east of Middleton Assisted Living Facility consisting of 1.17 acres.  Ordinance No. 11-2017 and the Annexation Agreement are very similar to the previous annexation agreements with Metropolitan Partners.

Ordinance No. 12-2017, An Ordinance to Amend Ordinance No. 09-2016 Providing for Adjustments of the Annual Budget for the Fiscal year 2017 and Revising Sums for Operating Expenses

Ordinance No. 12-2017 is a supplemental appropriation ordinance to amend the 2017 annual operating budget to account for police salaries and wages, police benefits, public use fee match, income tax refunds, inspection fees for Village Roots, and engineering for the water department.

Legislation Adopted September 6, 2017

The Granville Village Council adopted the following legislation at the September 6, 2017 regular meeting:

Ordinance No. 10-2017,  An Ordinance to Rescind Chapter 707 of the Codified Ordinances of the Village

of Granville, Ohio and Adopt a New Chapter 707 Pertaining to Peddlers and Solicitors

This ordinance amends the Village’s current Peddlers and Solicitors code to bring it into compliance with state and federal law.

Resolution No. 2017-43, A Resolution to Award the Contract for the Purchase of Water Treatment Chemicals to Mid-Ohio Valley Lime, Inc.

This resolution awards the contract for the purchase of water treatment chemicals (lime) for 2018 to Mid-Ohio Valley Lime, Inc.  Four bids were received with Mid-Ohio being the lowest bidder at $137.19 per ton. The other bids ranged from $137.30 per ton to $237.19 per ton. (Previous contract prices were $137.24 per ton in 2017, $142.50 per ton in 2016, $141.50 per ton in 2015, $137.00 per ton in 2014, $137.00 per ton in 2013, $135.00 per ton in 2012 and $130.00 per ton in 2011.) 

Resolution No. 2017-44, A Resolution Authorizing the Village Manager to Enter into a Contract for 2017 and 2018 with William Caskey for Services as Chief of Police

This resolution expresses Council’s desire to recognize and formalize a contract with Chief Caskey to retain him as police chief. The impact and continuous improvement in the police department is significant.  While all of the officers have played a part in improving services and the connection with our community, Chief Caskey’s influence in that progress has been a major contributing factor.

Resolution No. 2017-45, A Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor

The annual resolution is required to accept the inside property tax millage (2.5 mills) and estimated revenues that were determined by the Licking County Budget Commission.  (Inside Millage is un-voted millage that is within the 10-mill statutory limitation on un-voted property taxes.)  The millage is unchanged from prior years and will generate approximately $416,000 in revenue for the Village.  This resolution also authorizes the County Auditor to levy that inside millage on behalf of the Village.

Resolution No. 2017-46, A Resolution Endorsing the Granville Recreation District’s Plan to Tear Down the Existing Wildwood Park Playground and Construct a New Playground at Wildwood Park, as Endorsed  by the T J Evans Foundation

This resolution expresses Council’s endorsement for the Granville Recreation District’s rebuild of the Wildwood Park playground to make it more accessible, ADA compliant and more maintenance-free, as endorsed by the T J Evans Foundation.  Council endorses the GRD in using the existing materials to raise funds for the project through sales and/or auction.

The Granville Village Council adopted the following legislation at the August 16, 2017 regular meeting:

Resolution No. 2017-41, A Resolution Authorizing the Village Manager to Prepare and Submit an Application to Participate in the Ohio Public Works Commission State Capital Improvement Program and to Execute Contracts as Required

This resolution authorizes the Village Manager to submit an Ohio Public Works Commission application to the District 17 Integrating Committee on behalf of the Village of Granville for replacing the water and storm water lines on South Cherry Street.   If the Village receives loan funding through this application; the loan would be at 0% interest for up to 20 years and there would be no penalty for early repayment of the loan.  With or without OPWC support, the Village would also be responsible for 100% of the engineering design costs. 

Resolution No. 2017-42, A Resolution of Appreciation to Rob Montgomery for Service on Village Council and Service to the People of the Village of Granville

This resolution expresses the Village’s appreciation for Rob Montgomery’s service on Village Council from December, 2011 until present.

The Granville Village Council adopted the following legislation at the August 2, 2017 regular meeting:

Resolution No. 2017-38, A Resolution to Appoint Members to the Cherry Valley Road Task Force

This resolution appoints members (Dan Finkelman, Russ Ginise, Carl Jennings, Keith Myers, Brad Smith, Bill Wilken, Debi Yost) to a Cherry Valley Road/east Newark-Granville Road task force.  This group is tasked with reviewing land-use options, possible zoning code changes and potential development options for the Cherry Valley Road and eastern Newark-Granville Road areas a result of the construction of the Thornwood Crossing intersection and the reconfiguration of Cherry Valley Road.

Resolution No. 2017-39, A Resolution to Permit the Demolition of a One-Story, Single-Family Home at 444 West Maple Street

This resolution authorizes the demolition of a one-story, single-family home at 444 West Maple Street.  The Village Manager reviewed the demolition information and recommended demolition. The Granville Historical Society indicated that the home has no historic significance and has no objection to the demolition.

Resolution No. 2017-40, A Resolution to Appoint a Member to the Board of Trustees for the Granville Recreation District

This resolution appoints Katie Richards to the Granville Recreation District for a three-year term expiring on February 28, 2018.  The current Council representative Todd Naille submitted his resignation.

Legislation Adopted July 19, 2017

The Granville Village Council adopted the following legislation at the July 19, 2017 regular meeting:

Ordinance No. 09-2017, An Ordinance Adopting Permanent Zoning (Suburban Residential District – A) for 1174 Newark-Granville Road

This ordinance assigns the Suburban Residential District-A to the newly annexed Himes property at 1174 Newark-Granville Road.  The Planning Commission reviewed the zoning options for this property and recommended that it be assigned Suburban Residential District-A zoning.

Resolution No. 17-39, A Resolution to Fill a Vacancy on the Granville Arts Commission

This resolution approves the appointment of Laurie MacKenzie-Crane to the Granville Arts Commission as the representative of Denison University.  Ms. MacKenzie-Crane is replacing Anne Townsend following her resignation from the Commission.

At its regular meeting on June 7, 2017, the Granville Village Council scheduled a hearing for June 21, 2017 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

Ordinance No. 08-2017, An Ordinance to Amend Ordinance No. 09-2016 Providing for Adjustments to the Annual Budget for Fiscal Year 2017 and Revising Sums for Operating Expenses

This ordinance is a supplemental appropriation ordinance to amend the 2017 annual operating budget to account for additional appropriations for sidewalk repairs, lining the sewer line on South Cherry Street and repair a collapsed storm sewer line.

Legislation Adopted June 7, 2017

The Granville Village Council adopted the following legislation at the June 7, 2017 regular meeting:

Resolution No. 2017-34, A Resolution Supporting Cooperation Between the Village of Granville and Granville Township for the Purpose of Achieving Cost Savings and Operational Efficiencies in the Construction of a New Village Service Center and Township Fire Department Building

This resolution establishes a Memorandum of Understanding between Granville Village Council and Granville Township Trustees to explore moving the Granville Township Fire Department to Village property on South Main Street where the Village’s Service Department currently stands.  The Township would then allow the Village Service Department to be located on a portion of the Township Service Complex property. 

Resolution No. 2017-35, A Resolution of Support for the memorandum of Understanding Between the Bryn Du Commission and the Granville Recreation District

Following the request of Village Council in December, 2016 requesting that the Bryn Du Commission and the Granville Recreation District look at the utilization of the Bryn Du property and future programming to enhance public access to the property, that committee returned to Council and Memorandum of Understanding outlining how the two entities can work together.  There was a desire for the boards to work through differences and explore opportunities and report back on progress within a fairly specific and short timeframeThis Memorandum of Understanding is the result of a four month collaborative process to determine how Bryn Du can be best utilized by the community.

Resolution No. 2017-36, A Resolution to Authorize the Village Manager to Auction or Advertise for Bids the Sale of Surplus Equipment

This resolution would authorize the Village Manager to auction or to advertise for bids the sale of twelve traffic signals.

Legislation Adopted May 17, 2017

The Granville Village Council adopted the following legislation at the May 17, 2017 regular meeting:

Resolution No. 2017-32, A Resolution to Permit the Demolition of a One-Story, Single-Family Home with an Attached Garage at 207 South Pearl Street

This resolution authorizes the demolition of a one-story, single-family home with an attached garage at 207 South Pearl Street.  This application was reviewed and approved for demolition by the Planning Commission.  The Granville Historical society also reviewed the application and found no historical value to the house.  The applicant proposed leaving the area as green space.

Resolution No. 2017-33, A Resolution to Appoint A Member to the Volunteer Peace Officers Dependents Fund Board in Accordance with the Provisions of the Ohio Revised Code Section 143.02

This resolution appoints Office Sidney Brown to the Volunteer Peace Officers Dependents Fund Board.  Former Granville Police Office Matt Brown was the police representative, but he is no longer with the department.  The purpose of this Board is to determine the validity of claims and the amount to be paid to the families of any volunteer officer injured or killed in the line of duty as an officer of the Village of Granville.

Legislation Adopted May 3, 2017

The Granville Village Council adopted the following legislation at the May 3, 2017 regular meeting:

Resolution No. 2017-28, A Resolution to Appoint a Member to the Union Cemetery Board of Trustees

This resolution (re)appointed Kevin Bennett as the community representative to the Union Cemetery Board.  Mr. Bennett’s term on the Board expired on May 31, 2017, with the new term expiring on May 31, 2020.

Resolution No. 2017-29, A Resolution to Declare, with the Granville Township Trustees, that Operation and Maintenance of the Union Cemetery, Under the Provisions of Section 759.27 of the Ohio Revised Code, Shall Continue

This resolution continued the operation of the Old Colony burying Ground as a Union Cemetery for an additional year. 

Ordinance No. 06-2017, An Ordinance Consenting to Annexation of Certain Real Property Located at 1174 Newark-Granville Road in Granville Township, Owned by Adam C. Himes and Vanessa L. Himes

This Ordinance permits the annexation of 1774 Newark-Granville Road, owned by Adam and Vanessa Himes, into the Village to allow them to access Village utility services. 

Ordinance No. 07-2017, An Ordinance Authorizing the Annexation of Certain Real Property Located Along Newark-Granville Road in Granville Township, and Directing the Village Law Director and/or Attorney James Havens to Prosecute the Proceedings Necessary to Effect It

This Ordinance adds an additional small parcel to the annexation agreement already approved for the proposed Glenshire property along Newark-Granville Road.  This parcel was added to the agreement so the project had appropriate continuous contiguity.

Resolution No. 2017-30, A Resolution to Appoint a Member to the Planning Commission

This resolution appoints Jean Hoyt to the Granville Planning Commission to fill the term of Carl Jennings, who resigned April 19, 2017.  Jean’s term is effective until January 31, 2019.   

Resolution No. 2017-31, A Resolution to Appoint A Member to the Bryn Du Commission

This resolution reappoints Joe Hickman to the Bryn Du Commission as a representative of the Granville Township Trustees.  Laurence Bicking resigned effective June 1, 2017.  Mr. Hickman will be fulfilling that unexpired term until April 30, 2018.
