PUBLIC NOTICE OF LEGISLATION - VILLAGE OF GRANVILLE
The Granville Village Council adopted the following legislation at the August 3, 2011 regular meeting:
Ordinance No. 29-11, An Ordinance to Amend Ordinance No. 22-10 Providing for Adjustments of the Annual Budget for the Fiscal Year 2011 and Revising Sums for Operating Expenses
This ordinance would provide an additional appropriation in three line items in the 2011 Operating Budget and one line item in the Capital Budget. In the Operating Budget, $37,000 is being added for income tax refunds. Due to an increase in refunds this year, the account currently has a balance of about $1,000. The Street Maintenance & Repair Fund needs additional appropriations of $12,000 to cover the costs to replace two guardrails, one on Pearl Street and one on Fern Hill Drive, due to auto accidents. This expenditure will be reimbursed by insurance carriers. In addition, an additional $20,000 appropriation is necessary for the Street Fund to replace a traffic control box damaged by a suspected hit and run accident. An appropriation from the Capital Budget for the purchase of the South Main Street lift station pump of $74,100 needs to be renewed for 2011 as it was appropriated in 2010 when the project was originally scheduled.
Resolution No. 11-38, A Resolution to Award the Contract for the South Main Street Stand-By Pump and Authorize the Village Manager to Enter into an Agreement for Said Project
This resolution authorizes the Village Manager to purchase and install a stand-y pump for the South Main Street lift station. After reviewing the bids, the Village Engineer recommended that Council award the bid to J. R. Mason, Inc. who was the low bidder at $64,400. This stand-by pump will be used as a back-up pump at this lift station, which is located in an environmentally sensitive area along the Raccoon Creek.
Resolution No. 11-44, A Resolution to Appreciation to the Members of the Charter Review Commission
This resolution expresses Council’s appreciation for the work done by the members of the Charter Review Commission. A Charter Review Commission is appointed every ten years to review and suggest changes to the Village Charter. This Commission worked hard to recommend changes to the Charter, which will be placed on the November ballot for the community to review and vote on.
Resolution No. 11-45, A Resolution to Authorize the Village Manager to Enter into an Agreement with Red Oak Consulting to Conduct a Water and Sewer Rate Study
This resolution authorizes the Village Manager to enter into an agreement with Red Oak Consulting to complete a water and sewer rate study. The Village is facing issues with the Ohio EPA for both the water and wastewater treatment plants. This rate study will assist in determining the operational and capital needs of each plant. Following the completion of the study, staff will recommend a course of action to Council.
Resolution No. 11-46, A Resolution to permit the Demolition of a Wooden Garage with Attached Shed at 425 North Granger Street
This resolution permits the demolition of a wooden garage with an attached shed at 425 North Granger Street. The Planning Commission has reviewed the request for the demolition and recommended that it be approved. The property owners also submitted al review request to the Planning Commission for a new one-story accessory structure to be constructed in the same general location as the existing structure. The Granville Historical Society has reviewed the building and has no objection to granting the demolition permit. The property owner will be required to provide a surety bond to guarantee the removal of the structure.
