Granville Community Calendar

Adopted Legislation March 6, 2013

The Granville Village Council adopted the following legislation at the March 6, 2013 regular meeting: 

Ordinance No. 04-2013, An Ordinance to Authorize the Village Manager to Enter into a Lease Agreement with the Granville Recreation District for the Lease of a Portion of Village Hall, 141 East Broadway 

This ordinance authorizes additional office space for use by the Granville Recreation District (GRD).  Staff was directed by Village Council to develop a rental agreement that clarified the responsibilities and liabilities for both the Village and GRD for the multi-use of the Village Office at 141 East Broadway.   The agreement was reviewed and recommended by the GRD Board and Law Director Michael King. The agreement is based on the previously adopted rental agreement for Reader’s Garden for a one-year period with an option for an additional one-year extension. 

Resolution No. 2013-14, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 130 North Prospect in Front of the Business Known as the “Greek Eats” for the Calendar Year 2013, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Greek Eats at 130 North Prospect.  The authorization permits the sidewalk cafe through October 31, 2013, but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.  

Resolution No. 2013-15, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 122 East Broadway in Front of the Business Known as the “Aladdin” for Calendar Year 2013, Subject to Restrictions

This resolution authorizes a sidewalk café to be located in front of the Aladdin at 122 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2013, but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.     

Resolution No. 2013-16, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 126 East Broadway in Front of the Business Known as the “Broadway Pub” for the Calendar Year 2013 Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Broadway Pub at 126 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2013 but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.    

Resolution No. 2013-18, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 132 East Broadway in Front of the Business Known as the “Village Coffee Company” for the Calendar Year 2013, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Village Coffee Company at 132 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2013, but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.   

Resolution No. 2013-19, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 134 East Broadway in Front of the Business Known as the “Day Y Noche” for the Calendar Year 2013, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Day Y Noche at 134 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2013, but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.     

Resolution No. 2013-20, A Resolution to Authorize the Non-Permanent Installation of a Sidewalk Café on the Public Sidewalk at 138 East Broadway in Front of the Business Known as the “Whit’s Frozen Custard” for the Calendar Year 2013, Subject to Restrictions 

This resolution authorizes a sidewalk café to be located in front of the Whit’s Frozen Custard at 138 East Broadway.  The authorization permits the sidewalk cafe through October 31, 2013, but can be extended by the Village Manager for a date to be determined.  All conditions in the resolution are similar to those required for calendar year 2012.  A diagram has been attached to the resolution that shows where the café may be located, where sidewalk signage may be located, and where sidewalk access is to be maintained.     

Resolution No. 2013-21, A Resolution to Approve the Application Made by Misty Hollow, LLC, to Have Certain Land Located within the Village of Granville on Hallie Lane, Permanent Parcel No. 71-326322-00-000, Designated as Being Located within an Agricultural District 

The application for placement of farmland into an agricultural district, pursuant to the provisions of the Ohio Revised Code, was approved for Misty Hollow LLC. The property consists of one parcel containing approximately 37 acres located near Hallie Lane.  This application is a renewal application for property that is currently classified as agricultural.  The agricultural designation is applicable for a period of up to five years.  

Resolution No. 2013-22, A Resolution to Approve the Application Made by Pinefrost, LLC, to Have Certain Land Located within the Village of Granville on Canyon and James Roads, Permanent Parcel Nos. 71-326502-11-000, 71-326502-02-000, 71-326502-03-000, 71-326502-04-000, and 71-326502-00-000, Designated as Being Located within an Agricultural District 

The application for placement of farmland into an agricultural district, pursuant to the provisions of the Ohio Revised Code, was approved for Pinefrost, LLC.  The property consists of six parcels containing approximately 73 acres located at Canyon and James Roads.  This application is a renewal application for property that is currently classified as agricultural.  The agricultural designation is applicable for a period of up to five years.  

Resolution No. 2013-23, A Resolution Restating the Participation by the Village of Granville in a Pre-Tax Contribution Plan for the Ohio Police and Fire Pension Fund 

This resolution will restate the Village’s participation in the pre-tax contribution plan for the Ohio Police and Fire Pension Fund.   Village employee’s share of Ohio Police & Fire Pension Fund (OPFPF) is increasing over the next three years beginning in July, 2013. The Village’s share is not increasing.  Currently, all full-time Village employees defer federal and state taxes on the portion of their wages paid to OPFPF and OPERS.  Because the OPFPF contribution rate is changing, the Ohio Police and Fire Pension Fund is requiring all municipalities to adopt a revised resolution indicating how the new contributions are being paid to members. 

All legislation is available for review at the Village Offices during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Offices are located at 141 East Broadway.
