PUBLIC NOTICE OF LEGISLATION - VILLAGE OF GRANVILLE

The Granville Village Council adopted the following legislation at the October 5, 2011 regular meeting:

Ordinance No. 30-2011, An Ordinance to Amend Section 1305.01 of the Codified Ordinances of the Village of Granville to Amend Zoning Fees 

The public hearing for this ordinance is being held over for a second public hearing as Council recommended modifications to the ordinance exhibit.  These modifications include the reduction of the application costs for a BZBA variance, conditional use permit and non-conforming use permit.  The addition of a $25 application fee for Architectural Review Overlay District and Transportation Corridor Overlay District applications.  This application fee allows applicants to apply for zoning requests and not pay the zoning permit fee until such time as the application is approved.  The temporary sign fee has been removed as well as the easement encroachment fee, lot line adjustment fee and the change of use fee.   

Ordinance No. 32-2011,  An Ordinance Providing for the Issuance of Not to Exceed $359,000 of Notes by the Village of Granville, Ohio, in Anticipation of the Issuance of Bonds for the Purpose of Paying Part of the Cost of Acquiring the Mansion Building Property Located at 537 Jones Road for Village Purposes

This ordinance authorizes the issuance of bond anticipation notes in the amount of $463,000 for the partial financing of the purchase of the Bryn Du Mansion located at 537 Jones Road. The current notes, which are scheduled to mature on November 1st, are in the amount of $463,000 and carry a current annual interest rate of 2.0%.  The new note will be issued for $359,000.  The anticipated rate for this reissue is between 1% and 2%.  This issuance will be the ninth bond anticipation note for the financing of the Bryn Du property.

Resolution No. 2011-52, A Resolution to Award the Contract for the Purchase of Water Treatment Chemicals to Mid-Ohio Valley Lime, Inc.

This resolution awards the contract for the purchase of water treatment chemicals (lime) during 2012 to Mid-Ohio Valley Lime, Inc.  Four bids were received.  Mid-Ohio Valley Lime was the low bidder at $135 per ton. The other bids ranged from $175.36 per ton to $182.50 per ton. (Previous contract prices were $130.00 per ton for 2011 and $125.00 per ton for 2010.) 

Resolution No. 2011-53, A Resolution to Tentatively Award the Contract for Ultra-Violet Disinfection and Air Piping Systems for the Wastewater Treatment Plant and Authorize the Village Manager to Enter into an Agreement for Said Project with Doll-Layman Ltd.

The Village of Granville has been tentatively approved for funding through the Ohio Water Pollution Control Loan fund (OWPCLF) to install an ultra-violet disinfection system and replace the current air piping system.  The installation and upgrading of these systems were recommended and prioritized as part of the Granville Facility Plan Update to the Ohio EPA as an inclusion in the state Water Quality Management Plan.  This resolution tentatively awards the contract for the purchase of an ultra-violet disinfection and air piping system to Doll-Layman Ltd.  Five bids were received with Doll-Layman Ltd. providing the bid at $412,000.

Resolution No. 2011-54, A Resolution to Authorize the Village Manager to Auction or Advertise for Bids for the Sale of Surplus Equipment

This resolution authorizes the Village Manager to have an auction or to advertise for bids for the sale of the surplus equipment as identified in the resolution.    

All legislation is available for review at the Village Offices during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Offices are located at 141 East Broadway.
