Legislation Adopted December 18, 2013

The Granville Village Council adopted the following legislation at the December 18, 2013 regular meeting: 

Ordinance No. 25-2013, An Ordinance to Amend Ordinance No. 22-2012 Providing for Adjustments of the Annual Budget for the Fiscal Year 2013 and Revising Sums for Operating Expenses 

This ordinance is a supplemental appropriation ordinance to amend the 2013 annual operating budget to account for the adding funds to the Village’s public use fee match, the Bryn Du Carriage House Renovations, legal expenses related to the possible pursuit of development rights of the Granville Golf Course, and some additional money in the Sewage Collection Fund.

Resolution No. 2013-61, A Resolution Authorizing the Village Manager to Enter into a Contract for 2014 with Michael King for Services as Law Director and Mayor’s Court Prosecuting Attorney 

This resolution authorizes the Village Manager to enter into a contract with Michael King as Law Director for legal services for the 2014 calendar year.  Under this contract, the Newark City Law Director’s office would continue to handle the prosecutions in Licking County Municipal Court with the Granville Law Director being responsible for pursuing delinquent collections on tax accounts, working with Village staff and handling Mayor’s Court. 

Resolution No. 2013-63, A Resolution Authorizing the Village Manager to Enter into a Contract for 2014 with Douglas Sassen and the Newark City Law Director’s Office for Services as the Municipal Court Prosecuting Attorney 

This resolution authorizes the Village Manager to enter into an agreement with Douglas Sassen and the City of Newark Law Director’s office to continue to represent the Village as Prosecuting Attorney for cases in the Licking County Municipal Court.  The proposed rate for 2014 is $15,000 annually (payable monthly), which is the same rate as 2013. 

Resolution No. 2013-64, A Resolution Authorizing the Village Manager to Enter into a Contract with the Licking County Board of Commissioners for Reimbursement of Legal Counsel for Indigent Defendants for the Village of Granville, Licking County, Ohio 

This resolution continues a current contract with the Licking County Board of Commissioners that authorizes the State Public Defenders office to reimburse the Village for legal fees associated with the representation of indigent defendants.  

Resolution No. 2013-65, A Resolution Authorizing the Village Manager to Enter into an Agreement with the Ohio Department of Transportation (ODOT) Regarding the Paving of Newark-Granville Road and East / West Broadway in 2014 and to Execute Contracts as Required 

This resolution authorizes the Village Manager to sign a contract with the Ohio Department of Transportation for the resurfacing of East and West Broadway and Newark-Granville Road.  This project will be funded by ODOT, through the Transportation Improvement Program and the Licking County Area Transportation Study (LCATS).  Money from the Ohio Public Works Commission (OPWC) has also been secured in a grant/loan combination.  The total cost estimate for the project is $1,207,367.15.  At the time of application to the Ohio Public Works Commission, the cost estimate was slightly higher and the Village secured a grant/loan combination for $545,150.00. 

All legislation is available for review at the Village office during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village office is located at 141 East Broadway.
