VILLAGE OF GRANVILLE - NOTICE OF PUBLIC HEARING
At its regular meeting on August 3, 2011, the Granville Village Council scheduled a public hearing and request for public comment for August 17, 2011 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:
Ordinance No. 31-2011, An Ordinance to Amend Ordinance No. 22-2010 Providing for Adjustments of the Annual Budget for Fiscal Year 2011 and Revising Sums for Operating Expenses for the Extension of the South Main Street Waterline
This ordinance would appropriate $153,788.00 to pay the Village’s portion of the project to construct an extension of the South Main Street waterline. Council authorized bidding for the project at the July 20th meeting. The Village is contractually obligated to complete this project because of the annexation agreement between the Village and Metropolitan Partners. The ordinance would utilize the Lands & Buildings Fund, which is a part of the General Fund and the Water Capital Improvement Fund. A total of $19,000.00 would be appropriated from the Water Capital Improvement Fund and a total of $134,788.00 would be appropriated from the Lands & Buildings Fund. The appropriation is based on the Village Engineer’s estimate, which includes a 15% contingency cost for both the waterline extension and for the upsizing of the waterline. Financing for this project is very tight, which illustrates the need for a water and sewer revenue analysis. Additionally, it may be advisable to repay the Lands and Buildings Fund once utility finances are stabilized.
