VILLAGE OF GRANVILLE - NOTICE OF PUBLIC HEARING
At its regular meeting on May 18, 2011, the Granville Village Council scheduled a public hearing and request for public comment for June 1, 2011 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:
Ordinance No. 11-11, An Ordinance to Amend Sections 1159.01, 1159.02, 1159.03, 1159.04, 1159.05, 1159.07 and Repeal Existing Section 1159.06 of the Codified Ordinances of the Village of Granville, Ohio Pertaining to Village District
This ordinance would update the permitted uses in the Village District by including counseling offices under business and professional offices, and adding compatible nonprofit, institutional uses which address uses such as museums in the Village District. Another change, and the major thrust of the ordinance, would be to delete the need for a change of use approval by the Planning Commission in the Village Business District. With this modification, the Planning Commission would no longer review changes of use. The applicant would still need to apply for administrative review of their Occupancy Permit, which is consistent with every other property in the Village zoned for a business use. Any physical changes (i.e. exterior modifications signage, site plan improvements) would still be reviewed by the Planning Commission.
Ordinance No. 13-11, An Ordinance Granting Approval and an Easement to the Granville Historical Society to Allow Construction of an Addition to a Building Located at 115 East Broadway that Will Encroach onto Village Owned Property Located at 118 South Main Street (Introduction Only)
This ordinance would grant an easement of encroachment to the Granville Historical Society to accommodate the proposed addition to the museum. The easement is a narrow strip 2.53 feet in width and approximately fifty feet in length, located just west of the Historical Society’s parcel. It should be noted that a portion of the existing museum structure, north of the proposed addition, encroaches on the Village owned property a total of 8.1 feet.
Granville Village Council scheduled an appeal hearing for June 1, 2011 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:
Appeal of a Decision by Granville Planning Commission To Approve Application #2011-28, by Metropolitan Partners for Exterior Remodeling of an Existing Building, New Parking Lot and Landscaping at 1919 Lancaster Road Regarding the Unsafe Location of the Shared-Use Path
According to Section 1137.01(i) of the Codified Ordinances of the Village, this appeal hearing is “open to the public” but it is “not [a] public hearing.” The only individuals permitted to speak at the appeal hearing are those individuals who are the actual “parties” to the appeal under Section 1137.01(g) of the Codified Ordinances of the Village, which are the applicant and those individuals who actually appeared before the Granville Planning Commission and testified at the hearing. The appeal hearing may not be fully concluded on the night of June 1st, and may have to be extended to a later date. Following the conclusion of the hearing, the Council must announce its decision not later than the next regularly scheduled meeting. Within forty-five days, the Council must formalize its decision in writing including the decision findings and the conclusions of fact.
