At its regular meeting on June 3, 2015, the Granville Village Council scheduled a hearing for June 17, 2015 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:
Ordinance No. 07-2015, An Ordinance to Rescind Chapter 921 of the Codified Ordinances of the Village of Granville, Ohio and Adopt a New Chapter 921 Pertaining to Sewer Regulations and Charges
This ordinance is another staff driven upgrade of the Village utility rules and regulations. Previously, Council upgraded the water ordinance and now the sewer ordinance is before you. The purpose of this update is primarily cleaning up the language and compliance with state and federal rules. The changes in the sewer ordinance are much less significant than the changes to the water ordinance. The important sections of the sewer ordinance are not being changed. For example, rates are not changed. The general rules, the relationship between Council oversight and administration is not changed. Tap and capacity fees are also unchanged. Like the water ordinance, the proposed amendments are more management than financial. The changes proposed for this ordinance include: updated and expanded definitions; clarification of those materials that are prohibited to be placed in the Village’s sewer system – Section 921.02; construction details were deleted, relying on the Village’s Engineering Standards; language is smoothed and/or clarified throughout the ordinance; duplicate sections were deleted; and details related to state and federal rules and regulations were put in place. The chemical parameters, which could trigger industrial surcharges, were reviewed and clarified. There are no industrial surcharge fees this time, but, if in the future they were called for, the qualification process needed to be corrected.
