Notice of Public Hearing June 6, 2012

VILLAGE OF GRANVILLE - NOTICE OF PUBLIC HEARING               

At its regular meeting on May 16, 2012, the Granville Village Council scheduled a public hearing and request for public comment on June 6, 2012 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following: 

Ordinance No. 07-12, An Ordinance Authorizing the Village Manager to Enter into an Annexation Agreement Describing the Intentions of the Parties to Annex Certain Real Property Located Along Columbus Road and Weaver Drive in Granville Township, Owned by Raccoon Creek, LLC

 Raccoon Creek, LLC (also known as Metropolitan Partners) approached the Village regarding annexation of 32.036 acres of land located at the northeast corner of Columbus Road and Weaver Drive.  On March 7, 2012, the property owners presented information to Village Council regarding annexing into the Village.  Village Council indicated that they would be willing to consider annexation of this land.  Attorney Jackson B. Reynolds, of Smith & Hale, submitted a letter on April 25, 2012, to the Village indicating Raccoon Creek, LLC's interest in moving forward with an Expedited Type 1 annexation.    The Ordinance and Annexation Agreement are very similar to the previous annexation agreement with Metropolitan Partners for their South Main Street properties.  

Ordinance No. 08-12, An Ordinance Authorizing the Village Manager to Enter into an Annexation Agreement with the Granville Township Trustees Regarding the Annexation of Real Property Located Along Columbus Road and Weaver Drive in Granville Township, Owned by Raccoon Creek, LLC

This Ordinance and Annexation Agreement are a second layer of an annexation request from Raccoon Creek, LLC.   The 32.036 acres of land proposed for annexation will completely surround another small parcel essentially creating a "donut."   The current owner's of the parcel, Charles and Ruth Riley, cannot be located to sign a petition for the annexation of their land.  Therefore, the only types of annexation that are available for this property are either a regular annexation or an Expedited Type 1 annexation.  As discussed at the March 7, 2012 Village Council meeting, the property owner's are requesting an Expedited Type 1 annexation, which requires a separate annexation agreement between the Village and Granville Township. This agreement also addresses the Township’s concerns regarding the full funding of the fire department, should the Village, at some time in the future, pursue Tax Increment Financing (TIF) for needed public improvements.  The proposed Village/Township Annexation Agreement has been reviewed by the Licking County Prosecutor's Office, on behalf of the Township, as well as by the Village staff and the Village Law Director.  The Township Trustee's held a meeting on Wednesday, May 9th and approved the Annexation Agreement in content and form, as proposed.

All legislation is available for review at the Village Offices during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Offices are located at 141 East Broadway.
