Notice of Public Hearing March 21, 2012


At its regular meeting on March 7, 2012, the Granville Village Council scheduled a public hearing and request for public comment on March 21, 2012 at 7:30pm in the Granville Village Council Chambers, 141 East Broadway, for the following:

Ordinance No. 02-2012, An Ordinance to Amend Ordinance No. 37-2011 Providing for Adjustments of the Annual Budget for the Fiscal year 2012 and Revising Sums for Operating Expenses

This ordinance would amend the 2012 annual operating budget to account for additional expenses as a result of the ultra-violet disinfection installation and air handling piping project at the Wastewater Treatment Plant, the Village employee’s 2012 compensation changes, a $40,423.85 assessment from the Central Ohio Health Care Insurance Consortium, and funding of the 2012 Street Paving Project from the Capital Improvement Project Reserve Fund. A summary of the required budget changes are as follows: 

Waste Water Treatment Capital Outlay  The Village of Granville has received a $514,500 loan from the Ohio Water Development Authority for the ultra-violet disinfection installation and air handling piping project at the Wastewater Treatment Plant.  The budget must be adjusted to include the receipt and payment of $514,500. This appropriation was not a part of the original budget passed in November of 2011, as the Village had not yet been awarded the loan. 

Employee Wages  The Village of Granville negotiated a new contract with the AFSCME union in early 2012. This new contract included a 2% wage increase and step increases for AFSCME members.  Village Council also authorized a 2% wage increase for all non-bargaining employees for  2012. The initial 2012 annual operating budget did not include pay raises for these employees.  As a result of the pay raises, benefits amounts must also be increased including Medicare, Social Security, OPERS, OPFPF, and Worker’s Compensation. 

The benefit portion of the budget is also being increased as a result of a $40,423.85 assessment from the Central Ohio Health Care Insurance Consortium. The authority and procedures to assess members is part of the joint self-funding agreement as approved by the Village Council in 2009.  On February 8, 2012, the Central Ohio Health Care Consortium Board unanimously voted to assess the entire Consortium a total of $1,000,000. The village’s portion of that $1 million is $40,423.85.

Capital Improvement Project Reserve – Capital Outlay:  Bids have been received for the 2012 Street Improvement Project.  This is a milling and paving project in the Erinwood Subdivision. The funds for this project are being appropriated from the Village’s Capital Improvement Project Reserve Fund.   

Ordinance No. 03-2012, An Ordinance to Authorize the Village Manager to Execute a Contract Providing for the Sale of Water to the Village of Alexandria 

On February 16, 2012, the Village Council of Alexandria passed Ordinance No. 2012 – 06 directing the Alexandria Village Administrator and Fiscal Officer to enter into a water service agreement with the Village of Granville.  The Alexandria Council reduced the contract period to two years from the original five year with the contract ending December 31, 2013. 

Since 1981, Granville has provided Alexandria drinking water.  For the last 12 years, Granville has provided that water without benefit of a contract. The proposed contract is the result of many negotiation sessions. The contract provides for the continued sale of water to Alexandria at a rate equal to 1.3 times the rate charged to Granville residents. The contract also clarifies when communication between the two Villages is required.  It clarifies how Granville’s rates are to be calculated and increases the maximum daily volume of water allowed for Alexandria, without an additional surcharge (1.50 times the Granville rate), from 40,000 gallons to 60,000 gallons per day. Alexandria uses approximately 35,000 gallons of water per day, equal to about 6% of the Village’s water production. 

All legislation is available for review at the Village Offices during regular business hours, which are normally 8:00am - 4:30pm, Monday through Friday. The Village Offices are located at 141 East Broadway.
